Program Manager, Unmanned Aircraft Systems Operations Center Support 2010 – 2012
Managed a program with annual revenue of over $20 million, providing direct support to combat operations involving Air Combat Command and other agency Unmanned Aircraft Systems (UAS). Responsible for the UAS video and the command and control networks associated as well as the worldwide distribution of UAS telemetry. Joint Operations Subject Matter Expert – Site Lead for JUAS C2 Optimization Report and Joint UAS Training Initiative
Led a team of multi-disciplined experts charged with defining joint requirements for UAS support to, and execution of intelligence, surveillance, reconnaissance, command and control, and force application across the spectrum of conflict and environments. Report defines tasking, processing, exploitation, and dissemination of UAS derived information to enable command and control and targeting. It addresses the use of UAS for specific mission areas to include homeland defense, border and port security, and air and sea boundary defense. Project manager for JFCOM/CC directed effort to define solutions to UAS shortfalls in Service pre-deployment training to meet JFCOM and COCOM JUAS high interest training items.

Project Manager – Joint Digital Battlefield Communications
Developed and directed the organizational vision, operational strategy, and sales proposals for the Department of Defense (DoD) digital air to ground communications infrastructure. Perform tests on command and control functions utilizing digital data, voice, and text systems to increase efficiency and situational awareness. Supervised a 42-member team of communication specialists, charged with creating seamless network architectures across Service lines. Planned and directed all aspects of major OSD tests with budgets of $14-$20 million each. Led a DoD directed crisis action team tasked with building a real-time, theater wide network able to track individual personnel and assets. System completed, tested and fielded in a record three-month period at a savings of $12 million. Developed improvement process which accurately evaluated risk and reduced product acquisition and launch time by 60%.

Directed and executed flight operations, scheduling, and business development functions for a nationwide air cargo company operating from five geographically dispersed airports with a fleet of 20 aircraft transporting time sensitive nuclear medicines. Ensured all operations complied with Department of Energy, Nuclear Regulatory Commission, and Federal Aviation Administration regulations. Hired, trained and scheduled pilots, dispatchers, support, and administrative staff. Developed marketing and operations strategies, which successfully secured $3 million in low interest loans. Catapulted profits from $2,000 per month to $30,000 per month in a one-year timeframe by creating solid logistics strategies and effective resource utilization methods. Chief of Combat Operations/Time Sensitive Targets Cell Chief/AOC Director – HQ 8th Air Force (2000-2003)
Directed and executed the planning functions for time sensitive and time critical targeting requiring the exploitation of real time satellite air to ground communications of an Air Operations Center. Oversaw $20 million operating budget and managed 300-member staff. Served on the initial Air Operations Center executive staff, charged with strategic vision development for a satellite-based global command / control network, and formulation of policies / procedures for worldwide air operations centers. Selected as 1st Air Force Director of Operations for Operation Noble Eagle, defense of the US, following 9/11 attacks.

Led an elite team of experts in air to ground communications, focused on training multi-national Air Force and Army leadership in the integration and coordination of airpower at the tactical level. Supervised creation of an operational support infrastructure for a 27-aircraft squadron composed of more than 300 personnel.
Negotiated hangar, ramp, office, and air training space on the base to ensure integration with the entire organization. Ramped up the operation from zero assets and personnel to combat in nine months – a feat unmatched since WWII. Recognized as #1 Squadron Commander by Wing Command.
