QUALIFICATIONS
Mr. Kemp has more than 30 years of management experience with environmental organizations.
Armed with a business management degree from the University of Utah he gained his first systems
experience managing hazardous waste treatment storage and disposal facilities from the late 1970 s
into the early 1990 s. For the last 12 years Mr. Kemp s environmental consultant practice has
focused on the development and implementation of environmental, health and safety management
systems (EMS, OHSAS, RC14001/RCMS) using a strategic management approach to ensure
performance improvement. Since 1997 he has been integrally involved in numerous implementation
projects in both the private and public sectors.
In addition, Mr. Kemp has completed more than 258 on-site audit days of third party registration
audits to ISO 14001, RC 14001/RCMS, and OHSAS 18001. He has built on his experience in
environmental compliance auditing and in the environmental service industry to achieve several
positions with accredited registrars. His skills in business management, and systems development
and implementation are complimented by his many years of experience in the environmental, and
health and safety fields.

Mr. Kemp has participated on teams that have conducted initial reviews to identify the
environmental aspects and safety hazards of company operations, the gaps between company
environmental management systems and the ISO 14001/OHSAS 18001 standard requirements, and
the legal requirements from a compliance review. He has been integrally involved in numerous full
EMS/OHSAS implementation projects that included project manager responsibilities, procedure
manual development, and the development and presentation of customized training.
In business, he has managed projects and systems in most areas of strategic environmental
management including environmental cost accounting, prevention of pollution, and employee team
building and cultural transition management. In the management of treatment, storage, and disposal
facilities (TSDFs) he has utilized environmental management systems, which included system
auditing to ensure conformance. His business education and experience in combination with his
years of environmental management and consulting work provides him with a unique outlook on

Mr. Kemp is a certified EMS auditor and has logged over 258 audit days participating in and leading
third party ISO 14001, OHSAS 18001, and RC14001/RCMS audits under contract with several RAB
accredited registrars. Building from his experience auditing environmental, safety, occupational
health, and security management systems under Responsible Care@, Mr. Kemp also audits integrated

Current Management System Implementation Support Projects
Internal Revenue Service, Ogden, UT; Covington, KY; Memphis, TN; Detroit, MI
Supporting development and implementation of an integrated ESH management system (EMS) at
four IRS service centers as a subcontractor to ICF International. The high level EMS manual is
being developed while going ahead to implement the processes for EHS aspect assessment and
corrective and preventive action. The operational dependence on resident contractors clearly pulls
their activities within the scope of the EMS. This presents the challenge of ensuring implementation
of appropriate operational controls and training/competence requirements while dealing with
existing contracts.
Past Projects
EPA Office of Policy, Economics, and Innovation (OPEI), Washington, DC
Developed the training program to prepare EPA and State Agency personnel to conduct site visits of
members of the National Environmental Performance Track (NEPT) program. This training ensures
a consistent approach to verifying that the program members are conforming to the requirements of
NEPT membership. Site visit personnel will also learn how to conduct system reviews, identify
opportunities for improvement, and in general assist the members by making the site visit a positive
event. Tetra Tech supports the EPA NEPT Program by participating in member site visits and
preparing reports. To date five training events across the nation have been completed. The next
contract beginning in January 2008 will include more training and site visits in addition to upgrade
of the training course for certification by the RABQSA. The NEPT program was discontinued by
Lisa Jackson upon her assumption of the EPA Administrator position in 2009.
MGP Ingredients, Inc., Atchison, KS
Supported the development and implementation of an integrated safety and environmental
management system for this four-site chemical manufacturer. This includes the development of a
corporate safety and Environmental Management System Manual (SEMS), level 2 management
procedures specific to each facility when needed, and standard operating procedures for individual
facilities to exert operational control. Training has been provided to top management at corporate
headquarters, and each SEMS cross functional team (CFT) at the individual facilities. The CFT and
management representative will be supported throughout the 18 month project including the building
of an internal auditor team. The ISO 14001/OHSAS 18001 registration audit was conducted in late
2008 and corrective action is being pursued.
NASA Wallops Flight Facility, Wallops Island, VA
2005 and 2007 conducted NASA EMS pre-audit to prepare the WFF for an internal corporate EMS
audit to verify conformance to the April 2000 Executive Order 13148. Although this event was
structured as an ISO 14001 registration audit, the true purpose was to support improvement in the
system so time was taken to consult on identified opportunities. In 2006 lead 6 teams of 2 internal
EMS auditors to perform a comprehensive audit to maintain the facility s for EMS self-declaration.
NASA procedures for internal EMS auditing were used.
US Coast Guard Integrated Support Command, Boston, MA
A mock ISO 14001:2004 registration audit was conducted at this facility to support preparation for
self-declaration. This project consisted of conducting a Stage 1 desktop readiness audit using the
internet based tool EnviroManager to access management system documentation. A reporting was

