CAREER SUMMARY
Mr. Levy has over 25 years of experience in the healthcare field; and over 20 years of experience managing

Mr. Levy manages the interface agreements for the Medical Operations Data System (MODS) program. He has
provided the first mapping of data elements between Military Health System data stores and repositories and
the MODS applications.

Mr. Levy is providing requirements management support and scheduling oversight for the Veterans Tracking
Application (VTA) in support of the Virtual Lifetime Electronic Record (VLER) and the Wounded Warrior
Program Management Office (PMO). In addition to scheduling and work breakdown structure (WBS)
development, Mr. Levy is managing the project s PMAS/ProPath compliance ensuring fulfillment of
contractual and performance measures required by the Department of Veterans Affairs.
Senior Functional Analyst (Subject Matter Expert III) (March 2011 June 2011)
Mr. Levy supported the requirements and analytical phases to finalize business requirements documentation
for the Veterans Health Administration Enterprise Systems Management Office of Joint Interoperability
Ventures at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois in support of the
Integrated Electronic Health Record (iEHR) and Virtual Lifetime Electronic Record (VLER) initiatives, including
the requirements elaboration and documentation for pharmacy module business and functional needs . Mr.
Levy provided recommendations and advice on system wide improvements, risk management, automation,
modeling and simulation, optimization, and maintenance efforts in the functional area being addressed by the
Remodeling Integrated VA/Defense Disability Evaluation System (IDES and rIDES) supporting the Department
of Veterans Affairs Warrior Support program and the VLER information technology program office.

Mr. Levy provided leadership, requirements engineering, and functional analysis supporting the DoD and
Reserve Component Systems Division. He completed work on the documentation and functional requirements
analysis for an integrated health readiness and reporting applications. He completed the baseline initial
release documentation delivered to the customer.
Senior Functional Analyst (May 2010 December 2010)
Mr. Levy provided leadership and requirements engineering support of the Defense Health Information
Management Systems (DHIMS) Integrated Program Office merging Department of Defense (DoD) and
Department of Veterans Affairs (VA) healthcare operations and organizations to create the Captain James A.
Lovell Federal Health Care Center in North Chicago, Illinois. He provided direct technical support mapping data
elements between VA and DoD sources: Pharmacy, Laboratory (Antibiotic Susceptibility, Panel Tests, Single
Tests, Etiology, and Topography), and Consults/Referrals. As the lead analyst, he drafted the initial
requirements and white paper outlining the functional requirements, options, and recommendations to
accomplish the exchange of allergy information supporting clinical orders portability or interoperability
between VA and DoD systems. Mr. Levy elicited, reviewed, validated, and drafted the initial technical
requirements for the Requirements Traceability Matrix, the Software Design Documents, and System
Requirements Specifications to support the Allergy Portability release of functionalities and capabilities.
Senior Functional Analyst (March 2010 May 2010)
Mr. Levy researched, wrote, and presented the Project Management Plan for the Veterans Tracking
Application (VTA) project to senior management. Additionally, he wrote and presented the Requirements
Management Plan for the Veterans Tracking Application project. He developed the high-level business process
models and edited the user guide for the Veterinary Services System Management (VSSM) project for the US

Veterinary Command in preparation for the first-ever Department of Defense enterprise electronic health
record for veterinary services the Veterinary Electronic Medical Record (VEMR).
Senior Analyst / Business Process Reengineering (October 2008 March 2010): He provided leadership and
analytical support for the business and software requirements in the software development lifecycle. The
project involved the interagency blending of the Department of Veterans Affairs and the Department of
Defense healthcare facilities establishing the first Federal Health Care Center. As a lead analyst on this project,
he was instrumental in defining and eliciting business requirements and translating these into actionable
processes and models shared between functional and technical Subject Matter Experts. He created and
secured DoD and VA consensus on the requirements documentation, and he was intimately involved in the
development of the business requirements documents, business process models, and use cases across ten
clinical and administrative domains of operations, including patient registration, single sign -on, orders
portability (pharmacy, laboratory, radiology, cons ults), scheduling and appointments, operational readiness,
financial services, and materials management. Leveraging his expertise in Federal healthcare operations and
business process experiences, he developed and established the baseline architecture for a knowledge
management platform for the team implemented by local and enterprise SMEs. He established the baseline
pattern for the business requirements documents, the business process models, and the use case documents
as a modular and flexible template delivering requirements easily understood by the business owners and
readily adaptable for the design and development teams into the technical documentation.
Project Coordinator (Business Process Reengineering) (2006 2008): Mr. Levy coordinated and negotiated
deployment of Tri-Service Health Service Support Information Technologies software an d business process
initiatives. He developed a shared and collaborative process for managing team business processes during
deployment support for over 74 Air Force Medical Treatment Facilities. Benchmarking this process, he created
a tool to manage the administrative handling of internal travel documentation. Building on these successes
and working with senior project managers, he adapted these processes to support business development and
capture management activities. He developed an Organizational Change Management Strategy Plan for the
U.S. Air Force implementation of Human Resources software. He wrote and edited the U.S. Air Force Concept
of Operations (CONOPS) plan for the Defense Human Resource System-Internet (DMHRSi) application, and he
submitted the Air Force CONOPS as a template for the Joint CONOPS . He also coordinated business process
data collection and assessment activities at U.S. Air Force Academy, Scott Air Force Base, Patrick Air Force
Base, Vance Air Force Base, Altus Air Force Base, Tinker Air Force Base, and Little Rock Air Force Base.

