EXPERIENCE
Leadership and Executive management.
*As a Commanding Officer, directed the largest aviation squadron in the Navy, including independently deployed Boeing E-6B Mercury aircraft and aircrews. Safely executed 6,900 flight hours and 1,200 sorties. Led the strategic command and control task force by implementing a new strategic vision, including execution of a crew certification program that led to higher standards of professionalism and operational excellence, and raising mission completion rates from 84% to 90%. Squadron recognized nationally for battle readiness.
*Directed Airborne Operations for the U.S. Strategic Command. Certified six independent, nine-person battle staffs to perform the Airborne Command Post's mission of nuclear emergency actions management and force direction. Led the directorate to a zero deviation, first-ever perfect score on a national command and control assessment in the 45 year history of Airborne Command Post operations. Personally increased the performance of every battle staff in national command and control exercises, achieving a score of excellent for the very first time, and on two exercises thereafter.
*While serving as the Chief of Staff for a Joint Military Task Force in the Horn of Africa, directed a staff of 275 U.S. military, government civilians and contractors, and foreign military personnel performing humanitarian assistance to the African people, and coordinated the development of a concept of operations for combating Somalian pirates off the eastern shores of Africa. Resulted in the number of successful hijackings decreasing by 30% after execution of the counter-piracy operational plan.
Communications Expertise.
Directed airborne communication aircrews in reception, transmission, and data management with satellite technology for nuclear command and control operations for over 20 years. Operated airborne Internet Protocol equipment, both secure and non-secure, and established Video Telecommunications Conferencing for high level meetings. Directed ground-based battle staff operations in ground to ground and ground to airborne internet protocol reception and transmission.
Organizational development and process improvement. As a director, restructured a stove-piped, inefficient organization to more effectively use available personnel and their skills in accomplishing daily operational mission and administrative requirements. This restructuring dramatically improved overall morale and unit performance, and unit personnel were continuously recognized at command quarterly award ceremonies.
Fiscal Manager.
As a Commanding Officer, executed an operational and administrative budget without over-expenditure. Through efficient planning and usage of assets, returned $200,000 of fuel budget dollars out of a 3.5 million dollar quarterly operation budget.
Scrutinized contracts, and if sound, as the approving authority dispensed large fund amounts for an isolated military task force in the Horn of Africa. Funding amounts were as high as $25 million dollars and were authorized to provide humanitarian assistance to African nations.
As an Operations Officer, executed a 14 million dollar annual fuel budget down to 0 during a time where under-execution or over-execution were looked on as equally ineffective. This was key in obtaining an increase in operational funding for the next fiscal year.
Writer.
Wrote countless evaluations and Fitness Reports on enlisted sailors and officers. Had two articles published in professional Naval Aviation "Wings of Gold" magazine. Wrote two major thesis papers for my two master's degrees. Have written and presented numerous briefings, speeches, presentations, and other correspondence. Proofread countless documents, policy papers, other person's speeches, news articles, and other work done by various writers.
Human Resources Expert.
Recruited prospective Naval Officers while serving as the Associate Professor of Naval Science at the University of Wisconsin-Madison Naval Reserve Officer Training Corps. Managed manpower requirements for a 500 person organization. Wrote evaluations for personnel, both officer and enlisted. Reassigned personnel to other duties when they were unable to perform. Handed down disciplinary action to individuals who violated ethics or other policies. Kept confidential records on personnel and tracked all personnel in various databases.
Data Management Analysis/Process Management Analysis
Before computers, hand-jammed thousands of data points into spread sheets and briefings. Collected, quantified and qualified communications data into usable statistical data for analysis and presentation in briefings. With computers, used Microsoft Office suite to collect, analyze and process data to provide decision makers with tools to streamline operations. Processed aircraft fuel flow usage to quantify proposal for annual fuel expenditures. Processed communications data to identify systems and procedures that were outdated or needed upgrading. Tracked hundreds of metrics and recommended methods or procedures to increase performance and productivity. Analyzed Business of Naval Aviation Enterprise data to provide methods to improve cost- wise readiness and implement Lean Six Sigma principles.
Training Instructor.
Over 20 years of experience as an instructor teaching officer and enlisted personnel on aircraft communications systems, tactics, doctrine and technical training. Taught college level courses as a Naval Reserve Officer Training Corps Associate Professor of Naval Science at the University of Wisconsin-Madison. Tutored Hospital Corpsman students while attending Navy Class A Hospital Corpsman Basic School.
Safety Professional.
Served as the Navy Safety Center's liaison to the Chief of Naval Operations at the Pentagon. Directed the coordination of an Operational Risk Management policy document to be used worldwide onboard Navy ships, aircraft, submarines, and onshore facilities. Member on the Defense Safety Oversight Committee, a Department of Defense organization created to analyze data and recommend safety procedures and improvements across the entire Department of Defense. Worked with the Department of Transportation on the texting while driving campaign. Participated in a joint effort to identify personnel affected by Hand Arm Vibration Syndrome and sought out equipment and personnel protection equipment to lessen the impact. Participated in a study on hearing loss and how to minimize the impact of this rapidly growing issue. As a Commanding Officer, safely executed over 6900 flight hours with ten aircrews and eight aircraft deployed worldwide and at three forward operating alert locations. Flew over 4,000 hours without a safety incident. As a Cockpit Resource Management instructor, taught safety requirements and emergency procedures to hundreds of aircraft crewmembers. Gave numerous safety briefings at large group safety stand downs.
