Research Leader
Directed environmental activities in a lead role on the design of a plutonium
processing facility with responsibility for compliance with all environmental
regulations that could impact design, construction, or operation.
Communicated directly with the design engineers and construction
professionals on this NQA-1 project to ensure appropriate consideration of
environmental statutes, codes, and regulations and emergency planning
requirements. Ensured design activities and subsequent design changes were
conducted in a environmentally compliant fashion and project maintained
positive regulatory position. Provided leadership to incorporate new and
emerging sustainable design and building energy code requirements into this
design. This effort entailed coordination with environmental professionals at
stakeholder facilities where project activities will occur. Managed the
preparation of calculations and documents for National Emission Standards
for Hazardous Air Pollutants permit application and greenhouse gases.
Prepared an implementation plan for the safety standards and prepared a
study on the safety features of a can used to store plutonium. Also prepared
waste management documentation to analyze and quantify each waste
stream and determine an acceptable disposition pathway. Coordinated the
emergency planning and documentation to meet requirements for the project.
Emergency planning experience involved preparation of an emergency
planning hazards survey and management of a emergency planning hazards
assessment. All deliverables met or exceeded client satisfaction and
contributed to documented cost savings. Management of Battelle
s budget and
schedule for this design effort was also provided under an earned value
management system.
Provided NEPA expertise for the design of plutonium processing facilities
from 2008 - 2012 working directly with design architects and engineers and
construction professionals. Tasked with NEPA compliance efforts in a large
team with multiple stakeholders. Coordinated with designers to catalogue the
latest building and process information while integrating environmental
values. Worked with federal client stakeholders to provide modeling impact
results, review handling of data, and approval of final results. Compiled into
a source document for use by the NEPA contractor for the Department of
Energy's Surplus Plutonium Disposition Supplemental Environmental Impact
Statement (EIS). Efficiencies of our process contributed to our gaining
approval from key stakeholders for final product.
Planned and executed an environmental assessment as Project Manager for
Battelle on a task to evaluate the sale or enrichment of excess depleted,
natural, and low-enriched uranium. Directed the analysis of radiological
impacts from associated operations and includes an economic review
concerning impacts to the domestic market from the sale of surplus uranium
and a review of transportation requirements. Delivered product on schedule
and within budget with full client approval.

s Albuquerque Operations from 1997
2008.
Fully responsible for development of business strategies, proposal strategies
and development, budget performance, and staffing decisions. Provided
oversight of environmental remediation, radioactive waste disposal, and
NEPA contracts that generated in excess of $4 million in business volume
annually and was responsible for reporting of financial performance,
preparing of budgets, and forecasts. Approximately 40 staff reported from
multiple sites on multiple contracts. Routinely interacted with the employees
at each site to guide and mentor. Assisted in establishing training for
Environmental Management System in compliance with International
Organization for Standardization (ISO) 14001. Initiated meetings with clients
to monitor contract performance, issues, any corrective actions, and overall
customer satisfaction. Recruited for specific personnel needs and was
responsible for appraising performance of employees. Several contracts
were won through new competition as well as return business stemming from
client satisfaction. Employee turnover was significantly reduced and each
fiscal year resulted with positive net incomes.
Managed an intensive scheduling effort for a small analytical laboratory that
had been shut-down by the Department of Energy due to safety violations.
The scheduling effort required data collection from multiple interested
parties, discussions with federal agency staff and management to develop a
satisfactory time line, and handling of sensitive issues for the multiple
stakeholders. These activities were under the direct oversight of federal
staff and were completed with client satisfaction.
Battelle
s Project Manager on a contracting team for the Yucca Mountain
Repository EIS for multi million-dollar contract. Responsible for all
deliverables related to the analysis of transportation, air quality, repository
performance assessment, cultural resources, and noise analysis for this
geological repository for spent nuclear fuel and high level radioactive waste.
All analytical efforts met or exceeded client expectations. Managed Battelle

performance to be within budget and under schedule.
Project Manager of the Waste Isolation Pilot Plant Disposal Phase
Supplemental Environmental Impact Statement. This NEPA document
supported a decision for disposal of transuranic waste at this site. Managed
team NEPA compliance activities and authored documentation for including
decision making on the scope of alternatives, data gathering, methods of
accident risk analysis, and document production. Client expectations for
budget, schedule, and deliverables were all exceeded.
