Dissertation Topic

Does Brussels Matter: The Impact of the EU on Spanish Regional

Politics

My dissertation examines two related topics 1)how the European Union

(EU) has affected the capacity of Spanish Autonomous Communities (AC)

to pursue relatively autonomous policies and 2)how the EU has

influenced the persistence of clientelism at the regional level in

Spain. In particular, I test the appropriateness of the multi-level

governance model. This model argues that EU integration has led to

national governments losing power over policy areas and a reallocation

of these powers to the EU and to sub-national governments. Using a

most-similar case design, I examine the ACs of Galicia and Valencia.

My study demonstrates that EU directives have a differential impact on

these two ACs and their capacity to pursue relatively aut onomous

policies. The ability of regions to influence Spain's EU policy and

the extent to which important sectors of the regions' economies

compete with other European countries explains this differentiation.

Scholars addressing the issues related to the second question of my

dissertation have argued that EU structural funds are a mechanism

whereby regions are able to pursue more autonomous policies.

Supporters of further autonomy of lower l evels of government suggest

that this type of decentralization brings government closer to the

people and is thus more responsive to its citizenry and allows for a

more participatory system. However, clientelism is a phenomenon that

can inhibit these posi tive effects since it produces an exclusionary

form of participation and representation. My research follows the

expenditure of EU funds and suggests that these moneys have been spent

to reinforce pre-existent clientelistic patterns of politics, thus

nega ting the positive benefits of decentralization. This

clientelistic expenditure of funds also varies across regions

depending on the depth of clientelistic traditions within the region

and the bureaucracies' ability to oversee properly the distribution of

funds.