generated at the conclusion of the audit to identify weaknesses in the management system that might
lead to nonconformity during the Stage 2 audit. The stage 2 audit was conducted on-site by
interviewing personnel in regard to the procedures addressing the elements of the standard and on
the management of significant environmental aspects of operations and activities.
Command Navy Region Europe (CNRE), Naples, Italy
This 10 year contract which ended in 2007 was to providing EMS implementation support to six
major U.S. Navy installations in Italy, England, Spain, and Greece. Support activities involve EMS
reviews, environmental aspect assessment improvement, EMS document improvement and
development, development of objectives and targets, creation of training matrices, development of
required EMS records lists, identification of needed operational controls, performance metrics
development, and identification of management review inputs.
U.S. Army Rock Island Arsenal, Rock Island, IL
Served as the project manager for providing all services necessary to complete environmental
management system (EMS) implementation. Supported development of EMS management
procedures, facilitation of cross functional team work, internal EMS auditing training, and support of
first internal EMS audit. Currently working to train a new cross functional team and reinvigorate a
new implementation effort.
U.S. Army Ft. Hood, Ft. Hood, TX
Acted as the project manager for providing all services necessary to complete EMS implementation
by 12-31-05. Conducted an ISO 14001 EMS and sustainability gap analysis to prepare for EMS
implementation strategy development training sessions and command briefs. Supported the
development of all EMS documentation which included the integration of existing processes, like
internal compliance auditing, into the EMS description. Provided numerous trainings at different
stages in EMS implementation. Provided online EMS overview training and supported the
development of a learning management system. The internal EMS auditing function was established
by providing classroom and field training of the existing compliance auditing team. Ft. Hood
successfully joined the Clean Texas program that requires a verified EMS be in place.
U.S. Army Dugway Proving Ground, Dugway, UT
Currently the project manager for providing all services necessary to complete EMS implementation.
Overview training for a broad range of garrison and tenants has been conducted, and a 3-day EMS
implementation strategy development training has been facilitated for the cross functional team
(CFT) and other key personnel. A MS Access database has been developed for use in collecting
environmental aspect information and ranking to determine significance according to the US Army
criteria. This tool is currently being implemented. EMS management level documentation is being
developed by the CFT with technical support by Tetra Tech. Internal system auditor training and
root cause analysis training will be provided soon to support continual improvement of the EMS.
Vandenberg Air Force Base Academy, Vandenberg AFB, CA
Recently held the kick-off meeting for this full implementation project. Spent 3 days on-site
conducting awareness training, assessing the current environmental organizational structure, and
reviewing processes and procedures. Developed a plan of action with the EMS Coordinator and
other key personnel that included a strategy for securing top management support for the EMS
implementation effort.

