RESUME PROFILE

I am a degreed professional, B.S. and M.S. Occupational Health and Safety, and a Certified

Safety Professional (CSP) with more than 25 years of Occupational Health, Safety, and

Environmental management, supervision and field experience in California, Colorado, Nevada,

Puerto Rico, Peru, Mexico, Guam, Hawaii, and Afghanistan.

Management:

My EHS Management experience has included a positions as ECCI Afghanistan Country

Manager, as the Project Health and Safety Manager for two separate projects on Navy Base

Guam, as Western Division Safety Manager for PAR Electrical Contractors, Inc. with safety

responsibilities for operational divisions in Colo., Nevada, and Calif., as the Manager of the

Supervision:

At the Camisea Project in Lima Peru, my responsibilities as Safety Supervisor for technical

EH&S support included all phases of construction health and safety activities relating to the Las

Malvinas Gas Plant, Pisco Fractionation Plant and natural gas pipelines from the Camisea region

to Pisco. For the Cantarell Project, I supervised the Mexican national company s health and

safety compliance with the Project s contract requirements at fabrication yards and Off-Shore oil

platform locations.

Field Experience:

I h ave performed safety audits and inspections at a wide variety of construction and facility

locations that have included; overhead and underground high voltage electrical construction

activities in Nevada, Off-Shore and Shore based safety inspections in Mexico and Puerto Rico,

local, regional and national construction companies that have included all phases of large

commercial and industrial projects to ensure compliance with CAL/OSHA regulations. I have a

total of 12 years of experience as a Safety Specialist at San Onofre Nuclear Generating Station

that included all aspects of accident prevention program development and implementation,

accident investigations, inspections, and safety procedure development. Additionally, I worked

for 3 years as an Environmental Specialist in assisting Southern Calif. Edison electric generating

facilities in environmental compliance to local, state and federal regulations.

June 2010 to May 2011 Afghanistan Country Safety Manager

As the ECCI Country Afghanistan Country Safety Manager, I supervised the Health and Safety

programs at 18-Afghanistan construction projects and the staff of 26-safety professionals

including American Ex-Pats, Nigerians, Indians, Filippinos, Pakistanis, and Afghanistan

Nationals. I assisted Project Management in safety staffing and support, I performed Project

Health and Safety Surveillances, conducted accident investigation, developed Accident

Prevention Plans, conducted OSHA 30-hr Construction and other Health and Safety related

training to ECCI employees and subcontractor worker personnel.

The construction projects included major military airport hangers, aprons, fuel supply depots,

housing units for soldiers, Afghanistan Military and National Police training, and office

facilities. The total project costs exceed $400M. I traveled to all construction sites to evaluate,

train, mentor, assist, support all of the SSHO s at their specific work locations. Additionally, I

fill staff positions when key SSHO s at on leave status. I work closely with Construction

As the IBC Corporate Safety Manager I was responsible for directing a safety staff of

professionals to assist IBC/TOA (Joint Venture) in OSHA and NAVFAC safety compliance

during the remodel and extension construction of Kilo Wharf at Navy Base Guam. My staff

supervised all aspect of safety construction safe work practices associated with marine dredging,

excavation, scaffolding, confined space entry, fall protection, concrete form framing, concrete

pouring, and heavy equipment operation to include cranes, front loaders, excavators, road

As a Senior Loss Control Consultant for St Paul, I worked in their Insurance Construction

Division to provide moderate to large customers ($200K to $4M annual account premium) with

advanced risk control consulting services and products. I provided underwriting units with

services and philosophies to business units, agents, brokers and customers.

My initial assignment in the Cantarell Project was from 24-Aug to 22-Dec. 1998 at the Tampico

Fabrication Yards. On January 4, 1999 I was transferred within the Cantarell Project to Ciudad

del Carmen. My Health and Safety responsibilities in Tampico and del Carmen were similar,

although in Tampico I supervised the Contractors Health and Safety programs for Engineering

Procurement Contracts (EPC s) 15 & 19 at two different work locations, in del Carmen I was

acceptance of the Contractors Health and Safety (H&S) procedures, evaluation and attendance at

On March 6, 1998, I started my employment with Bechtel Construction & Overseas as the

Project Safety Supervisor for the Camisea Project in Lima, Peru. My principal responsibilities

included providing technical occupational safety support for all phases of construction activities

relating to the Las Malvinas Gas Plant, Pisco Fractionation Plant and gas product pipelines from

the Camisea region to Pisco. Additionally, I was the Project s Health & Safety Lead during the

Project s Health & Safety Manager s absence from the Project.

