Transition Manager (Temporary Promotion). Principal civilian business manager, planner and change agent responsible for overseeing and coordinating overall transitional efforts of standing up PWC Norfolk s PWC Philadelphia Site office at NWS Earle, NJ. Took charge of the transition process and coordinated all aspects of this complex endeavor, from developing a customer revenue matrix to frequent status meetings with key players. Prepared and presented briefings to all customers that included what changes to expect and anticipated costs for their budgets. Coordinated visits to establish the Information Technology and financial process links to PWC Detachment Philadelphia and to PWC Norfolk. Developed and executed a training plan to ensure all the new PWC systems could be utilized at Earle. Leadership and attention to detail transformed a very painful and complex process of change to be palatable for the 135 Public Works people effected, as well as many customers.

PUBLIC WORKS DEPARTMENT, NAVAL AMPHIBIOUS BASE LITTLE CREEK, Norfolk, VA. 1988 - 1992: Maintained facilities, utilities, roads, piers and industrial infrastructure.

Director, Facilities Management Engineering Division (FMED). Planned and programmed maintenance, repairs and alterations for over 700 facilities on our 2,000 acre base. Served as advisor to the Engineering and Planning Officer on functional and financial matters relative to facilities management. Supervised the Production Control and Planner-Estimator (P-E) Branches; with Supervisors concentrated on customer relations by providing them and PWD management with scheduled status information and daily personal contact about issues concerning over 3,000 Work Requests and 30,000 Trouble Calls per year. With Industrial Engineer we managed our computer database and developed and implemented annual budgets, spending plans, Maintenance Action Plans (MAP), Annual Inspection Summaries (AIS), Facilities Support Contract (FSC) specifications and new systems and procedures. Developed, wrote and used a series of sophisticated coding and computer systems to prioritize and track our workload and to schedule our facilities inspections by our P-Es. Coordinated PWC's Long Range Maintenance Planning inspection of sixty of our major facilities, and continued its principles as our own P-Es now perform Maintenance Control Inspections. Administered Preventive Maintenance Inspections.

Industrial Engineer. Responsible for EPS application, utilization, promotion, training, variance analysis and productivity improvement within DoD operations. Developed the EPS Deskguide and all EPS training materials used throughout DoD. Provided consulting services to world-wide DoD Public Works organizations.

Engineering Manager. Managed all industrial and mechanical engineering functions for operations.

GENERAL FOAM PLASTICS CORPORATION, Norfolk, Virginia. 1971 - 1980: Manufacturer of fabricated and injected, blown, vacuum formed, and foam molded consumer plastic products.

Manager of: Industrial Engineering, Quality Control, Material Requirements Planning, Inventory Control, Sample Department, and Special Projects. Hired, supervised, and was responsible for product costing, manpower analysis, plant layout, project costs, equipment design, purchasing system design, standard setting, data collection, material handling systems, and new product development.
