OBJECTIVE:

To find a responsible senior level position in a Federal, Local, State, and/or Private Non-profit Agency with an emphasis on grants management, training and community program development.

HIGHLIGHTS OF QUALIFICATIONS:

I have been certified in Grants Management Certification from Management Concepts, Inc. in the Federal Track, Recipient Track and the Pass-Through Tracks and have been able to define this into answering questions and development of and coordination of strategies with Bd. of Supervisors, city councils, local government officials and State of MS Emergency Management Agency to effectively help communities prepare for long-term disaster programs. I also serve as the FEMA Point of Contact for Ground Zero-Hancock County, MS and Pearl River County, MS for the Mitigation Division. Excellent interpersonal/training skills with an in-depth knowledge of FEMA`S grant application process, grant funding, grant management on the federal and local government levels and grants received from private/corporate foundations that serve as additional funding sources for FEMA applicants. Thorough knowledge of the FEMA`s mission statement, coalition building on the local level within the disaster community and knowledge of the development and answering of Congressional inquiries that may involve both the Mitigation Division and other program entities and maintained a clear understanding of emergency preparedness programs, and operational strategies. I have educated PIO, Congressional, PA, IA and Planning in order to provide direct support to the MS Transitional Recovery Office upon request. Part of my duties involved working with the Waveland Synchronization Team that included representation from the Governors` Office, PA, MS Development Office, Historic Preservation, CDBG Officials, City of Waveland, MS, architects, engineers, and consultants. Most recently; at the Grand Opening of the Bay Saint Louis Fire House, the only FEMA 361 Safe Room like it in the country and the story was placed in the national FEMA Archive and the building received an award from the AIA. Answering calls that have pertained to IA and NFIP and helping citizens get routed through the maze of information to receive funding for home repairs has taken place during my tenure in Disaster 1604. Having been a consultant to two former governors and a U. S. Senator has helped me to understand the roles, rules and responsibilities of a Emergency Management Specialist in coordination with local community needs, and I also have an extensive knowledge of grant monitoring, and the provision of training and technical assistance to grantees, and knowledgeable of the Federal Register, Stafford Act, 44 CFR and use of the Catalogue of Domestic Federal Assistance.

MAJOR CONTRIBUTIONS/ACCOMPLISHMENTS:

* Managed and directed several federally-funded community-based organizations receiving funding from ACYF(HHS), Ford Foundation, Gannett Foundation, Ben and Jerry`s Foundation, SBA, and the re-submission of grants for Head Start, Mott Foundation, and the Levi Straus Foundation, of which the first five entities I was the principle grant writer.

* Managed and monitor budgets of approximately $1,500,000-$150,000,000

* Recruited and mainstreamed minority applicants, contractors and consultants, and monitored affirmative action programs for the State of Kentucky

* Implemented and monitored education, social services, nutrition, medical, dental, and parent involvement and mental health components for disadvantaged youth (Head Start)

* Successful acquisition of federal and local grant funds.

* Designed human resource training for over 750 Head Start personnel and 2500 parents of Head Start children.

* Instrumental in the development of a child care network for low to moderate income families.

* Made use of OMB Circulars A-102, A-122, A-110, A-87, and Single Audit A-133.

* Knowledge of NFIP and floodplain management best practices.

* Trained in E212; Unified Hazard Mitigation Assistance Grant Programs

* Mitigation projects include the development of nine public 361 shelters and two special needs sites, FEMA 361 fire stations, police departments, Hancock County EOC, and wind retrofits of all applicable critical facilities; both in Hancock County, MS (Ground Zero) and the northern county of Pearl River, MS, as well as a large acquisition project for the Pearlington Community that has experience SRL properties in both Katrina and Gustav.

* Have provide in-house training in Floodplain 101, and I helped to develop an in-house training module for E212 Unified Hazard Mitigation Assistance Grant Programs: Developing Quality Mitigation Planning and Project Activities.

* FEMA oversight of a pilot Expanded Planning Project which involves planning activities to realistically access risk assessments, update plans, create administrative plans, and the project development application process for wind retrofit and FEMA 361 projects for critical facilities for Waveland, MS (Ground Zero) . This is the only expanded planning project in Region IV.