Delaware Department of Corrections, Dover, DE
Support for EMS implementation using the EPA NEIC Compliance Focused EMS (CFEMS)
Guidance under an EPA Consent Order for the Delaware State prison system including their many
prisoner operated shops. The first phase of this work includes conducting a gap analysis to the
CFEMS using ISO 14001 principles and presenting clear recommendations for development and
implementation. The second phase will be to implement the CFEMS based on decisions made by
the State Department of Corrections management. Implementation will be managed to meet the
EPA consent order deadlines.
U.S. Air Force Academy, Colorado Springs, CO
Managing EMS implementation development planning support including training, development the
installation environmental policy and the upper level management procedures that address the core
elements of the EMS, and facilitation of the implementation team activities to identify
environmental aspects, set objectives and targets and develop programs to achieve objectives. This
work will be completed by coordinating between the operational flight wings and the mission; being
the cadet academy.
U.S. Army Garrison-Japan
Recently held the kick-off meeting for the effort to complete an environmental aspect assessment of
14 locations on 2 islands. Management of data collected will be done using a database developed
for the DOD. Previously completed an ISO 14001 gap analysis of sites on the islands of Honshu and
Okinawa. Conducted EMS implementation strategy development training at centralized locations on
each island. Created a DRAFT EMS implementation plan to be further developed by the garrison
cross functional team. Currently supporting development of on-line EMS training and will be
conducting a site visit to conduct internal EMS auditor training in late summer.
EPA Office of Solid Waste and Emergency Response (OSWER), Washington, DC
Superfund has included a commitment to use of EMS principles in their Post Construction
Completion (PCC) program, which is becoming a greater area of emphasis as sites progress thought
the steps of clean-up. Tetra Tech prepared and delivered a one-day training and meeting facilitation
event for top management in Superfund and the PCC area to raise the level of awareness of the
organization to EMS and how the system might be used to ensure proper remedy to environmental
impairment in the most effective way.
U.S. Army Ft. George G. Meade, Maryland
The Environmental Policy Statement has been developed and signed by the Garrison Commander
and the ISO 14001 gap analysis has been completed. The next step in the implementation process
will be to conduct an EMS implementation strategy development training session for the cross
functional team and other key personnel. This session will provided EMS implementation training
knowledge to the students, as well as facilitate decision making needed to complete the
implementation plan.
Sanyo Manufacturing Corporation, Forrest City Arkansas
EMS support services were provided to this client since ISO 14001 certification was achieved in
1998 using Mr. Kemps consulting support. These services include performing annual aspects
analysis update, annual compliance review and the maintenance of a regulatory matrix for use by the

registration. Services were discontinued when the company moved all manufacturing capacity to

foundry that set the basis for their EMS development and implementation.

Conducted the ISO 14001 EMS gap analysis to prepare for EMS implementation strategy
development training sessions and command briefs, which have been completed. Contracted to
provide all services necessary to complete EMS implementation with knowledge management and
EMS implementation software as a centerpiece for management of the installations environmental
affairs.
Dowty Aerospace, Los Angeles, CA, and Yakima, WA
Worked on the team that conducted the initial review (aspects analysis, gap analysis) for both of
these aerospace manufacturing facilities. Had responsibility for writing the final site-visit reports.
Volvo Penta of the Americas Manufacturing, Lexington, TN
Led the team that conducted the initial review (aspects analysis, gap analysis, compliance review)
for this marine propulsion unit manufacturer. Had responsibility for writing the final report.
Conducted training at all levels of the organization, including internal auditor training, while
integrating corporate philosophy, policy and procedure into presentations to facilitate a transition to
the corporate culture. Prepared site procedure manuals (Level I and Level II) that integrated the
corporate environmental management system into the facility system as another requirement.
Provided EMS implementation support to the successful completion of their Certification Audits.
Subsequent to certification, work was done with the client to develop and implement a computer
application tool for environmental management performance.
Buckman Laboratories, Memphis, TN
Participated on the team that conducted the initial review (aspects analysis, gap analysis) for this
chemical manufacturing facility. Had responsibility for writing the final report.
Nellis AFB, Las Vegas, NV
Completed a gap analysis of the base environmental, safety and occupational health management
system (OESOHMS) to the criteria of the ISO 14001 EMS standard. Using information from the
gap analysis facilitated a three day ESOHMS implementation strategy meeting with a cross
functional team responsible for development and implementation of the management system. A
draft implementation plan was developed with a task timeline. Recommendation on revision of the
base ESOH policy was provided and three draft system level management procedures were
developed.
NEC Electronics of America, Inc., Roseville, CA
Managed the initial review (gap analysis, environmental aspect assessment and regulatory review) of
this computer chip manufacturer. The first site-visit included a briefing of senior management and
the facilitation of an EMS implementation strategy /training meeting for the implementation team

