The interruption occurred after major equipment were manufactured which were seriously guaranteed, impact`s loss material, etc. Ownership changes caused disruption in continuity and responsibility. A change to Air Cooling Condenser from Cooling Tower was as major technical and construction impact on all aspects of the project.
