Provide psychological services to civilly committed offenders adjudicated Not Guilty by Reason of Insanity (NGRI) and individuals who have been either referred for a pre-trial, 90-day, or final Competency to Stand Trial Evaluation (I.S.T.). Conduct annual violence risk assessments and periodic risk updates for court notification to be utilized at civil commitment hearings. Provide court testimony at hearings in order to obtain a court order either mandating initial or continued civil commitment, and/or a court order for the client`s community reintegration, contingent upon continued treatment adherence, mental stability, and willingness/ability to implement coping skills. Conduct psychological evaluations to inform and implement evidence-based treatment, provide ongoing clinical consultation to other disciplines, and liaison with court authority. Consult with multidisciplinary team members regarding diagnoses, psychopathology, personality characteristics, behavioral guidelines and support plans to be utilized with challenging client cases, especially those clients predicted to be at high risk for engaging in violence to self, others, and/or property.
In collaboration with the unit psychiatrist, provide leadership and oversight to recovery planning team members. Function within a women's maximum security unit, wherein timeliness, organization, and evaluation acuity are necessary components to obtaining relevant forensic background information and legal issues involved in new admissions. Within 48 hours of admission, conduct a structured assessment of short-term risk and treatability, including the individuals` contemplated stage of change, assessment of potential malingering, intellectual assessment, clinical and forensic interviews, and a psychosocial assessment. Perform I.S.T. reports (pretrial, 90-day, and final) followed by notifying the courts of the assessee`s current status as related to their competency to stand trial, or need for competency restoration. Provide testimony at competency, civil commitment, and/or any other type of hearing as indicated by subpoena. Ensure legal status and requirements for forensic individuals on the unit are accurate and in compliance with the law. Provide psychological services to civilly committed offenders adjudicated Not Guilty by Reason of Insanity (NGRI) and I.S.T. clients. Perform annual violence risk assessments and periodic risk evaluation updates informed by forensic psychological evaluations including, at a minimum, the (HCR-20) Historical, Clinical, and Risk Management Risk Factors Assessment & the (PCL-R) Psychopathy Checklist-Revised, forensic interview, collateral interviews, and extensive review of medical and forensic files. Prepare and/or oversee the timely completion of behavioral/functional assessments and behavior support plans. Oversee data collection relative to evidence-based practice to ensure that outcomes are evaluated regularly in treatment team meetings and plans are modified or discontinued as indicated. Function as a Subcommittee Member on Task Force for employees falsely accused of client abuse, identification of the sequelae of problems, and performance improvement facilitation.

Hired initially under a separate contract company, Correctional Medical Services, (CMS) as the Mental Health Clinical Director. Performed program development and implementation for a newly opened (2008) mental health sub-acute unit, (i.e., interventions/schedule of psycho education/process) groups, individual assessment/therapeutic needs. Performed ongoing collaboration with the Medical Departmental Administrators/Employees, key Correctional Administrators/Unit Staff, (DIH) Department of Institutional Health Administrators/Auditors, as well as continued supervision/training of the Mental Health Clinicians. Repertoire of clinical evaluation(s)/risk assessment(s)/crisis interventions/brief therapy modalities implemented derived from APA evidenced-based practice, integrated with the most current guidelines/recommendations National Commission on Correctional Healthcare Services (NCCHC), and American Correctional Associations (ACA). Ongoing supervision of at least 8 to 13 supervisees at any given time throughout my employment at the Pima County Adult Detention Center (PCADC). Supervisees trained according to BBHE`s supervision curriculum and requirements.
In 08/2008, CMS was released as the mental health vendor and replaced by Conmed, Inc. At this time, my roles and responsibilities increased and changed frequently due to the reorganization of the policies/procedures/staffing requirements/mental health delivery/intensive training with mental health clinicians, medical, and custody staff members. Ongoing oversight of both the sub-acute and acute mental health units including, but not limited to; weekly interdisciplinary meetings, monthly and a 40-hour yearly training with correctional staff members regarding identification/management/notification procedures to the appropriate either medical and/or mental health professionals. Ongoing oversight and communication with Restoration to Competency Program (RTC) Administrators and clinical staff members.
During my employment, mental health performance indicators demonstrated ongoing improvements, as evidenced by (DIH) auditing processes/feedback. Ongoing identification/evaluation/testimony regarding inmates presenting with the need for Court-Ordered Treatment related to both non-emergency and emergency Title 36 procedures. In January 2009, the mental health contract was modified to bring in an additional mental health vendor, Correctional Mental Health Services (CMHS), a subsidiary of Conmed, Inc. to oversee the mental health delivery system specifically.