(IT). The delivery to the IT of a draft implementation plan developed from this meeting will include
follow-on work to support implementation efforts and registration of the organization to the ISO

NAS JRB Willow Grove, Willow Grove, PA
Supported the project manager s efforts to conduct a gap analysis to the draft U.S. Navy EMS
criteria. The initial site visit included facilitation of an EMS implementation strategy development
meeting that will result in a draft implementation plan for consideration by the base implementation
team. Implementation assistance is being provided on an on-going basis, including internal auditing
of the EMS.
Army Test and Evaluation Command (ATEC), Fairfax, VA
Conducted ISO 14001 gap analysis at the West Desert Test Center of the Dugway Proving Grounds,
the White Sands Test Center of the White Sands Missile Range, the Yuma Proving Grounds, and the
ATEC HQ under contract for a comprehensive gap analysis of ATEC. Supported review and
analysis of command policy and procedure to determine what exists that can support EMS
implementation. Assisted the project manager in completion of the final report and preparation of
materials for a command briefing.
Commander Navy Region Southwest (CNRSW), Dan Diego, California
As part of a team, developed and conducted a 5-day upper level training/EMS implementation
strategy development session. CNRSW is the test bed for CINCPACFLT EMS implementation
efforts. The training/strategy session was facilitated to make decisions on the approach to EMS
implementation for the region headquarters and all activities within the region. The goal is to
establishment a consensus based strategic implementation plan, including guidance for activities, for
presentation to upper management for approval. Currently preparing a training course to raising the
EMS awareness of non-environmental personnel at installations within the region.
U.S. Army Materiel Command, Installation & Services Activity, Rock Island, IL
Developing a root cause analysis (RCA) methodology for the AMC I&SA ECAS Team to use in
applying the Army root cause categories to compliance deficiencies identified. The methodology
will support data collection for AEC and ODEP for decision-making, and more importantly provide
information to installation for use in development of corrective and preventive action plans. This
methodology is being developed to support solving systemic problems in Army installation
environmental management systems (EMS).
U.S. Army Military District Washington
Supported the effort to develop and facilitate a two day training and EMS strategy session that was
presented to HQMDW staff and installation environmental chiefs from throughout the MACOM.
The first day raised the awareness of key personnel to the ISO 14001 EMS and the reasons and
requirements driving the Army s EMS implementation. The second day focused on policy
development, roles and responsibilities and the development of a MACOM wide implementation
strategy. This event has begun the implementation effort by preparing a draft strategic plan for
presentation to the commander and use in budgeting. Managed ISO 14001 Gap Analysis of
HQMDW and four Operational Units to be used in completion of the strategic plan.

