EXPERIENCE:

Start Date: 22 July 2009 to 30 July 2011 - NASA HQ. Washington, D.C. Information

Technology Specialist (Policy and Planning). (Offered and took early retirement)

This position was located in the Policy and Investment Division within the Office of the Chief Information Officer (CIO) at NASA Headquarters. The CIO is the Senior Agency Advisor on all matters pertaining to the management of IT, the NASA Enterprise Architecture and IT Security. The Office of the CIO assures the quality of common IT services and activities Agency-wide, and ensures consistency of approach, and eliminates duplication of services through collaborative means, centralization and/or consolidation of services between and within NASA Headquarters all NASA Centers.

As a technical expert, I identified specifications, requirements and performance of work statements for all hardware and/or software, service and maintenance in multi-year (5-10 year) IT contracts. Approximately 44 contracts of varying complexity – total value approximately $112.M. Assigned as Certified Contracting Officer Technical Representative (COTR). Independently evaluated contractor procedures for the analysis design, development, test and support of these IT systems. Assisted in procuring products and services necessary for the operation and support of these contracts. Tracked and monitored all contracts and reported monthly to the NASA Directorate.

Directed Agency procurement strategy meetings to ensure IT requirements are accounted for and planned for future consolidation of all NASA IT projects. This was in preparation for a massive centralized NASA E-Government Program that was designed into four individual contracts that would be awarded resulting in the centralization of commonality of IT programs across all of NASA. Served as Technical Liaison between all NASA IT Contractors and the Contracting/Procurement/Logistics Officers. Took early retirement offer.

Program Manager: Responsible for the oversight and direction of the USCG upgrade to the Financial Center software (Oracle Federal Financials). Tasking involves the daily interface with the software development contractor as well as various stakeholders. Additionally assigned collateral duties supporting the Medical Working Group, DNDO, TSA and USCG Logistics Management Systems. All this tasking was to integrate USCG existing processes to align with DHS directives for the overall DHS Business Process Models for all 22 stakeholders in DHS. Was responsible for Specialty Engineering projects. Daily interface with all 5 Domains/Assets of the US Coast Guard Deepwater (ICGS) Program at the Systems Integrated Program Office (SIPO).Duties included the development of strategic planning, processes and procedures to provide full integration of the program per Customer requirements both horizontally and vertically IAW IMP/IMS. Assigned as representative to the SOS and SEIT. Conducted Six Sigma Kaizen events to integrate the Common Product Model to the overall program. Other collateral duties as assigned by upper management at the SIPO included POM and Award Fee Cycle integration as well as LMCO Cost Account Management duties. This was a fully implemented IPT environment.

Start: 5 July 2005 to October 2004, Lockheed Martin, Fairfax, Va. Sr. Staff position supporting the Focused Logistics Enterprise (FLE), LM&R/ELBO efforts. Participating in various IR&D development efforts supporting Horizontal Integration and Net Centric Integration. Special emphasis on the development and support of the GIG Test bed/Spiral Development and most importantly the push for fully integrated Autonomic Logistics across all LMCO businesses lines. Position Title: Booz Allen Hamilton, Level II Associate Consultant at Co. Springs, CO.

Major Tasks: Responsible for leading the cost IPT of an Assessment of Alternatives, (AoA) Study, for the USSPACECOM Ground Moving Target Indicator GMTI and Space based Radar SBR programs. Duties were to research, assess, define and cost those existing and future resources necessary to perform the best possible global RSTA, Intelligence, Surveillance and Reconnaissance (ISR), IPB/F2T2EA, MT3C as well as Tasking, Processing, Exploitation & Dissemination (TPED) of information to various national and international services and agencies, for optimum mission success and war fighter decision-making within a C4ISR architecture. Duties include the comparative analyses of 15 different asset mixes over four major operational/theatre areas, Space, Air, Surface and Ground, spanning a ten year performance period. The assumptions being considered in this study are varied and complex and spanned 22 various Agencies, U.S. Military, International Governments and their Military. Incorporate existing functional capabilities as defined by existing MNS, ORDs, and CONOPS as well as consider and incorporate near term and future programs such as U2S, UAV, JSTARS, USIGS/NSGI and Trailblazer. Additionally, perform Risk Analysis and provide mitigation recommendations to accomplish mission success (both peace and wartime). Performed analyses of costs and schedule impacts using Primavera/Teamplayer software and reported weekly results to Customer. Directly interfaced and presented findings to major stakeholders such as ESC, SMC, AFC2ISRC, CINCF, NIMA, NRO, DIA, NAIC, USIGS, DCGS, IBS, NFN etc. The results of this AoA defined the most robust asset mix for presentation to the O-6 and General Officer Levels GOSG, in preparation for OSD, IC CAIG, OMB and Congressional Committee reviews and Program Acquisition decisions in support of the JV2020 concept of superiority. Contract completed.

