PROFESSIONAL EXPERIENCE
LOWELL POLICE DEPARTMENT, City of Lowell, Lowell, MA, 1981 - Present
Detective Sergeant/OIC-2009-Present- Assigned to Warrant Apprehension
Unit,
Supervising detectives from within the department along with Sheriff'
Deputies assigned to unit. Appointed special U.S. Deputy
Marshall.
Detective Sergeant/OIC-2006-2009- Departmental Personnel and Detail
Office.
Responsible for daily assignments, monitor sick, vacations and all
activity consistent with
the day to day Operations of the Lowell Police Department. Also
entered and filled daily outside jobs regarding construction,
bars, any outside event requesting police officer. Was also
involved in implementing and activating new departmental wide computer
system designed for all above Operations Plannijng
Detective Sergeant 1997 - Present - Assigned to Professional Standards
Division/Internal Affairs as investigator and officer in charge.
Responsible for the investigation of all citizen complaints against police
officers as well as internal departmental investigations regarding alleged
misconduct and improprieties. Prepared cases for presentation by the
City's Attorney at Civil Service Hearings as well as civil and criminal
litigation.
Street Patrol Supervisor 1995 - 1997 - Supervised and directed patrol
officers assigned to me on a daily basis to ensure that the needs of the
public were met. Also responsible to ensure that the actions of my
Officers were in accordance with standard departmental operating procedures
and established laws. Directed and supervised Police Precinct personnel
and interacted with and educated the public with the goal of advancing
Community Policing philosophies.
Detective Sergeant 1993 - 1995 - Directed, supervised and led a staff of
six (6) detectives who were responsible for felony and misdemeanor
investigations and for the overall integrity of an investigation. Further
responsible for ensuring that all legal and departmental policies were
properly followed.
Detective 1983 - 1993 - Conducted in depth felony and misdemeanor
investigations, processed crime scenes to ensure the preservation of
evidence, processed fingerprints, interviewed witnesses and interrogated
suspects, wrote search warrants and subsequent searches
Patrol Officer 1981 - 1983 - Assigned to various areas of the city and
responsible for responding to calls for routine and emergency services.
Conducted preliminary investigations, interacted with those involved in
criminal and civil confrontations as well as other police and public and
private agencies and businesses. Also testified in court at all levels as
required.
BALTIMORE POLICE DEPARTMENT, City of Baltimore, Baltimore, MD, 1977
Patrol Officer assigned to the City's busiest district (Eastern District)
with the responsibility to respond to calls for routine and emergency
services. Special assignments included working in an undercover capacity
for the Street Crimes Unit.
-NORTHEASTERN UNIVERSITY POLICE DEPARTMENT, Northeastern University,
Boston, MA, 1975 - 1976
Patrol Officer possessing full police powers relative to all criminal and
civil offenses perpetrated on University property. Responsible for
responding to calls for routine and emergency services. Interfaced with
faculty, students, employees, and visitors with the objective to promote
positive public relations. Provided instruction and direction to faculty
members, students, and employees relative to the University's security and

neighborhoods.
