Executive Summary

Created the first Attorney position that implemented policy and guidance on the use of ADR

throughout the DOJ. Provided training, education, guidance and support throughout all civil

litigation branches of the DOJ on the use of ADR in pro-actively resolving cases involved in

litigation.

Professional Highlights (2002- Present)

M assachusetts Medical Technology Start-Up 2011, Successfully facilitated a conflict

assessment and drafted a report, as well as acted as a workplace mediator, conflict coach and

ombud. Workplace assessment involved all company personnel such that recommendations

for overcoming the issues could be timely addressed. The issues were holding the company

back from the required growth for the product manufacturing and increased growth.

M assDOT- Accelerated Bridge Design- Design of Public Stakeholder Process 2010

Facilitating stakeholder engagement meetings on redesign of a major historical bridge

(Longfellow Bridge) in Massachusetts. Working with 45 stakeholders who worked through a

consensus process to reach an acceptable design for a bridge span in an effort

accommodating all forms of transportation uses, including bikers, public commuter train,

pedestrians, boaters, public parkland access. A follow on project will be to assist in design

and training the MassDOT agency on public engagement processes for future engagements

surrounding design & construction of major transportation issues throughout the state.

Pew Charitable Trust FDA/DOA Sponsored Food Safety Project 2010

Facilitated meetings with stakeholders from the mid-Atlantic area. Engaging the federal

government (FDA/DOA) and local community farmers in a discussion and information

gathering sessions. Goal was to share insights on what is plausible and workable with

agricultural farmers as the FDA drafts legislation on produce safety. The government is open

to information on best practices for handling food especially with respect to compost, water

and foliar contact water, farm worker health and hygiene as well as wildlife and farm livestock

issues as well as trying to ascertain the economic impact on the growers and the products.

National Conversation on Public Health & Chemical Exposure 2009

Facilitated meeting with key stakeholders from environmental justice communities

commencing an 18-month process engaging the federal government (CDC/HHS) and national

and local community groups. Goal: to share insights on improvements needed by local, state

and federal agencies on issues that need attention when any chemical exposure occurs.

New York State Department of Health, Community Engagement on Pandemic Planning

for Vulnerable and At-Risk Populations, 2007-2008

Directed the entire project and facilitated at one of four community site meetings held

simultaneously throughout New York State. The purpose of the meetings was to gather

information from local community members about local priorities for medical resources during

a public health crisis.

Association of State and Territorial Health Officials (ASTHO) Community Engagement

Meetings for At-Risk Populations Pandemic Planning,

2007-2008

Directed a team in organizing and designing this initiative sponsored by the Association of

State and Territorial Health Officials (ASTHO). This project engaged at-risk populations and

care and service providers for these populations in community and stakeholder based

discussions concerning needs to support at-risk populations during a public health crisis like a

pandemic outbreak in various regions of the U.S.

Centers for Disease Control and Prevention (CDC) Public Engagement Project on

Vaccine Prioritization for Pandemic Influenza, 2006-2008

Directed a Keystone team in organizing and designing this initiative sponsored by the

Association of State and Territorial Health Officials (ASTHO). This project engaged citizens

and stakeholders in discussions and deliberations on the prioritization of should be vaccinated

early and how to best prioritize the limited vaccine as it is produced during a pandemic

outbreak in the US. The synthesized public input was presented to federal advisory boards for

consideration as they developed guidance on national treatment prioritization in the event of a

pandemic. The final draft guidance has been disseminated and vetted widely throughout

federal agencies and the private sector.

Centers for Disease Control and Prevention (CDC) Public Engagement Project on

Community Control Measures for Pandemic Influenza, 2006-2007

Co-directed this initiative sponsored by Keystone and the ASTHO. This project engaged

citizens and stakeholders in discussions and deliberations about the tradeoffs associated with

community control measures, which might be implemented early on against an impending

pandemic influenza outbreak. To conduct this public engagement, the sponsors made use of

the Policy Analysis Collaborative (PACE), an innovative model for engaging both the organized

stakeholder public, made up of groups such as professional health societies, business

groups, and education associations, and the public made up of citizens-at-large. Engagement

of both groups informed the development of a sound national strategy and helped build public

support for the guidance.
