Short Biography
Dr. Kuhn has diverse and extensive experience in the conduct and delivery of cutting edge
research results. As Head of the System Management Division of the Texas Transportation
Institute, Dr. Kuhn leads more than 20 researchers in the areas of corridor management,
applications integration, technology development, Intelligent Transportation Systems
(ITS), and system monitoring. Dr. Kuhn has led groundbreaking and comprehensive research
in the area of managed lanes, which is considered the premier guidance on special use
lanes and their operations and performance. This research - sponsored by the Texas
Department of Transportation and the FHWA Operations Core Business Unit - has developed
comprehensive guidance on managed lanes and cross-cutting studies and primers on
incorporating managed lanes into the planning and project developed processes, identified
the state-of-the-practice on managed lanes signing, developed a motorist task analysis and
recommended revisions to the Manual on Uniform Traffic Control Devices related to managed
lanes signing, and developed a 10-year program plan for FHWA to address research gaps in
the managed lanes arena, particularly as they relate to signing and traveler information.
Dr. Kuhn was recently the report facilitator for an FHWA International Scan on Planning
for Congestion Management where she and other team members visited four European countries
to learn about their approach to active traffic management, which centers on ensuring
travel time reliability by addressing recurrent and non-recurrent congestion with numerous
interrelated operational strategies, which involve speed management techniques and methods
to improve overall performance. Related to this effort, Dr. Kuhn has served on a project
for the New York State Department of Transportation developing screening criteria and an
implementation plan for the deployment of managed lanes and active traffic management
opreational strategies for the New York City region.
Her other research has addressed transportation needs in the colonias along the Texas-
Mexico border, and the efficient location of utilities within TxDOT right-of-way.
While director of the Center for Professional Development of TTI, Dr. Kuhn worked to
disseminate transportation-related information to current and future transportation
professionals and to foster the implementation of relevant leading edge research results
in the most efficient, effective, and expedient method possible. She coordinated the
development of technical seminars based on TTI research in advanced diamond interchange
operations, the operations of traffic signals near railroad grade crossings, freeway video
detection technologies, and design and operations. She also led the award-winning Texas
Summer Transportation Institute for Texas youth, and TRAIN-TEX: a 2-day math and science
curriculum workshop for Texas educators. Dr. Kuhn helped develop and coordinate a workshop
for the Institute of Transportation Engineers (ITE) on outreach, education, and training
for ITS standards that resulted in a four-year work plan for an ITS Standards Technology
Transfer Program.
Prior to her return to TTI, Dr. Kuhn worked for three years as a research assistant at
the Pennsylvania Transportation Institute at Penn State University. While there she
managed a grant study on the impacts of color and lighting technology on legibility of
typical on-premise sign fonts. She also managed the development of training materials for
the Traffic Engineering function within the Pennsylvania Department of Transportation as
well as organized a statewide conference on traffic engineering and safety. She
coordinated the safety management system review of policies and procedures and developed a
safety audit policy for Pennsylvania Department of Transportation and co-managed a grant
study investigating the state-of-the-art on sign visibility. While at Penn State, she was
also involved with developing the ITS Strategic Plan for Pennsylvania.
Prior to her work in Pennsylvania, Dr. Kuhn worked for four years as an Assistant
Research Scientist
with the Texas Transportation Institute in Houston, Texas. While there
she was a principal investigator of transportation research studies and interagency
project contracts in coordination with the Federal Highway Administration, the Texas
Department of Transportation, and Harris County Metropolitan Transit Authority. She was
involved in projects covering Intelligent Transportation Systems including evaluation and
feasibility of advanced motorist information systems, High Occupancy Vehicle facilities,
operations analysis, human factors, public relations, and other transit-related studies.
