Craig Hullinger AICP is a Partner in the City Planning and Economic Development consulting firm of Ruyle Hullinger and Associates. He has over thirty five years of experience in city planning and economic development.

Hullinger holds a Masters Degree in Environmental Planning. He is member of AICP ( the American Institute of Certified Planners,) a Vietnam Veteran, and is a retired Colonel in the Marine Corps Reserve. He is married to Beth Ruyle and the father Bret Hullinger.

WORK EXPERIENCE:

Over thirty five years of city management, planning and economic development experience. Provided consulting services to governments, land developers, and attorneys. Emphasis on municipalities and counties. Developed numerous plans, annexation agreements, economic development studies, transportation plans, housing studies, environmental studies, strategic plans, and zoning and subdivision ordinances. Designed numerous developments. Served as an expert witness numerous times.

Led the development of fourteen comprehensive plans, and seven major zoning ordinance amendments. Reviewed over three hundred proposed land developments. Developed numerous open space plans and community improvement plans.

Served as Economic Development Director, Village Manager, Village Administrator, Chief of Development, County Director of Land Use & Planning Director. Also served as a volunteer social worker and US Marine, promoted from Private to Colonel in the Marine Corps Reserve. Vietnam veteran. Top Secret Security Clearance.

Directed Economic Development Department. Created aggressive redevelopment plans, started two Tax Increment Financing Districts, helped business expand, developed plans to improve city riverfront. Direct the Building, Zoning, Planning, Engineering, Solid Waste Departments of Will County, a rapidly growing County of 400,000 in the Chicago Metropolitan Area. Reengineered the Building and Engineering Division. Successfully managed development in the most rapidly developing local government in Illinois. Restored integrity, morale, & prestige of Department. Developed Transportation and Eastern Land Plan, started GIS and Storm Water Plan.

Prepared plans for improvements to Illinois Transportation commuter rail Northeastern and bus transit. Economic development coordination. Station area development strategies.