Medical Planner: Mr. Levy developed, planed, coordinated, and implemented Health Service Support in
support of Department of Defense or Coalition Forces training or mission requirements on the joint
battlefield. He wrote an operational health services support plan for operations and training involvin g 10,000
U.S. and Allied personnel. He monitored operational training for 300 personnel at four geographically
separated locations supporting a two week training exercise. He also wrote a standardized training plan for
medical planners within the Joint War Fighting Center, U.S. Joint Forces Command.

Clinical Administrator: Mr. Levy managed the Medication Assistance Program and administered the Medical
Clinic Program. He reduced pharmaceutical operational expenses by 25% in three months and increasing
Pharmaceutical Assistance Program access. He led and managed Medicare Part -D implementation program
directly effecting over 900 eligible beneficiaries. He implemented and managed more efficient mee ting
management reducing staff meeting times by 50%.

Lecturer: Mr. Levy s duties included preparing, delivering, evaluating, and reporting on assigned courses of

Lecturer: Mr. Levy prepared, delivered, evaluated, and reported on assigned courses of instruction with the
Department of History. He developed an original course to provide historical background on the Arab -Israeli
Conflict, including current and topical information. He integrated media content in to the teaching and
discussions of historical events and situations, including films and music. He also designed and managed an
Internet Web site for this course, to include multiple Microsoft, Adobe, and Macromedia software programs.

Graduate Lecturer/Teaching Assistant: Mr. Levy prepared, delivered, evaluated, and reported on assigned
courses of instruction with the Department of History. He designed and managed courses for more than five
hundred students; advised a junior graduate student acting as a Teaching Assistant. He created and
implemented unique course content to incorporate literature, film, and music in the successful integration of
history. He also developed and managed multiple Web sites for courses, to include course content, materials,
and supplement resources.
Assistant Director/Research Assistant: Mr. Levy managed administrative functions in support of the office
assistants, information publication, and distribution on a wide variety of topics, educational seminars,
lectures, and presentations. He also served as newsletter editor and oversaw production, and coordinated and
managed special events. He created and published curriculum and other materials for regional and national
use related to aspects of the Holocaust and Genocide. He designed and negotiated advertising campaigns to
ensure fullest and most accurate representation in print, signage, and display. Mr. Levy supervised and
directed the administrative work of two additional staff members and more tha n twenty volunteers.
934th Aeromedical Evacuation Squadron July 1998 July 2002
Medical Readiness and Training Officer: Mr. Levy managed and led the Medical Readiness training program
for squadron. He was responsible for Operations management and training. He directed aeromedical
evacuation operations, leading healthcare delivery, and transport of patients. Mr. Levy was selected by HQ Air
Force Reserve to develop integrate training plan for training exercise involving more than five hundred
personnel. He was recognized across the Air Force Reserve as a SME in Medical Readiness, Logistics, Training,
and Medical Operations. Mr. Levy developed and managed training and operations program incorporating Job
Aids, which have been benchmarked as a Best Practices tool.
446th Aeromedical Evacuation Squadron December 1989 July 1998
Aeromedical Evacuation Operations Officer: Mr. Levy was responsible for operational and mission
management support of aeromedical evacuation operations. He exercised operational control and crew
management of assigned, attached, or transiting aeromedical evacuation personnel. His additional duties
included Quality Assurance and Risk Management (QA/RM) Officer for squadron. He also volunteered to serve
as Chief of Aeromedical Evacuation Operations in Bosnia -Herzegovina, where he supervised more than 300
patient transfers. Mr. Levy developed improved processes for identifying, evaluating, and correcting
operational and administrative processes as QA/RM Officer.

Pharmacy Technician: As Pharmacy Technician, Mr. Levy was responsible for providing inpatient and
outpatient pharmacy services; including two years coordinating logistical and budget requirements for
