Qualifications

Mr. Retumban has over ** years of experience in the construction industry on

projects in varying geographic conditions including Washington, New Mexico, Texas,

Las Vegas and Guam. He is experienced in quality control, field supervision and

inspection, project engineering, cost control and project scheduling. He has

worked on military, commercial, and public projects in excess of $60M. Mr.

Retumban has experience on military construction projects and the use of USACE

Contract with the USACE Seattle District for standard design construction of Small

Tactical Equipment Maintenance Facilities (TEMFs) on Joint Base Lewis-McChord at

two different sites. At the North TEMF Site, one Small TEMF (?18,160 SF), one

Organizational Storage Building (?6,000 SF), one POL storage building (?600 SF),

one HAZMAT Storage Building (?600 SF), and concrete organizational vehicle parking

(?45,000 SY) was constructed. At the South TEMF Site, one Small TEMF (?18,160 SF),

one Organizational Storage Building (?6,000 SF), one POL storage building (?600

SF), one HAZMAT Storage Building (?600 SF), and concrete organizational vehicle

parking (?19,135 SY) was constructed. Both structures are Pre-engineered

manufactured buildings which consist of metal roofing with insulated wall panels.

CQC System Manager Emergency Roof Repair, Hangar 1002

Kirtland AFB, New Mexico

This was a time sensitive emergency contract for construction repairs to the roof

of Hangar 1002 at Kirtland AFB. An assessment and repair was provided under a

Security, Disaster, Infrastructure and Construction Contract with the USACE Omaha

District. The work involved assessment, recommendation and construction to repair

the Hangar's damaged roof structure and Thermoplastic Polyolefin (TPO) Roofing

System.

CQC System Manager Terminal High Altitude Area Defense Company

Operations Facility

Fort Bliss, Texas

$12,200,000.00 2010 to 2012

This contract with the USACE Albuquerque District was for the design and

construction of a Terminal High Altitude Area Defense (THAAD) Battery 1 Project,

Petroleum, Oil and Lubricants (POL) Truck Company Unit Maintenance Facilities,

Main Cantonment, and Company Operations Facilities (COF). Two 14,502 SF COFs were

constructed, each of which accommodates one 150-person company. There are three

modules associated with each COF: a 3,885-square-foot administrative module, a

7,550-square-foot readiness module and a covered hardstand area. The design was

based on visual compatibility with surroundings, energy savings, durability and

level of maintenance. Construction included steel framing, a concrete tilt-up wall

system with a stucco-like finish and concrete masonry unit wainscoting. The roof

system on the readiness modules is a white, fully adhered, single-ply membrane,

and the administrative modules have standing seam roofs. All of the buildings were

designed to meet Leadership in Energy and Environmental Design (LEED) Silver

certification. Energy-saving devices and long-term, low maintenance features

include solar reflectance to minimize heat gain, sun shading, insulation and

quality air barrier. Both roof systems provide energy savings and low-cost

maintenance. This project also included the construction of water, sewer mains

and storm drain which are connected to the main distribution system. Electrical

and telecommunication duct banks were constructed to feed each building. The

covered concrete hardstand (constructed to airfield pavement specifications) was

extended to be used for parking military artillery vehicles and tanks.

Marnell Properties Project Manager

Las Vegas, Nevada 2006 to 2009

Responsible for directing and overseeing all construction and development. Worked

directly with the general contractors and tenants on pre-construction, estimating,

and daily construction and development activities.

$60M McCarran Marketplace - 75-acre retail center located next to the McCarran

International Airport and includes multi-tenant stores, two soccer fields and a

playground. This project included the construction of the main distribution

systems for the underground utilities, including water, sewer, electrical duct

banks and telecommunications duct banks. Traffic control was utilized to upgrade

existing main roads that were access for main connections of all the utilities.

$36M Marnell Corporate Center- MCC-5 is a Class 'A' 5-story office building with

117,000 gross SF, which includes approximately 107,000 leasable SF; the exterior

of the steel frame building consists of a unitized curtain wall system

incorporating reflective glass and metal panels; the building includes a two-story

lobby through the center of the building with dual entries; a separate 4-level

parking garage is also included

CQC System Manager Consolidated War Reserve Material Storage Facility

- Phase II

$13,600,000 Andersen AFB, Guam

Construction of 58,745 SF Vehicle Storage Warehouse, a 52,897 SF Base Asset

Warehouse, various site improvements, pavements/roadways, utility connections,

contaminated soil remediation, demolition, hazardous material abatement, and

incidental related work. The facility contains offices, restrooms, communications

room, antiterrorism force protection (AT/FP), fire protection, dehumidification,

communications, and LAN Systems. In addition, the WRM Storage Facility also

contains sustainable design aspects using the LEED Guidelines for point

accreditation. This project included the construction of telecommunications duct

banks that connected the facility to the high security main hub at Andersen AFB.

The facility is one of the strategic support buildings that protect military

assets that are stored for deployment from the extreme environmental conditions.

CQC System Manager Elementary/Middle School, DODEA MILCON

$38,500,000.00 Andersen AFB, Guam

Design build project consisting of elementary/middle school classrooms and

administration building, gymnasium, cafeteria and site development complete with

playground equipment and generator house. The construction of the site footprint

includes a massive earth moving activities that utilizes three sets of D9

bulldozers. Site development also includes construction of main waterlines, storm

drains, main sewer, electrical and telecommunication duct banks. With the strict

USAF guidelines on Quality of Life for military personnel and dependents the

facility exceeds compliance requirements.

CQC System Manager Air Force Commissary Additions/Alterations

$9,000,000 Andersen AFB, Guam

Remodel and upgrade existing commissary building by maintaining full operation and

public access during construction. Construct additional and upgrade of the loading

dock facilities which includes heavy concrete driveways and parking spaces for

delivery trailers.

CQC System Manager Administration Facility

$4,300,000.00 Andersen AFB, Guam

Construction of new administration facility offices designed and built to meet a

200-mph wind load. The walls were cast in place concrete with steel trusses and a

metal roofing system. Asphalt paving were utilized for parking spaces and

driveways. Monitoring the Quality performed was a vital process during

construction that all of the procedures were strictly enforced to concur to the

materials and workmanship specifications on this structure designed to withstand

the extreme tropical weather.

CQC System Manager Add/Alter Dormitory

$7,000,000.00 Andersen AFB, Guam

Renovation of two four-story existing dormitories that consist of 200 total units.

Construction involved monitoring the demolition of the existing floors and

ceilings which were asbestos-containing materials and painted walls with a high

content of lead. The demolition also includes removal and disposal of the

underground storage tank that was used for storing jet fuel. In spite of the

challenging existing conditions of the facility, construction exceeded quality

standards. Work within the general methods and procedures and implement

considerable independent judgment.

Guam Environmental Protection Senior Engineer/Environmental Engineer

Managed and implemented Safe Drinking Water Program and Waste Water Program. Also

involved in the design review of the water distribution master plan.

Responsible for monthly reporting to Region 9 EPA (San Francisco) of Guam Water

Quality Standards and coordination with other Government agencies related to water

quality standard.

Responsible for supervising and managing contractors for the upgrades of Guam

water distribution system with main sources from a water treatment plants

facility and 110 deep water wells. Responsible also on the sanitary survey for

the upgrading of Waste water treatment facilities.