Position Title: Assigned to Northrop-Grumman at Baltimore, MD.

Major Tasks: Lead Logistics Engineering, Systems Engineering, Software Engineering tasks in support of the Space Based Infrared System, SBIRS, LEO satellite segment. Authored white papers and studies to define the most cost effective Logistic supportability and sustainability scenarios worldwide, across multiple services and governments. Additionally was responsible for the development of IETMs for all Maintenance levels as well as Embedded Training for specialized equipment. Was responsible for the development of all ILS, HFE, and Security, and LCC, CAIV and FMEA documentation: IAW the latest versions of the DoD 5000/2 series directives and related Military Standards. Additionally, produced budgets and forecasts according to WBS/CES as well as CPM scheduling and Critical Process Analysis Tools as well as use of and conversion to MS Project/Schedule. Additionally authored and made presentations at PMR, IDR, SDR, and CDR reviews. This was an IPT environment. Contract completed.

Position Title: Sr. Staff assigned to Lockheed Martin Vertical Launch System at Baltimore, MD.

Major Tasks: Produced Logistics Engineering, Systems Engineering, and Software Engineering documentation in support of US Navy’s AEGIS Vertical Launch Systems Program, VLS Mark 41. Developed and delivered plans and proposals as well as tasked as program coordinator and developer for an initial training of high-level foreign officials on VLS. Coordinated the efforts of 22 engineers and specialists to produce a 30-day training program from scratch. This was a first time endeavor for this division and became the standard. Was awarded a significant achievement plaque for my efforts. Additionally, tasked in International Foreign Military sales to include import/export coordination with Pentagon offices. Contract completed.

Major Tasks: Assigned as ILS proposal development coordinator in association with British Aerospace Corp for multiple tasks in support of the Kuwaiti Armed Forces Modernization Proposal. Development of full ILS/Systems Engineering and Embedded Software Training requirements to upgrade the Kuwaiti Armed Forces, including integrated air, land, sea and space systems. Contract completed.

Defined ILS Project Scheduling including precursor and successor events. Also assigned as team leader in the conversion from MS Project/Schedule to Primavera/Teamplayer during the mid-course of the program. Additionally provided direct Customer interface as well as preparation and presentation of CDR/IDR/PDR briefings. Established the FMEA/FMECA organization for the program. Tasking involved significant Software development management for CBT and IETMs development for all levels of Maintenance. Major Tasks: Responsible for formulating proposal strategies for the System Deployment and Sustainment phases for the United Missile Defense Company proposal. Additionally responsible for coordinating an effective seamless organizational team encompassing Systems Engineering, Logistics Engineering Analysis, Software Development and Integrated Electronic Technical Manuals. Authored Safety, Security, Human Factors, Provisioning and Embedded Training, CBT and IETMs Training strategies to rapidly respond to the Customer’s requirements. Utilized the latest DoD Logistics Management, MIL-PRF-49506 techniques. Developed policies and procedures to improve and implement company quality standards. Incorporated COTS/MOTS support strategies and implemented ISO 9000, CALS, CITIS, TSPR and SAIP methodologies to the proposal. Contract merged with Government National Missile Defense Office.

