I have over 40 years of diversified technical and managerial experience in the Aerospace and Defense industries in systems development, in all types of systems testing, as project test manager,as technical writer and as CM manager. For the past 14 years I have worked on the Hubble Space Telescope at NASA Goddard Space Flight Center, MD. I help develop and manage the Vehicle Electrical System Test (VEST) Facility a systems I&T test bed for all Hubble's flight hardware. As VEST Technical Support Manager and I direct the daily activities of my group who has a key role in the Hubble Space Telescope program. I have provided VEST I&T test support from the first time Hubble was launched in 1990 through each of four(4) servicing missions and various VEST upgrades. My group ensures that all VEST I&T test documentation generated is completed on schedule for each Hubble servicing mission test phase. My Technical Support Group has won many awards for the work we perform. A Summary of my other test experience follows. I worked for TRW Federal Systems Group as a Section Head and Work Package manager of a Test and Validation (T&V) group for 3.5 years on a SIGINT communications systems contract. I held a TS/SI clearance and supervised twelve (12) I&T engineers. My group was responsible for all T&V software lifecycle support testing on fourteen (14) major subsystems at the customers test facility. I generated presentations and participated in monthly project management reviews with our customer. My group won many letters of commendation for our work both here and overseas; At Ford Aerospace, I was a Senior I&T Engineer for 3 years on an ADP contract for SIGINT communication systems where I held a TS/SI clearance. There I developed various test plans and test procedures, and tested ten (10) major subsystems both here and at overseas sites; While employed at American Satellite Company as an Earth Station Engineer, I installed and tested satellite ground communication systems in three time zones; As an Air Facility Supervisor at Atlantic Research, I directed testing of air-breathing propulsion systems (ramjets) for the USAF; At Bendix, I was a Program Test Manager on a U.S. Army program where I defined, scheduled and cost out an entire test program including MIL-SPEC Environmental, Nuclear and EMI testing; Prior to that I

worked at NASA/GSFC for 11 years where I help develop and test a standardized computer controlled antenna tracking system for NASA's large tracking antennas world wide. Before that I served for 4 years in USAF in Strategic Air Command on a Titan II missile combat crew. (Note: My TS/SI clearance has been inactive for 14 years, but it is in process of being updated by DoD). Senior Project Manager

-- For the past 14 years I have been employed by Jackson and Tull, Aerospace Engineering Division, working on the Hubble Space Telescope (HST) contract at NASA Goddard Space Flight Center, MD. Here I help develop and manage the Vehicle Electrical System Test (VEST) Facility which is the final systems integration and test (I&T) test bed for all Hubble flight hardware. I am the VEST Technical Support Manager and it has been my privilege to provide VEST technical support from the first time Hubble was launched in 1990 through each of its succeeding four (4) servicing missions and various VEST upgrades. I direct and coordinate the daily activities of the VEST Technical Support Group consisting of four (4) Technical Writers. My group has provided critical VEST I&T test support throughout all the various VEST upgrades and Hubble/VEST test phases. My team ensures that all I&T test documentation is completed on schedule for each Hubble servicing mission test. My group has four primary tasks: 1) Provide technical writing and CM support for the VEST I&T engineers and HST project engineers in developing and generating the various I&T test procedures and reports; 2) Administer the HST Anomaly Reporting System; 3) Provide secretarial support for the HST Project Systems Management Board and the VEST I&T Manager; 4) Develop and provide VEST I&T test schedules. These tasks ensure the successful system integration and test of all Hubble flight hardware on VEST before each Hubble servicing mission. My group is flexible and also provides technical writing and I&T test support at NASA Kennedy Space Flight Center (KSC) in Florida during launch phase and provides managerial support during each Hubble servicing mission. My people have won various awards for outstanding technical performance from: NASA GSFC and KSC, plus awards from our primary contractor Lockheed-Martin. As VEST Technical Support Manager my responsibilities are divided into three primary areas.

