Over forty years in nuclear plant maintenance, operations and training; including positions as Electrical Maintenance Supervisor, Superintendent-Startup Support and System Completion, Assistant Electrical Maintenance Superintendent, Startup Testing Supervisor, Shift Maintenance Supervisor, Project Manager for a Preventive Maintenance Program, Consultant for the development of maintenance processes and procedures including the Maintenance Rule (10CFR 50.65), computerized work management systems, post-maintenance testing, licensing and compliance, and work planning and scheduling. US Navy positions included Nuclear Systems Repair Officer and Planning and Estimating Officer on a submarine repair ship (tender), Electrical Division Officer and Engineering-Officer-of-the-Watch on a nuclear powered submarine, and Atomic Energy Commission (AEC) Representative at the Shippingport Atomic Power Station.
Worked at Clinton Power Station since 1997 as a consultant for Maintenance Rule Program improvements (until 2000) at which time I accepted a position with Amergen as a component engineer for rotating equipment. DETAILED EXPERIENCE
7/97-Present: Clinton Power Station
As Site Maintenance Rule Coordinator, implemented improvements to the Maintenance Rule Program (10CFR50.65) which included revising administrative procedures, identifying and classifying the functions provided by plant systems and structures (scoping), identifying critical components for each function, establishing functional performance criteria at the system/train and plant level, establishing corrective action guidelines for any unsatisfactory performance, and developing/improving computer databases for Maintenance Rule scoping, performance criteria, performance monitoring and trending, and performance reporting for systems and component programs.
As Surveillance Frequency Control Program Coordinator and Chairman of the Integrated Decision-Making Panel, coordinate and manage activities for changing surveillance frequency intervals.
As System Health Program Coordinator, work with system managers for developing their quarterly system health reports. Coordinate and schedule Challenge Boards and prepare and issue the report summaries.
As INPO Consolidated Event System (ICES) Coordinator, prepare and submit event reports to INPO.
Proficient in the use of Microsoft Access in developing databases for the Engineering Department for completing various projects.
1/97-7/97: Dresden Nuclear Station
As Assistant Electrical Maintenance Superintendent, performed corrective action program activities including root cause evaluations, effectiveness reviews, prompt investigations, condition report screening, and action item close-outs. Developed various computer databases, procured tools and equipment, investigated human performance issues and prepared disciplinary letters. Reviewed and developed maintenance procedures.
1993-1997: Perry Nuclear Plant and South Texas Project
As Maintenance Rule Consultant, assisted with implementing the Maintenance Rule (10CFR50.65) which involved developing administrative procedures, identifying and classifying the functions provided by plant systems and structures (scoping), identifying critical components for each function, establishing functional performance criteria at the system/train and plant level, establishing corrective action guidelines for any unsatisfactory performance, preparing USAR changes, and developing computer databases for Maintenance Rule scoping, performance criteria, performance monitoring and trending, and performance reporting for systems and component programs. Performed assessments of the Maintenance Rule Program and Station Blackout Program at the Palisades Nuclear Plant, and of the Maintenance Rule Program at the Surry and North Anna Nuclear Plants.
1990-1993: D.C. Cook Nuclear Plant
As Work Management Consultant, developed administrative procedures and processes for implementing and utilizing a computer based work management system (PIMS) for the control and tracking of station work activities; developed a procedure for the work control process; and was responsible for planning electrical maintenance job orders, and design change implementation job orders (all disciplines) during outages of both units. As one of two electrical planners, eliminated a planning backlog of over 1,000 job orders and a work package close-out backlog of over 1,000 packages, while making significant improvements in the planning and documentation of maintenance. As the only design change implementation planner on a temporary assignment to Project Engineering, eliminated a backlog of over 1,500 job order activities to meet the schedules for outages on units 1 and 2. These efforts contributed to moving from a SALP 3 to a SALP 1 rating in maintenance.
1990: Salem Nuclear Plant
As Maintenance Procedures Consultant, performed independent technical reviews and 10CFR50.59 applicability reviews, and prepared safety evaluations for maintenance procedures (all disciplines). Developed a computer database for cross-referencing procedure type/subject to procedural requirements contained in Licensing Basis Documents.
1987-1990: Arkansas Nuclear One
As Preventive Maintenance Consultant, managed completion of a preventive maintenance improvement project for Units 1 and 2. This project was completed in less than two years at relatively low cost and received favorable reviews from INPO and the NRC. A fully implemented PM program was produced which included a PM basis document for each type of equipment, detailed procedures for performing PM tasks, fully planned and scheduled PM job orders, and a comprehensive predictive maintenance program.
1984-1986: Hope Creek Generating Station
As Administrative Procedures Consultant, developed station administrative procedures for the implementation and control of all station programs and processes. This included developing and implementing a new industry concept for performing independent technical reviews and 10CFR50.59 applicability reviews using Station Qualified Reviewers. The station received a SALP 1 as their first rating for Technical Engineering.
1984: Perry Nuclear Plant
As Licensing Compliance Consultant, tracked and responded to NRC and Quality Assurance open items, noncompliance, and commitments. Performed a compliance review of the Startup Program and developed a Startup Administrative Manual.
1983: Zimmer Nuclear Plant
As Startup and Testing Consultant, evaluated construction completion documentation packages prior systems to turnover to Startup Testing. Also prepared revisions to the Startup Administrative Manual and the USAR.
1978-1983: Fermi Nuclear Plant
As Startup and Testing Consultant, held various positions which included management of activities required for construction and test completion of high priority systems. Also managed those groups responsible for control center testing, electrical testing, startup administration, startup quality assurance and compliance, and startup training.
1976-1978: Three Mile Island Nuclear Plant
As Maintenance Supervisor, supervised activities for preventive and corrective maintenance of mechanical, electrical and instrumentation and controls equipment. Also responsible for performance of vibration analysis and balancing of rotating equipment.
1957-1976: United States Navy
Supervision of submarine nuclear plant operations, maintenance and training; including positions as Electrical Division Officer, Engineering-Officer-of-the Watch (similar to Shift Supervisor), Engineering Department Training Officer, and Nuclear Systems Repair Officer. Also served as Atomic Energy Commission (AEC) Duty Representative (similar to NRC Resident Inspector) at the Shippingport Atomic Power Station through the Pittsburgh Naval Reactors Office (PNRO). Attained ranks of Master Chief Petty Officer and Chief Warrant Officer.