Developed an EMS implementation training program of three modules for United States Naval
Bases in the European command in England, Spain, Italy and Greece. This training has supported
the efforts of the Navy Implement Team. The training and implementation support activities,
including aspect assessments, has been administered to personnel at seven bases in Greece, Italy,
Spain and England. This project is challenging due to the naval command structure and the make up
of personnel on bases, which includes the military command, civil servants, contractors, nationals,
and tenant commands from other branches of the military. The current stage of the project includes
document development and assist visits to the naval bases. The EMS being implemented is based on
the ISO 14001 standard.
M-Tek, Inc., Manchester, TN
Provided EMS development and implementation training for this Tier One automobile supplier that
is working toward ISO 14001 registration to meet the Ford Motor Company deadline. Registration
was successfully achieved.
Naval School, Civil Engineer Corps Officers, Port Hueneme, CA
Completed the development of a three day EMS Review training course for Navy personnel who
will conduct installation EMS Reviews under Chapter 20 of OPNAVINST 5090.1B, Navy
Environmental and Natural Resources Program Manual. The course complements the
Environmental Quality Assessment (EQA) Guidance manual and includes a student manual, an
instructor manual, a case study with exercises, and appropriate handouts. In addition to developing
conclusions on the effectiveness of the EMS, students will also be expected to assist base personnel
with improvement of the system and the bases environmental compliance standing through
identification of pollution prevention opportunities and root cause analysis. Since the technical
review by 35 military and civil servant Navy personnel in June 2000 there have been 14 offerings of
the course by Mr. Kemp.
NAVSTA Rota, Spain
Developed a draft internal assessment plan (IAP) in conformance with OPNAVINST 5090.1B,
Chapter 20 and the U.S. Navy EQA Guide for this installation. This self-correcting compliance
based process depends on involvement at the lowest level of execution possible. The program was
developed using EMS concepts.
ENVIRONMENTAL COMPLIANCE AUDITING
Managed an internal environmental, and health and safety (EH&S) auditing scheme at a hazardous
waste management facility which included reporting of noncompliance, and documented follow-up
of corrective action. As part of environmental management system (EMS) implementation and
maintenance services have conducted regulatory and compliance reviews which have included the
development of regulatory matrixes to be used as compliance management tools, and the
development of recommendations for compliance improvement.
Has conducted comprehensive, multimedia environmental compliance audits for manufacturing
companies. Reports included full details of regulatory requirements of specific operations, and the
company s level of achievement, with recommendations for improvement. Representative projects

Developed the audit scope and conducted a multimedia environmental compliance audit at this
plating job shop company. The audit scope included health and safety. Implementation of audit
recommendations resulted in the development of an environmental record keeping system that has
facilitates several successful RCRA inspections by regulatory authorities, and the development of a
comprehensive emergency response plan which the client has attributed the successful evacuation of
the plant during a response to a chemical spill and subsequent fire.
Grisham Corporation, Arlington, TN
Developed the audit scope and conducted a multimedia environmental compliance audit at this
security storm door manufacturing facility. The audit results lead to the improvement in their
management of hazardous waste from their surface coating operations. Several permits were also
modified to accurately reflect operations.
ENVIRONMENTAL SITE ASSESSMENTS
Have conducted preliminary environmental site assessments (ESA) for clients that just needed
information to make good business decisions, as well as comprehensive ESAs that met and exceeded
ASTM standards. For clients needing the liability protection of all appropriate inquiry, but having
undeveloped or low potential impact sites, transaction screens conforming to ASTM standards have
been conducted. On several occasions assessments were customized to meet the due diligence needs
of the client in purchasing on-going operations. In addition to identification of the environmental
standing of the property and operations, the reports included estimations of the cost of correcting
environmental issues identified.
Worked on teams conducting environmental baseline study for transfer (EBST) under a SOUTHDIV
CLEAN contract. As part of the DOD base realignment and closure (BRAC) over 2,000 acres of
land and 75 buildings were evaluated. Final report was completed with an opinion on the transfer of
the properties to local municipality.
WASTEWATER AND WATER QUALITY CONTROL PROJECTS
Has managed continual compliance with POTW permit conditions for several industrial clients,
which included preparing permit applications, conducting negotiations for permit conditions,
representing clients at compliance review hearings, obtaining discharge samples for analysis, and
completion of discharge monitoring reports.
Have prepared storm water pollution prevention plans (SWPPP) under the NPDES permitting
process of the Clean Water Act. Responsibilities included conducting storm water surveys,
identifying outfalls, developing best management practices (BMP) for inclusion in the plan, and
training personnel to the SWPPP and to be capable of managing storm water sampling and
completion of discharge monitoring reporting.
HAZARDOUS MATERIALS TRANSPORTATION AND DOT PROJECTS
Established and managed a hazardous waste transportation fleet logging more than 3 million miles
with no reportable spills or at-fault accidents. Equipment included vans, tankers, vacuum tankers,
and dump trailers handling a wide variety of wastes in various physical states. All driver training
was conducted in-house not only covering DOT and EPA regulatory requirements, but also quality
customer service.