The following specific areas of responsibilities were related to my Camisea assignment; approval

of HSE Plans, writing safety procedures, assisting department managers in conducting accident

investigations, performing audits and inspections of facilities and construction activities,

My initial assignment as the Manager of Health, Safety and Environmental was to develop and

implement a comprehensive pro-active EHS program. In Nov. 1997, ITT-FSC took over an

existing contract to provide weapons support (drone unmanned aircraft and torpedoes) and

facility support (radar and underwater tracking) for the Atlantic Fleet Weapons Training Facility

at RRNS. The previous contractor removed all employee records and training programs at the

end of their contract.

I was responsible for implementing ITT-FSC's Environmental, Health and Safety programs for

220 employees at eleven facilities on four Caribbean Islands. My environmental responsibilities

included the inspection of all ITT satellite hazardous waste storage facilities for compliance with

EPA regulations, RRNS NAVSATINST, and preparation of DOT hazardous waste disposal

documentation. My health and safety responsibilities included the development of a

comprehensive occupational health and safety program to meet Federal OSHA and NAVOSH

regulations. Key elements of the health and safety program that I developed included; E,H&S

policies and procedures, training of management, supervision and employees, accident

investigation, job safety analysis, inspections of all work locations to ensure safe operation of

facility equipment, evaluation of employee safe work practices, and employee compliance with

personnel protective equipment requirements. Additionally, I was the ITT-FSC direct contact

with Federal OSHA and Puerto Rico EPA agencies for all regulatory matters. I also performed

Team Leader duties for ITT's Hazardous Material Response Team and provided Hazardous

Materials Handling and Emergency Response training for ITTFSC.

SOUTHERN CALIFORNIA EDISON March 1982 to July 1996

In June 1993, I accepted a position with Edison's Corporate Environmental Affairs Division as

an Environmental Specialist. My main contribution to Edison's Environmental group was the

development of a Site Specific Environmental Regulatory Training (SERT) program, which was

designed as a Train-The-Trainer program. The SERT program allowed Edison Departments to

come into regulatory compliance with Business Plan, Hazardous Waste Generator, Emergency

Response and Action Plan and Spill Prevention Control and Countermeasures training

requirements.

Two additional responsibilities I had as an Environmental Specialist were to Edison's Pipeline

Division and Steam Electric Generating facilities. Specific to Edison's Pipeline Division, I

provided environmental, health and safety training and performed safety inspections of work

practices during construction activities of both natural gas and oil pipelines. At Edison's Steam

Electric Generating facilities, I monitored solid and water waste discharge and disposal for

environmental compliance and negotiated with local and State regulatory agencies regarding

environmental permit issues. I also represented SCE s Mojave Generating Station at

environmental hearings in Carson City, Nevada.

SOUTHERN CALIFORNIA EDISON

San Onofre Nuclear Generating Station (SONGS) (March 1982 to June 1993)

Safety Specialist

My responsibilities as a Safety Specialist included all aspects of occupational accident

prevention; employee safe work practice training, facility and safe work practice inspections,

writing safety procedures, and directing the SONGS Accident Prevention

Committee. In 1989 I assisted in the development and implementation of a comprehensive lost

time accident prevention program that set an Edison company record for 6 Million Safe Work

Hours without a lost work-day accident. The accident prevention program incorporated

Management and Supervision as well as employee safety training, safety inspections by

supervision, near miss accident investigations and employee discipline for violations of safety

procedures or safe work practices.

From 1991 to 1993, I was the SONGS Industrial Safety Training Coordinator. In this position

my largest contribution to the SONGS Safety Program was the development and instruction of a

three part management and supervision training class which identified management's

responsibility for employee safety and tools management could use to achieve SONGS long term

Occupational Health and Safety goals.

I represented SCE during CAL-OSHA inspections and at informal and formal hearings regarding

citations and penalties assessed against SCE. At the Mojave Generating Station in Laughlin,

Nevada I interfaced with Nevada OSHA representatives during Health and Safety inspections.

I have had been employed in various positions of large scale construction projects which

consisted of building trades work on high rise office buildings and shopping centers in San

Diego, CA. between 1969 and 1973. I added additional Nuclear construction safety experience at

SONGS from 1982 through 1985 during Bechtel's final construction phase and remodel work on

Units 2 & 3. My construction safety responsibilities included new employee health and safety

orientation training, safe work practices inspections, writing health and safety procedures, craft

training programs, and performing accident investigations.
