Mine Resistant Ambush Protected (MRAP) Liaison Officer

Work with the United States Forces - Afghanistan (USFOR-A) J-4 Materiel Readiness Branch (MRB) to monitor the integration for a complex variety of Mine Resistant Ambush Protected (MRAP) vehicles, utilizing experience and expertise acquired in multiple assignments in the logistics support operations field. Coordinate with the Joint Program Office (JPO) MRAP representative on site to ensure that the JPO is kept abreast in a proactive, timely, and accurate manner of all operational and sustainment matters that may impact the JPO`s ability to plan, conduct and report, transport, field, NET, sustain, retrofit, move and received vehicles, parts and sub-assemblies. Report program integration status, readiness, and government furnished equipment (GFE) status daily, and advises the command on issues relating to MRAP. Assist in the planning processes of the USFOR-A J-3, J-4 and J-5 staff sections in order to facilitate the JPO mission. Participate in USFOR-A orders and policy development processing to ensure JPO has a proactive chance to coordinate input. Develop briefings, informational papers; write messages and Fragmentary Orders (FRAGOS), and other products using Microsoft Office based computer programs. Ensures that overall objectives for MRAP program areas are executed by analyzing mission requirements, overall program objectives, technical requirements, facilities, personnel, and GFE. Ensures execution of assigned tasks by making necessary adjustments, modifications, and revisions to meet current and long-range objectives; interfaces and conducts operations with supporting activities. Coordinates the activities of other organizations to ensure that program priorities, plans, and objectives are met. SAIC Bagram Airbase, Afghanistan January 2010 - April 2012

Joint Logistics Integrator (JLI) Site Lead

Project Manager for the execution of an operating budget of over $270 million dollars. Primary JLI representative with oversight of and responsibility for JPO MRAP Bagram Joint Regional Support Activity (JRSA), the largest JRSA in the Operation Enduring Freedom (OEF) theater of operations, and the primary logistics hub in Regional Command-North (RC-N)and Regional Command-East (RC-E). Responsible for JRSA Bagram MRAP production, ensuring that primary MRAP missions; MRAP-All Terrain Vehicle (M-ATV) Underbody Improvement Kit (UIK) installation, de-processing, fielding, sustainment, capability insertion, and battle damage repair for all MRAP Family of Vehicles (FoV) are successfully completed in support of USFOR-A directives. Responsible for implementing universal workforce policies and procedures for over 600 Original Equipment Manufacturer (OEM) and contracted maintenance personnel, ensuring that all personnel and facilities are utilized to maximum efficiency in support of assigned missions. Validated requirements and worked with both United States Government (USG) and civilian entities, i.e. USFOR-A, 401st Army Field Support Brigade, non-JPO contracting companies, maintaining effective two-way communication and positive working relationships. Acted as a diligent steward of the USG and the taxpayers' money and interests for JRSA Bagram, also the primary Hand Receipt Holder, responsible for hand receipt valued in excess of $20 million dollars.

SAIC Bagram Airbase, Afghanistan June 2009 - January 2010

Production Manager

Responsible for the management of millions of dollars worth of MRAP equipment as the equipment moved between processing and preparation prior to vehicles being handed over to the government in support of Operation Enduring Freedom (OEF). Over saw the training of over 10,000 military personnel on new MRAP FoVs as well as instrumental in the fielding of over 4000 MRAPs to the different military services. Responsible for the facilitation and work flow of over 600 OEM and contracted maintenance personnel, also responsible for the supervision and chain of custody of maintenance shop records. Maintained and enforced safety and environmental awareness standards in all maintenance facilities and MRAP holding areas daily. Monitored vehicles as they progressed through the deprocessing cycle and insured all Depot level work orders were opened correctly in the Standard Army Maintenance System - Enhanced (SAMS-E) with the correct maintenance status and that all parts were ordered to bring a vehicle from Non Mission Capable (NMC) to Fully Mission Capable (FMC) status are tracked. Also, acted as Site Lead in his / her absence. Managed the QA / QC Division performing as the final authority and technical expert for Quality problem resolutions.

