I. Present Position
Attorney in private practice; retired from United States Department of Justice and United States Air Force (ANG).
From June, 1990 until my retirement in March, 2009 I served as an Assistant United States Attorney for the
Northern District of Oklahoma (Tulsa, Oklahoma). I supervised the investigation and prosecution of criminal
cases of all sorts, and represented the United States in a variety of civil actions. From July 2002 until
May 2004, I acted as the Antiterrorism Advisory Council Coordinator.
Additionally, I served as Staff Judge Advocate, 188th Fighter Wing, Arkansas Air National Guard, retiring in
February, 2007 with the rank of Lieutenant Colonel. In that capacity I was the principal legal advisor to the
commander of an F-16 fighter wing, comprised of eighteen (18) aircraft and nine hundred fifty (950) personnel,
on a variety of military and civilian legal issues, including employment law. I was responsible for all in-unit
legal training and instruction in the law of armed combat, Air Force policies and procedures, wills and estates,
and certain other classified matters. I acted as a liaison between our unit, the civilian community and the
Fort Smith, Arkansas Airport Commission. I supervised a legal office with four (4) personnel.
From April through September, 2005, I was deployed as the Staff Judge Advocate, 401st Air Expeditionary Wing,
Aviano Air Base, Italy. I served as the sole legal advisor to the commander of an Air Expeditionary Wing,
performing highly classified missions in Sicily, Bosnia, Kosovo, Cyprus and Romania, in support of Operation Iraqi Freedom.
From 2002 to 2004, I was an Instructor for the Concord School of Law, an online Internet law school which is
part of the Kaplan Education group. I have taught trial practice at the University of Tulsa School of Law and
the Attorney General s Advocacy Institute.
In January, 1999, I served as part of a joint Justice-State Department advance team in Belgrade, Yugoslavia
and Pristina, Kosovo to implement certain provisions of the Dayton Accords.
II. Previous Employment
April 1974-Jan 1979: Captain, Judge Advocate General s Corps, United States Army. I served in successive
assignments as prosecutor, defense counsel, and Chief of Military Justice at Fort Benning, Georgia, Taegu,
Korea, and the United States Military Academy, West Point, New York.
Jan 1979-Nov 1979: Assistant Attorney General, State of Arkansas, Little Rock, Arkansas. I represented the
State of Arkansas in the Finney litigation, a major Federal case involving the constitutionality of the Arkansas
prison system. I briefed and argued cases in the Arkansas Supreme Court and the Eighth Circuit Court of Appeals,
and participated in the preparation of briefs in the United States Supreme Court.
Nov 1979-Feb 1981: Assistant United States Attorney, Western District of Arkansas (Fort Smith, Arkansas). I
tried both criminal and civil cases. From April 1980 through January 1981, I was the chief prosecutor for the
Mariel Cuban Boatlift relocation operation at Fort Chaffee, Arkansas. In that connection, our office processed
at least a thousand cases in the US Magistrate s Court, and prosecuted a number of felony cases, including cases
involving violence against INS employees.
Feb 1981-June 1990: Private practice, Fort Smith, Arkansas. I had a general civil and criminal law practice,
with emphasis on business litigation, banking, transportation, and personal injury litigation. For several
years, I served as a panel defense attorney for the United States District Court and the Eighth Circuit Court
of Appeals. I was active in politics and civic affairs, serving as Chairman of the Sebastian County Election
Commission, member of the State Democratic Committee, and Sebastian
County Democratic Party Chairman (1983-85); and as a member of the boards of directors of Bost Human Development
Services (1984-87; President 1985-86), and Harbor View Mercy Medical Center.III. Bar Admissions
