Assigned to Federal Bureau of Investigation (FBI) Headquarters, Criminal Justice Information Services Division (CJISD), Programs Support Section, Law Enforcement On-line (LEO) Unit, Program Management Office (PMO).
Serve as a key advisor to Program Manager (PM) on matters relating to the CJISD; specifically, keeping the PM informed of Department of Justice (DOJ) and FBI policy/regulations affecting the LEO program management and operations. Produced Virtual Command Center (VCC) After Action Reports that included an analytical study of the use and effectiveness of the information management system as well as monthly reports submitted to senior management. Analyze LEO operational procedures and FBI Security Division (SecD) policy to help ensure both FBI divisions are in accordance with DOJ regulations. Perform studies of FBI divisionsa documentation to assist PM in fulfilling CJISD goals and ultimately its mission. Conducts several projects concurrently by actively participating in an information system relocation effort to Clarksburg, West Virginia, the VCC, and the LEO certification and accreditation. A significant effort with the VCC project is producing policy papers and program documentation as well as defining the system requirements. Provided LEO and VCC instruction to FBI and law enforcement personnel in classroom and operational settings. An exhaustive and vital effort was made during the certification and accreditation phase to help enable LEO receive its Authority To Operate. Program documentation that has been produced includes two (2) task plans, a Concept of Operations (CONOPS), and other processes and procedures.
1996a2004: Mitretek Systems, Inc., Falls Church, VA
As Senior Technical Staff, Mr. Adams was assigned to Federal Bureau of Investigation (FBI) Headquarters, Information Technology Operations Division (ITOD), Operations Section. He participated in the National Alert System (NAS) program by performing statistical analysis of the NAS membership and facilitating project meetings on behalf of the FBI Program Management Office for the LEO Unit and the Office of Law Enforcement Coordination Assistant Director. His duties included preparing and presenting statistical charts depicting progress of the NAS.
Mr. Adams performed the role of LEO Program Management liaison during the LEO Technical Interchange Meetings (TIM), Technical Review Board (TRB), and Certification and Accreditation (C&A) meetings. He facilitated meetings for the FBI Program Management Office.
Mr. Adams was assigned as a Configuration Management (CM) Team member located at FBI HQ in Washington, DC. He participated in the daily performance and responsibility of the CM duties. System administration skills were utilized by maintaining Rational RequisitePro Server. As a collateral duty, Mr. Adams performed the administrative duties of Secretary for the Technical Review Board and the Configuration Control Board; preparing agendas, documenting meeting minutes, and tracking action items for the Integrated Data Warehouse program.
Mr. Adams fulfilled the duties of Team Leader for daily computer operations. As Team Leader for daily computer operations, Mr. Adams oversaw other employees and reported to middle management The team installed and configured both hardware and network platforms in addition to application software for Mitretek customers.
Mr. Adams was a member of Technical Staff for Department J020. He provides information systems engineering to the United States Postal Service (USPS). His duties include hardware and software evaluation that encompasses both workstation and server setup and configuration. Mr. Adams writes reports for these evaluations and presents oral status reports at IT Lab Status meetings with the client. Additional duties include the responsibility of primary Postal Routed Network (PRN) system administrator.
1995a1996: The MITRE Corporation, McLean, VA
Mr. Adams was a member of technical staff in the Center for Environment, Resources and Space (ERAS). He fulfills duties both as network administrator and systems engineer. As network administrator, he is responsible for the ERAS NetWare server including electronic mail administration and the Maritime Operations Program UNIX server. His network administrator duties encompass user account administration, system access, backup and recovery, and hardware and software installation. As a member of the Centeras Computer Infrastructure Team, he analyzes computer resources and participates in establishing formal ERAS plans, policy, and procedures. As a systems engineer for the Vessel Traffic System 2000 (VTS2000) project, Mr. Adams contributes human computer interface research to the Requirements Specification team, assists in the preparation of vessel traffic scenarios, and participated in the US Coast Guard Commanderas Conference by narrating a vessel traffic scenario in the VTS2000 Requirement Analysis Center.

Mr. Adams was responsible for NetWare administration and systems engineering. As network administrator his duties included user account administration, system access and information systems support for company business. He supported a Federal Aviation and Administration (FAA) project as systems engineer by providing computer programming, data analysis, and graphic presentations.

Mr. Adams provided information systems support for Department of Justice Information Technology Partnership (ITP) solicitation. As Source Selection Coordinator, he was responsible for the receipt, maintenance, distribution, and physical security of solicitation documents. He provided network and telecommunication knowledge to other members of technical staff and assisted in technical editing and quality assurance efforts.
As a computer lab manager for ERAS, Mr. Adams performed computer lab duties such as hardware and software inventory, system administration and network operations. He participated with the MITRE Facilities department to plan and coordinate the physical move of a computer lab. This task involved concerns and issues such as space, user needs, local area network (LAN) topology, and system resources.
As a network and system administrator for various projects and platforms, he has gained experience and knowledge with IBM PCs, MacIntosh, SUN, HP, and various LAN topologies. His concurrent BS in Computer Information Systems provided valuable reference for a myriad of tasks and responsibilities that included troubleshooting, backup and recovery, hardware and software installation, and LAN connectivity.
As a Technical Aide for The Center For Advanced Aviation System Development (CAASD), Mr. Adams performed data management and analysis. These tasks utilized SAS and C programming. Additional responsibilities included the planning, physical setup and preparation for computerized demonstrations to professional audiences to include the MITRE Board of Directors, FAA, and the US Congress.
