QUALIFICATIONS
Mr. Nix has extensive experience in project management and
scientific-data collection and evaluation associated with leaking-UST
sites. He is also experienced in conducting UST-closure assessments.
In his capacity as a geologist, Mr. Nix has designed and implemented
numerous subsurface investigations, has performed regional and local
hydrogeological evaluations, and has participated in
groundwater-monitoring-plan design for solid-waste landfills.
Mr. Nix has conducted numerous Phase I Environmental Site Assessments
and has advised clients in government, real estate, banking,
manufacturing, transportation, and other industries.
Mr. Nix also designs asbestos-abatement projects and inspects
buildings for asbestos-containing materials. He is intimately familiar
with the Federal UST Rules, RCRA, CERCLA, GUST rules, HSRA, Georgia
Rules for Solid Waste Management, Georgia Rules for Safe Drinking
Water, Georgia In-Stream Water Quality Standards, and other federal
and state environmental regulations.
REPRESENTATIVE PROJECTS
UST Project Management: The Southland Corporation, Georgia Facilities
Mr. Nix directed ongoing contamination assessments at 15 leaking-UST
facilities. Among his many activities on this project, Mr. Nix
designed subsurface assessment and sampling plans, reviewed
remediation options, installed groundwater-monitoring wells, performed
water-table-drawdown and soil-vapor-recovery testing, tracked
contaminant-plume migration, oversaw UST closures, corresponded with
regulators, and prepared Corrective Action Plans (CAP).

Mr. Nix, as an outsourced consultant, advised a major oil company on
the current state of numerous assessment and remediation projects at
its Florida facilities; the status of those projects had previously
been unclear due to a trust-fund-reimbursement moratorium. For each
facility, Mr. Nix performed a complete review of all available
environmental files, prepared environmental time lines, and issued a
report containing his findings and recommendations.
Asbestos-Abatement Project Design: Floyd County Barron Building, Rome,
Georgia
Mr. Nix designed asbestos-abatement specifications for a
90,000-square-foot building that was constructed in five phases over a
50-year interval. The building was scheduled for demolition and was
subject to NESHAP requirements for asbestos inspection and removal.
Mr. Nix conducted the asbestos inspection, prepared the abatement
contract documents, instructed abatement bidders on procedure,
provided project-management services during abatement activities,
conducted the final inspection of abated areas, and prepared the
close-out report.
UST Closure Assessment: CSX Transportation, Tennessee and Kentucky
Facilities
Working in conjunction with CSX officials and employees, Mr. Nix
performed extensive field work to identify and locate USTs in railway
yards and along tracks in Tennessee and Kentucky. He determined
logistics associated with the UST removals, oversaw the UST closures,
and conducted soil and groundwater testing in accordance with federal,
state, and local regulations.
Hydrogeologic Assessment: First Manassas Mile Road Municipal
Solid-Waste Landfill, Fayetteville, Georgia
Mr. Nix assisted in the preparation of the Groundwater Monitoring Plan
(GMP) for this facility. Point-by-point, Mr. Nix addressed an EPD
critique of the GMP and was the person primarily responsible for
gaining final plan approval from the regulators.
Phase I Environmental Site Assessment: Confidential Client, Northwest
Georgia
Mr. Nix performed a Phase I assessment on an automotive junkyard prior
to a real-estate transfer. In accordance with ASTM E 1527-94
guidelines, Mr. Nix conducted interviews with the current property
owner, surrounding property owners, and government officials. He also
conducted a site walk and researched regulatory databases, historical
aerial photographs, topographic maps, and local and regional geology
and soil conditions.
Mr. Nix discovered that a concrete slab on site was formerly the
foundation for a storage building that had burned down. During the
fire, several types of chemicals and petroleum products escaped from
their containers. A Phase II investigation recommended by Mr. Nix
revealed that benzene and naphthalene were present in groundwater at a
location close to the slab.
