PROFESSIONAL HIGHLIGHTS:
Mr. Fisher is a highly experienced Senior Technical Writer with over 20 years of technical writing
experience, along with substantial efforts in Training and Proposal Writing.
He has supported software developers and team leaders in documenting software and hardware
systems; refined existing document templates and generated new templates for software development
and user documentation; and assisted in the developing project and technical overviews and plans,
design documents, interface control documents, test plans, operational support documentation, and other
documents in accordance with systems engineering, compliant with ISO 9001:2000, CMMI™, MilSpec,
and nuclear CFR requirements. He authored Functional Requirements, Technical Requirements, and
UATs for various types and sizes of applications. He assisted with developing and documenting office,
division, corporate level processes, and business analysis, and published materials in hard copy and
Web-based format. He has extensive experience in documentation implementing System Development
Life Cycle (SDLC), System Development Method (SDM), and Project Planning and Management (PPM)
in a variety of governmental, business, technical and industrial settings. Mr. Fisher completed a self-
study/testing for the Cisco Certified Network Associate qualifications, and has had experience as a web
GUI developer using an API compiler.
Mr. Fisher also has a notable background in education, curriculum development, and training for a variety
of situations ranging from public to government. He holds a PhD in Education and Linguistics. Mr. Fisher
has developed curriculum and training materials and methods and has expert skills in research, analysis,
interview, organization, training, and project reporting.
In addition, Mr. Fisher has experience in defining and delineating requirements, and has been positioned
to assure complete compliance, in responses to RFI, RFQ, SIR RFP, etc. He has written and edited
sections of proposals of varying sizes for both corporate and Government projects, and in some cases
wrote complete responses to RFIs. He completed the Shipley Proposal Writing Certification in June,
2006.
Mr. Fisher's system and application documentation experience extends to Insurance; Electronics;
Computer (custom-designed for specific contract specifications); Policies and Procedures (MilSpec QA,
nuclear QA, internal audit, and standard corporate); Curricula and accompanying Training manuals for
various types of software applications, industrial control systems, and other intelligent hardware;
Corporate Internal Audit; Worldwide database systems and various corporate operations. He is familiar
with documentation for Data Centers and Networking venues. He has strong research analysis skills with
a thorough knowledge of statistics and statistical applications and interpretation. In addition, he also
designed marketing materials (brochures, manuals, etc.), and any other necessary documents, forms,
and manuals. He is able to grasp new concepts (systems, equipment, hardware, software, etc.), as well
as analyze research data, and read and understand engineering descriptions, specifications, and
drawings. Mr. Fisher is able to present complicated information with respect to these and to most any
process or procedures in logical, easy-to-understand form.
