MEMORANDUM FOR United States Army, Promotion Work Centers (PWCs)

SUBJECT: DA Promotion Point Cutoff Scores for 1 September 2011 and Junior

Enlisted Issues

1. References: AR 600-8-19, dated 30 April 2010, Enlisted Promotions and

Reductions.

2. Work Analysis and Integration.

a. Purpose: To reinforce current procedures concerning the above subject.

b. Function: Enlisted Promotions and Reductions.

c. Task: Process monthly HQDA promotion point cutoff scores and enlisted

promotion issues.

3. Soldiers who are otherwise eligible and held recommended list status as of

20 July 2011 through 8 August 2011 and who meet or exceed the cutoff score as

they appear beginning on page 4, and the criteria listed below, may be

promoted effective 1 September 2011 as follows:

a. To SSG primary zone: SGT with 72 months time in service (TIS) and 10

months time in grade (TIG).

b. To SSG secondary zone: SGT with minimum 48 TIS (less than 72 months

TIS) and 7 months TIG.

c. To SGT primary zone: CPL/SPC with 36 months TIS and 8 months TIG

grade.

d. To SGT secondary zone: CPL/SPC with 18 months (less than 36 months

TIS)and 6 months (less than 8 months) TIG.

4. Eligible Soldiers who meet the following criteria may appear before a

promotion board between 20 July 2011 through 8 August 2011 as follows:

a. To SSG primary zone: SGT with 71 months TIS.

b. To SSG secondary zone: SGT with 70 months TIS (70 months to

47 months TIS).

c. To SGT primary zone: CPL/SPC with a 35 months TIS.

d. To SGT secondary zone: CPL/SPC with (34 to 17 months TIS).

e. Promotion point scores for Soldiers attaining recommended list status

during the month of 20 July 2011 through 8 August 2011 will be effective for

promotion 1 September 2011.

SPC Waiver Information: The Directorate of Military Personnel Management

(DMPM), Army G1 has announced the variable specialist waiver ceiling

percentage is 17%, IAW AR 600-8-19, paragraph 2-5h.

REMINDERS/GENERAL INFORMATION:

1. CLI Promotions- when an MOS is designated as a STAR MOS and the cutoff

appears as 39 for SGT and 14 for SSG, a Soldier can only be promoted if he or

she has a DOR of or before the DOR specified under that Soldier s MOS on page

8 of this memorandum and if he or she appears on the by name list. Both

criteria must be met in order for the Soldier to be promoted under CLI.

2. Airborne Promotion Advantage is now being applied to the PPW and will

reflect as such for Soldier s slotted in a valid Airborne position.

3. S1 and MPD personnel and promotable Soldiers should frequently check the

Human Resources Command Enlisted Promotions website at

https://www.hrc.army.mil/site/Active/select/Enlisted.htm for newly released

information regarding the new Promotion Point Worksheet utilization.

4. Promotion Point Worksheet Access (PPW)- BDE/BN and MPD level users who do

not have access to the PPW are required to resubmit your request for access,

using the updated request memo on the HRC website,

https://www.hrc.army.mil/site/Active/select/Enlisted.htm, to prevent

interruption or removal of your access privileges. Please email your response

with the subject line: "PPW-Promotion Point Worksheet Access" to the email

address in item #6.

5. Soldiers are highly encouraged to update their personnel and training

records. See your brigade or battalion S1 for further information.

6. A number of Soldiers have been identified as having an unusually high

credit hour number for ACCP course completion. Soldiers who have been

selected for promotion with an unusual credit hour entry under one course code

in eMilpo have been flagged with an FA code pending verification of Army

Correspondence Course Credit hours. This flag will prevent favorable actions.

Contact our office at the email address in #7 if you have a Soldier with an FA

Flag.

7. The Civilian Education Institution entry of Unknown will be removed from

eMilpo effective 15 November 2011. S1 s/MPD s should take action immediately

to correct Soldier s ERB s to the correct civilian education institution. See

Milper Message 11-233 for more information.

1. STAR MOSs

The STAR MOS listing is a management tool. These are MOSs in which more

Soldiers may have been promoted on 1 September 2011 if more had been reflected

on AHRCOM's PERDB with an eligible date and promotion point score. Soldiers

possessing a MOS listed, as a STAR MOS, are still required to meet or exceed

an announced cutoff score.