CERCLA AND REMEDIAL ACTIONS
Managed a special projects division for a waste management company in the 1980s quoting,
planning, and safely executing more than $1 million of remedial cleanup work over a three period.
Projects included, but were not limited to, drum backlog investigations and cleanup, tank clean-outs
and waste disposal, contaminated soils removal and disposal, and emergency response and cleanup.

Tennessee Electroplating, Ripley, TN
A remedial investigation and feasibility study (RI/FS) was completed at this auto part manufacturing
company. A strong case for natural attenuation of the chlorinated contamination in the ground water
was made to the Tennessee Department of Environment and Conservation who agree to the
recommended course of action. The facility is under long term monitoring.
Carson Industries (The Berri-Patch), Paris, TN
Potential purchasers of this property requested an evaluation of the past and on-going remedial
investigation of this facility. After conducting a soil gas survey of questionable spots under the floor
of the building to complete the base line characterization of the property, a limited liability letter was
obtained form the Tennessee Department of Environment and Conservation, which paved the way
for purchase of the property without accepting any liability for past activities.
Sanyo Manufacturing of Arkansas, Forest City, AR
Managed the removal of four chemical underground storage tanks (UST), which previously stored
an adhesive compound containing formaldehyde. Project management included the development
and execution of a state approved written closure plan which included a health and safety. When
contamination was discovered a successful petition to the state for closure without remediation
allowed the project to be completed without additional costs.
Estate of Alma D. Sorrells (OK Moving and Storage), Memphis, TN
Handled the project oversight for the removal of two underground storage tanks at a moving and
storage company. This included preparation of the request for bids, subcontractors selection and
management, soil sampling, and contaminated soil disposal. All applications, reports, and
interaction with the state agency were managed.
Memphis Hardwood, Memphis, TN
Planned, contracted, and managed petroleum-contaminated soil remediation on industrial property
bordering Illinois Central railroad company tracks. Project involved obtaining right of entry
permission from the railroad to work around the tracks. All coordination of sub-contractors,
including transportation and disposal, were managed. All excavation was done to the satisfaction of
the railroad.
Enterprise Recovery Systems, Cayce, MS
Hired by the potentially responsible parties (PRPs) to act as the onsite coordinator at a voluntary
CERCLA cleanup site. Responsibilities were assumed after the contracts had been negotiated, plans
had been developed and the remediation contractor had been onsite for two months. As a result the
nature of most work was damage control. The project was completed without incident. Changes to