VEST Technical Support Manager

. I am responsible for providing leadership and support for my group, who in turn provided critical technical writing and I&T CM support for VEST I&T and project engineers. I assign, schedule, track and monitor all tasks given to my group and make certain the assignments are completed in a timely manner. I ensure that the documents produced by my people are of a high quality and are in compliance with all I&T CM, and customer's ISO 9001 requirements. My group has the responsibility to provide I&T coordinators for each of ten (10) Hubble servicing mission I&T test teams. They set up each I&T meeting, document and distribute all meeting notes, plus track all action items. I am a standing member on each of the ten HST I&T test teams. I interface and communicate with all levels of HST project personnel on various I&T test activities to extract the information required to do our tasks. I develop, write and maintain special VEST unique documents for the HST servicing mission to accommodate our customers changing requirements. I provide training and orientation for my group and other VEST I&T personnel in the area of I&T CM documentation, plus other various administrative duties.

VEST Planning Manager

. I am responsible for developing and maintaining the VEST Long-Term Test Planning Schedule which is a management tool used to show at a glance all testing required on HST flight hardware in the VEST facility for a specified servicing mission. This VEST test schedule is such a critical planning tool that it was requested by NASA HST project management that it be placed on the VEST web site for easier accessibility. This schedule is maintained on my computer and shows the sequence of all VEST test activities required to achieve successful completion of HST/VEST I&T testing. I attend many I&T meetings to collect scheduling and test information on each HST test article and thereby developed a clear picture of the entire HST I&T test program. I make sure that the VEST test schedule dovetails with the master HST Servicing Mission schedule. It covers all test activities and project milestones (i.e., hardware and software deliveries, required test start dates, anticipated completion dates and identifies key events along the critical test path). I analyze and take into account the interdependencies of all overlapping HST test activities, hardware deliveries and personnel resources to meet the assigned HST milestone dates and produce a realistic VEST long-term test schedule. The VEST schedule is integrated and layered with the different HST hardware test activities and can be selected to show only specified flight hardware flow sequence. It shows every VEST I&T test to be done on each piece of HST flight hardware until it is shipped to Kennedy Space Center for launch. The VEST Long-Term I&T Test Planning Schedule is used to determine and assess the overall I&T test procedures required, it shows conflicting tests so they can be minimize, and it helps coordinate overlapping resources to ensure smooth testing. Once completed, it becomes a history reference for VEST servicing mission tests. The VEST long-term test schedule is updated weekly to reflect the current completed test activities and shows those future VEST I&T tests yet to be accomplished, plus any modifications. I continually coordinate and interface with our customers (NASA and Lockheed-Martin) and as schedules change I recommend solutions to resolve any VEST I&T schedule conflicts to ensure optimal test efficiency. In addition, the VEST short term daily operations schedule is derived from the VEST Long-Term Test Planning Schedule and determines VEST daily testing activities.

3. VEST I&T CM Manager. It is my responsibility to ensure VEST I&T document change control and to maintain and track all deliverable VEST I&T test documentation and to interface with HST project and contractor Configuration Management Officer's. I am administrator of the VEST I&T Gold file which houses all the approved (signed off) documents such as: test plans, test procedures, test reports, VEST Engineering Procedures, VEST I&T Requirements documents, VEST Variance Catalog, VEST Standard Operating Procedures (SOPs), VEST Constraints and Restrictions Document, and VEST Facility Manual. I am also administrator of the J&T Reports Depository responsible for tracking and keeping all important J&T correspondence and reports submitted to our customers during the FS&S contract. This is to show the depth of resources and contributions J&T personnel make to the HST project or other significant projects. All VEST I&T approved test documentation and J&T Reports Depository are maintained electronically on the HST LAN server. My group is also responsible for the development, administration and control of the HST Anomaly Reporting (HAR) System on the HST Internet. The HAR Administrator, who I supervise, is responsible for tracking and maintaining each HAR file electronically on the HAR System database, and ensures that the hardcopy (deliverable) files containing the individual HARs are updated. In addition, my group provides technical secretarial support for the HST Systems Management Board (SMB) which is a highly visible position within the HST Project management. The SMB has final approval of all HST technical ideas and strategies regarding HST servicing mission flight hardware and software. When required I also substitute as backup SMB technical secretary.

-- Employed as a Test and Evaluation (T&E) manager on the HUD Single Family Insurance Process Enhancement Project. My primary task was to assist in the establishment of a Quality Engineering Group. This group encompassed Quality Assurance (QA), Configuration Management (CM) and T&E functions. I help develop the T&E test approach and methodologies for the HUD project. I also developed QA, CM and T&E standards, procedures and guidelines to systematically prove the software product baselines that satisfied system functional requirements.
