* Managed Services Expert Consultant for different Mobile Operators in the North America, EMEA, Latin America, and Asia Pacific regions in a multi vendor technologies environment as part of design, engineering, delivery, and start up operation stages establishing service level objectives for O&M including the NOC Surveillance, Fault Management, and Field Services across the different domains for 2.5G, 3G, LTE and WiMax Operators. Capex and Opex optimization strategies accordingly to the specifics of each operator and market environment. Engaged in corporate and business level strategy, business model management, operational strategy, supply and delivery chain analysis and processes proposal, transition, transformation schemes upon business and operational model. All projects focused on providing to the clients a superior return on investment.

* Managed Services (Equipment and Services) proposals development focused on Network Operations, including Business Case design and support to pre/post sales and delivery teams for Tier 1 and Tier 2 Mobile Network Operators across the world; ATT, T-Mobile, Verizon, Century Link (US). * Strategic planning, business case design and project development, and leadership of the entire technical and engineering organization, which includes the design, planning, engineering, and budgeting of the $150 million local and long distant networks and IT projects for its first 18 months of operations. * The designed business plan included an approved budget of $850 million for the core, transmission, and access networks for a period of ten years. Managed all the regulatory issues to complain with the Telecommunication Regulator Authority and get its project final approval.

* Leading a new organization team to improve the nationwide cellular network operations performance through new Technologies Management for network infrastructure (CDMA), including project scope, deliveries, schedules, budgets and tasks list. Managing highly specialized technical personnel of seven to research on radio technologies, which might fulfil the stringent growth network on quality of service demands. Increase by more than 20% the coverage and quality of service.

* Managing planning staff of twelve highly specialized engineers. Project manager of a $12 million Satellite Teleport (Hughes Networks Equipment) coordinating with the vendor all the technical issues to develop and set-up the related infrastructure (including vendors` proposals evaluation to operate and support the network operation. Design of Fundamentals Plans for switching, interconnection, and numbering for the network to offer data and voice services.

* Leading a start-up telecommunication company with responsibility for the strategic planning, development and leadership to enhance the government communication (voice and data) networks with a value of more than $85 million of (Alcatel) infrastructure. Coordinating all functions for financial planning and analysis, budgeting and administrative tasks. Receiving the Board Approval for investments of $2 million USD for resources to promote and operate the company, in a one-year period.

* Directed the design, planning, engineering, and budgeting of the $400M cellular networks project for its first five years of operations of the Nation-wide TDMA Cellular Telephony (Ericsson) Network. All technical issues business plans coordination for investors, vendors and the authorities. Engineering organization design and development to support the operation an $80 million network value during its first phase throughout a regional management organization with 120 plus people. Managed all the regulatory issues to complain with the Telecommunication Regulator Authority and get its project final approval.

* Leading a new organization team within the Telecommunication government entity in charge to offer several communications services (data, voice, and video) to the public trough the Direccion General de Telecomunicaciones. Managing highly expert technical personnel to engineer the space and earth segment according to the user network requirements. Directed of all processes to offer satellite capacity, including network-optimizing algorithms. More than 35 nationwide networks went to satellite during the first three years of operations of the `MORELOS` satellite generation (Hughes Aircraft), billing an average of $1 million per full transponder in C band and $1.8 in Ku band, with equivalent bandwidth and radiated power. National NOC planning (included RFP design and vendors` proposals evaluation) and design to monitor and supervise the transponder traffic on both bands, and start investment approval coordination for $100K USD.

* Four months contract as Expert Consultant developing Operational Processes and Organization Interfaces, Methods and Procedures for O&M Fault Management activities on the NOC operations of the RELIANCE INFOCOMM CDMA Network (Wireless CDMA 3G1X Lucent and other vendor equipment for the Network Adjuncts, i.e. Motorola, Alcatel, Comverse, Tekelek, etc.) in Bombay INDIA, as part of the launch stage for the steady state network operation conditions and establishing service level objectives and agreements, development of capacity and performance engineering procedures.

* Design of the Technological and Technical requirements for the development of a Satellite Network to offer Internet Services over Satellite with one Hub and 3000 VSAT and follow up on auctions, business case & budget analysis. Organization and Operations Planning for a start-up Satellite Network infrastructure across the country with a worth of 3.5 million USD, and negotiations (RFQ&RFP design, proposals evaluation and final technical strategies) with key Telecommunications vendors in Mexico (Viasat, Hughes, Gilat, Alcatel, Ericsson, and Siemens) on behalf of the client. Supervision and Managing up to 150 people, between company`s own resources and outsourcing personnel.

* Start Up Operation. Development of the five years Business Plan case (scheduling, budgeting and forecasting) as Technology Expert on GSM/GPRS Network to provide Data Services for different nationwide fleet systems. Engineering all the Network requirements and RFQ&RFP design according to the Business Case and Licenses. Workforce Management activities which more than 50 persons were involved, for a two million USD first stage network development.
