PROFESSIONAL EXPERIENCE

Bell Helicopter Textron, Inc. - Senior Cost / Schedule Analyst, Armed Reconnaissance Helicopter (ARH) and

V-22 Tilt Rotor 2004-2008

Provided weekly direct labor hour reports and updated status information in support of Control Account Managers (CAM) and Work Package Leads (WP).

Analyzed, prepared and produced data in real time, and reported, to determine status of assigned control accounts.

Projected percentage of work completed, prepared estimate to complete (ETC) for labor hours and other cost elements, and anticipated completion dates. Based on results of inputs, assisted Control Account Managers (CAM) with adjustments to work package activities to project accurate schedule status.

Supported monthly reporting of direct and indirect cost elements to identify and explain variances to contractual thresholds.

Validated Estimate at Completion (EAC) relative to the contract baseline on a semi-annual basis, or as required or requested.

Established baseline values through the Integrated Baseline Review (IBR) process to meet contractual requirements.

Accountable for the Avionics portion of Armed Reconnaissance Helicopter.

Global Technical Services - Cost / Schedule Analyst, V-22 Tilt Rotor 2003-2004

Hired through Global on contract-to-hire basis in support of the V-22 Tilt-Rotor program. Hired by BHTI for full time, direct employment, August 2004. Performed similar functions as noted above for Bell Helicopter Textron, Inc.

Participated in implementation of an Earned Value Management System (EVMS), replacing existing cost and schedule management systems.

Initially responsible for the Engine Nacelles portion of the V-22 Osprey Tilt-Rotor, then, Fuel System and Propulsion.

Electrocom Automation, L.P. Inc. - Project Administrator 1991-1992

Handled accumulation, computation, reporting and control of direct and indirect labor hours, material and other cost elements for procurement contracts with the Canadian and U.S. Postal Service and the U.S. Treasury Department.

Provided daily, weekly and monthly reporting of data to different levels of management, concentrating on labor hour actuals charged to different programs and activities.

On occasion, included review and validation of departmental estimates for direct labor hours and material.

Interfaced with Engineering, Manufacturing Engineering, Contracts Administration, Estimating, Pricing, Manufacturing, Procurement, Invoicing / Payment, Production Control, Shipping, Quality Assurance, equivalent D.O.D. personnel, plus other Logistics and Program management personnel. Provided on-call support on a 24-hour 7-day basis.

Senior Pricing and Cost Control Administrator 1989-1991

Priced and proposed Request for Proposals (RFP), Invitation for Bids (IFB) and contractual line item requirements.

Coordinated creation, receipt and review into finance and contract departments, for other functional department estimates and subsequent pricing.

Authorized release, then monitored budgeted labor hours, material, and other direct and indirect cost elements.

Participated in cost / trade studies for potential resourcing suppliers or moving from supplier to in-house manufacture or vice versa, on occasion as requested.

Accountable for the C-17, Engine Nacelles portion, as a major subcontract provider to McDonnell Douglas (now Boeing).

Program Manager 1987-1988

Primary responsibility for satisfying all contractual requirements for completion of modification contracts with the United States Air Force and Air National Guard units. Assisted other Program Management personnel on various programs as workload allowed and as requested.

Promoted into a function by personal request of other Program Management personnel. Instrumental in reducing a 6-month backlog in a multi-million dollar contract with Air Force National Guard in a 4 month period. Maintained deliveries, invoicing and accruals as required by contract, resulting in nomination for Performer of the Quarter Award, fall 1988.

Senior Supply Order Administrator 1980-1987

When hired as a Supply Order Administrator, it was the first time anyone was hired in that capacity in 10 years. Based on performance, received an interim pay raise after 6 months of employments.

Received, reviewed for compliance, released, status through delivery, then ensured invoice and payment for supply and service contracts. Utilized whatever was required to deliver contractual requirements (hardware).

As with Program Manager position, involved in daily contact with a variety of functional departments to ensure timely and compliant delivery of hardware in support of a variety of U.S. Navy, U.S. Air Force and Air National Guard units and aircraft.

Supported hardware delivery requirements for the Boeing Aircraft company and the McDonnell Douglas Aircraft Company for a variety of aircraft, often on an expedited basis.