SAIC Mosul, Iraq/Bagram Airbase, Afghanistan July 2008 - June 2009

Quality Assurance / Quality Control (QA / QC)

Responsible for the interpreting and implementation of quality assurance standards to ensure all maintenance activities are correct and by Maintenance Work Order (MWO) or Technical Manuals. Conducted technical inspections (TIs) on all MRAP FoVs arriving for deprocessing and maintenance conducted by site maintenance team. Generated, prepared, and submitted daily production reports, weekly QA /QC reports, and Issue Awareness Reports (discrepancy) reports as required to the Site Lead and Production Manager. Conducted final inspections on all maintenance actions conducted by contracted maintenance teams on the MRAP FoVs; annotated any deficiencies found and ensured that faults were addressed and correctly and annotated on DA Form 2404 and 5988E.

AM General Mishawaka, Indiana April 2007 - July 2008

Field Service Representative (FSR)

Developed and wrote specific portions of contract proposals used in the bidding of new contracts. Used previous maintenance knowledge to develop tooling lists used for assembly line reset processes as needed by parameters set forth to bid on contract. Also, played a major role on a team used to develop a production assembly line specific to the High Mobility Multipurpose Vehicle (HMMWV) FoVs. Attended sessions at the AM General Design and Testing Division in Livonia, Michigan to familiarize with the prototype Joint Light Tactical Vehicle (JLTV). Assisted engineers with limited design ideas on the ECPII prototype Joint Light Tactical Vehicle JLTV project developed by AM General. Provided mechanical assistance and support to HMMWV military customers worldwide, also conducted short and long-term training programs in CONUS and OCONUS locations for the HMMWV FoVs, also responsible for performing FSR duties as required in CONUS and OCONUS locations. Served as the primary FSR, technical advisor, and consultant for the training and use of special tools, methods, and mechanical processes for the HMMWV FoVs to customers throughout CONUS and Middle East OCONUS locations. Worked as the primary FSR for the Middle East advising and mentoring contracted maintenance teams, US service members, and foreign military associates in the care and repair of the HMMWV FoVs. Performed duties as primary FSR for the deprocessing of over 3000 HMMWVs that were fielded to US Forces located in Iraq and Afghanistan in support of Operation Iraqi Freedom (OIF) and OEF. Advised soldiers and contractors on the proper use, care, and maintenance of the Objective Gunners Protection Kit (OGPK). Responsible for the deprocessing and prepping of over 300 M1151 model HMMWVs purchased by the Iraqi National Army. Preparation prior to hand-off included general Preventive Maintenance Checks and Services (PMCS), mechanical repairs if needed, installation of the OGPK shield, adjustment of OGPK, and arming of the Automatic Fire Suppression System (AFES).

Team Leader HMMWV Enhancements

Responsible for the day to day management of the light wheeled vehicle mechanics as they performed repairs and completed installation of Safety Enhancement Upgrades. Managed the Safety Enhancement Upgrade Program for the M1114 model of the HMMWV; upgrade installations included 3-point seatbelts, Gunners Restraint System (GRS), AFES, OGPK, and Fragmentary Armor protection. Duties included weekly safety briefings, time sheet control, dispersing of maintenance duties, as well as coordinating with supply system for the obtaining of repair parts. Additional duties were acting as liaison between employees and upper level management, also interfaced with military and production control daily for vehicle maintenance scheduling. Lead developer of Lean Six Sigma production line for the installation of armor on M1151 HMMWV Family of Vehicles.

Responsible for the before, during, and final inspection of light and heavy wheeled vehicles used by the military in support of OIF. Assured that all military vehicles that were repaired complied with the military standards for 10 and 20 level safety and maintenance In Accordance With (IAW) published Technical Manuals (TMs). Conducted routine safety inspections of work areas as well as monitored the daily morale and welfare of mechanics.