the original plans implemented over 7 months resulted in savings to the PRPs of approximately
$250,000.
AIR EMISSIONS/PERMITTING PROJECTS
Have completed air permit applications for businesses in Mississippi and Tennessee. The permitting
efforts, and subsequent permit maintenance, have required the application of negotiating skills in
working with the regulatory agencies to obtain favorable treatment for clients. Completed four Title
V air-permitting projects for companies in the plating, overhead fan manufacturing, cabinet
manufacturing, and security storm door manufacturing industries.
RCRA PERMITTING AND WASTE-MANAGEMENT RELATED PROJECTS
Mr. Kemp has extensive hazardous waste management experience gained as the part owner, vice
president, and facility manager of a startup waste management company that built a TSDF in 1980.
The organization grew to $6 million in revenue prior to its sale in 1989. Mr. Kemp was managing
65 employees working in plant operation, transportation, laboratory analysis, marketing and sales,
and accounting and general and administrative support. He was instrumental in writing the permit
conditions/procedures and the negotiations which resulted in receiving a Part B permit in 1984.
As the facility manager for another TSDF in the early 1990s, he again was involved in a successful
permitting effort. His primary goal was to bring the facility under control and increase productivity.
In addition to brining the facility into compliance after seven months productivity had increased
35% with a reduction in the work force of 45%. The facility was successfully sold 14 months after
Mr. Kemp was hired.
Through his positions at these two facilities, he assisted waste-generating customers with waste
management issues such as source generation, waste characterization, proper container labeling,
storage, and shipment. In his 13 years as facility manager for these two different TSDFs, he was
responsible for building and managing the systems required to run a permitted facility properly.
Other Waste Management Experience
Managed numerous removals of hazardous waste container backlogs. Materials were
characterized, packaged and shipped to proper disposal facilities. When appropriate,
the waste materials were de-containerized and shipped to the disposal facilities in
bulk form to take advantage of the less expensive freight and disposal fees. Project
planning included operational as well as health and safety considerations.
Planned and directed teams in the clean-out of chemical storage tanks holding
materials such as non-recyclable trichloroethylene and flammable liquid/sludge
contaminated with polychlorinated biphenyl. Managed the characterization
clearance transportation and disposal of the waste materials.
Packaged and disposed of six truckloads of small quantities of obsolete pesticide
materials for a national pest control company in Memphis, Tennessee. Great care
was taken in handling and repackaging the materials because little was known about
the materials, except that they were pesticides, A detailed computer inventory was
maintained so the customer could re-bill each branch office for material disposal.

HEALTH AND SAFETY-RELATED WORK
Managed implementation of plans to comply with the 1988 Occupational Safety and Health
Administration (OSHA) regulations enforced on operators of hazardous waste treatment facilities.
Maintained medical monitoring and training programs at two separate TSD Facilities.
Developed and implemented company orientation/training program for all new hire and existing
personnel which was directed toward the environmental, health, and safety needs of the plant
workers. Administrative and sales personnel were involved in the systems segments.
Have authored hazard communication programs and conducted health and safety training for
industrial clients.
BUSINESS MANAGEMENT-RELATED EXPERIENCE
Twice integrally involved in effecting a turnaround in corporate culture, based upon total quality
concepts, which resulted in improved safety, reduced employee turnover and absenteeism, which led
to increased productivity, producing profits where there were losses.
Developed and managed an accounting and reporting system that served the needs of operational
management, executive management, stockholders and bankers.
Developed company policy manual and successfully implemented more than 20 policies.
Developed, implemented, and administered a full-support chemical dependency program that
included a drug-testing policy for cause and pre-employment.
TRAINING PROJECTS
Developed and managed the training programs for two different hazardous waste management
companies and their TSD facilities. The training included general company orientation, RCRA
permit familiarization, health and safety, and all operational standard operating procedures.
Conducted informative presentations for several associations and civic groups on ISO 14000, Local
Emergency Planning Committee (LEPC) organization and responsibilities, and Environmental
Regulatory Update.
Developed and implemented training programs on hazard communication, waste minimization,
storm water pollution prevention plan implementation, hazardous waste management, and ISO
14001 EMS implementation for clients in the public and private sectors. Developed an EMS
implementation training program of three modules for United States Navy, European command, and
presented the course in England, Spain, Italy and Greece. Completed the development of a three day
EMS Review training course for Navy personnel who will conduct installation EMS Reviews under
Chapter 20 of OPNAVINST 5090.1B, Navy Environmental and Natural Resources Program Manual.
The contract to present this course has been renewed for the third time providing for 4 more
presentations nationwide in 2003.

Supported the modification of an EPA training course for the National Environmental Performance
Track site visit program that was originally developed in 2004 by Mr. Kemp. This modification was
being managed so the course can be certified by the RABQSA.