Major Tasks: Member of proposal team for the Space Based Infrared System (SBIRS) proposal. Responsible for co-authoring all facets of the Systems engineering, Software Development Coordination and Integrated Logistics/Sustainability portion of the proposal. Included daily Customer contact, production and presentation of complex briefings, as well as travel to Customer installations. Proposal was concurrent EMD/Demo effort lasting two years. Additionally, provided concurrent support to the Brilliant Eyes, Brilliant Pebbles, and Forward Early Warning System proposals.

Position Title: Sr. Logistics Engineer at Mc Donnell Douglas, Inc. at NASA JSC, TX. and Huntington Beach, CA.

Major Tasks: Assigned to the International Space Station Program. Responsible for generation of Maintainability, Reliability and information for use by NASA Life Sciences Program Office. I authored maintenance procedures for astronauts for conducting intra-extra vehicular repairs. I performed trade studies on various hardware and CBT software products for use on the Space Station. I was ceremonially presented with five major Significant Achievement Awards by NASA’s Life Sciences Directorate.

Major Tasks: Conducted all Logistics efforts for the CCPDS-R program at Cheyenne Mountain Complex. Included requirements definition, ISP/ILSP writing and actually performing LSAR tasks and delivering the CDRL products to the USAF. Additionally, authored successful proposals for follow-on efforts. Was awarded the Strategic Guardian Award by the USAF for outstanding ILS achievements. Additionally required conforming to C/SCSC contract requirements for ILS budgeting and costing reporting.

Major Tasks: Performed Specialty Engineering, ILS tasking on the Consolidated Space Operations Center (CSOC). Was responsible for the review and final delivery of all CDRL documentation from five major subcontractors including CBT and OJT Planning. Additionally was advisory to the USAF Space Command (SETA) as well as co-chairing ILS meetings with the USAF at the Colonel level for PMRT. Also acted on behalf of the SPO for LAAFB in his absence. Awarded five significant achievement awards for Performance Excellence by TRW.

Position Title: Resident Construction Manager, Ralph M. Parsons Corp. at Yanbu, Saudi Arabia

Major Tasks: Responsible for all logistics and maintenance requirements for the construction of the port city of Yanbu Al-Sinayah Saudi Arabia. Was responsible for the ILS deliveries of 200 multinational subcontractors. Concurrently, updated the Primavera (P3) scheduling system for the various project. Implemented a continuous management process of identifying ILS requirements, from proposals, awards and incremental acceptance, to final distribution to operations and maintenance contractors. Developed and implemented a computerized system for the tracking of maintenance and materials requirements. Additionally established uniform warehousing, receiving and shipping policies and procedures. Awarded commendations from both R.M. Parsons Inc., and the Royal Saudi Arabian Government. Contract Completed.

Position Title: Supply Support Program Administrator, Rockwell International, Downey, CA.

Major Tasks: Space Shuttle, Orbiter Inventory Management Specialist. Responsible for all depot level spares for the program at major sites. KSC, JSC, Palmdale and Edwards AFB. Conducted customer negotiations and provided spares analysis studies to the Customer regarding lifetime buys. Negotiated contracts with vendors and subcontractors. Value of spares was $1.7B.

Position Title: Aircraft Stores Supervisor at Pacific Southwest Airlines, San Francisco, CA. (Company no longer exists, bought by American Airlines).

Major Tasks: Was responsible for the conversion of all logistics in support of the 727B to DC-9 Super 80 aircraft fleet. Tasking included complete warehouse and depot support for engine overhauls and commercial IRAN and turn-around operations. Supervision of 22 Union Shop employees.

Position Title: Logistics Representative, Lockheed International, Jeddah, Saudi Arabia

Major Tasks: Was responsible for all logistics for both Royal Saudi Air Force military fleets of 40 C-130 aircraft as well as additional support to commercial L-1011 Saudia Airlines fleet. My duties included full spectrum of maintenance and logistics support with full complement of Depot level repair for three levels of maintenance. My responsibilities included advising high level RSAF Officers on the organization and development of full sustaining logistics operations .Reported weekly to Royal Saudi Ministry of Defense.
