TRANSIT PLANNING AND MANAGEMENT EXPERIENCE AT LIMA &

ASSOCIATES

Casa Grande General Public Transit Study, Arizona. Project Manager and planner for

this project to develop an implementation plan for a start-up transit system for the City of

Casa Grande and prepare a Federal Transit Association Section 5311 funding grant

application. Conducted extensive field views of potential transit routes and develope d

candidate route and schedule scenarios. Prepared pro-forma statements of income and

operations for the scenario selected by the City and prepared the grant application for

submittal to the Arizona Department of Transportation and the FTA. Identified

recommended equipment, and prepared management and maintenance plans. Oversaw the

creation of GIS map exhibits depicting the findings and recommendations of the plan.

Apache Junction Transit Feasibility Study, Arizona. Project manager for this

assessment of local transit needs in the Apache Junction area. Tasks conducted include a

survey of the transportation-related concerns of major area employers and a field review of

existing trip generators and attractors and likely transit corridors. Analyzed sever al

operating and funding scenarios to determine the feasibility of implementing transit service

at different demographic thresholds. Tasks also included preparation of working papers, the

final report, and a public participation process.

City of Phoenix Bus Bay Prioritization Update, Arizona. Managed this update of a

previous project that prioritized locations for bus bays based on both levels of transit usage

and traffic delay avoided. Managed the development of GIS maps depicting candidate

locations and graphically presented the prioritization process and findings. Prepared the

Final Report.

Payson Public Transit Feasibility Study, Arizona. Project manager for this assessment

of local rural transit needs in the Payson area. Tasks conducted include a survey of the

transportation-related concerns of major area stakeholders and a field review of existing

trip generators and attractors and likely transit service areas. Determined area transit

demand using TRB rural transit demand methodology, and analyzed several potential

transit service operating and funding scenarios. Tasks also included preparation of

working papers, the final report, and a public participation process.

Camp Verde Transit Study, Arizona. Project planner for this study. Tasks included

surveying major employers in the area to identify any unmet transportation needs of their

employees, a field review of existing transit and paratransit providers, and the development

of alternative management, operation, and funding scenarios, including recommendations

for equipment, routes, scheduling, and maintenance and marketing programs. Tasks also

included preparation of working papers, the final report, and a public participation process.

City of Phoenix Bus Bay Study, Arizona. As a member of the consultant team,

participated in the development of the scope of the study, collected and compiled data

relating to the study, and prepared the data for use in ArcView GIS for analysis.

Conducted a field review and analysis of a sample area of the Cit y and drafted and refined

the prioritization methodology. Analyzed the ArcView output data and participated in

recommending sites for further consideration as bus bay locations. Prepared the text and

supporting tables for the final report.

Casa Grande Transit Feasibility Study, Arizona. Project manager for this assessment of

local transit needs in the Casa Grande area. Tasks conducted include a survey of the

transportation-related concerns of major area employers, a field review of existing transit

and paratransit services, and an analysis of several operating and funding scenarios to

determine the feasibility of implementing transit service. Tasks also included preparation of

working papers, the final report, and a public participation process.

Verde Valley Transit Study, Arizona. Participated in the drafting of technical

memoranda, including a description of existing travel conditions, and a compilation and

analysis of trip generation and attraction data. Interviewed major employers and the

management of area tourist attractions. Designed display boards for Open House, and

assisted with the facilitation of the Open House and the Technical Advisory Committee

meetings. Edited final report.

Pinal County Transportation Study Update, Arizona. Prepared the transit chapter of

the report. Updated and edited information with respect to bus, rail, and paratransit

service in the study area. Developed and presented original concepts for consideration by

the client, which were included in the final draft for review.

City of Tempe Bus Facility, Arizona. Collected and compiled data for a Bus Pull-Out

Priority Study for the City of Tempe into a spreadsheet format to be analyzed by the

consultant team for the purposes of identifying and prioritizing potential b us pull-out

locations. Inspected potential pull-out locations and identified potential construction

constraints. Participated in the drafting and editing of the final report.

OTHER TRANSIT PLANNING AND MANAGEMENT EXPERIENCE

Arizona Central Lines, Phoenix. From January 1983 through January 1988, was

President and General Manager of this mini-bus shuttle service, which connected Flagstaff

and Prescott with Phoenix Sky Harbor Airport until replaced by additional air service

between Flagstaff and Phoenix. Although airport connections represented the bulk of the

passenger volume, operation was developed at the suggestion of Amtrak and also served as

a through bus connection between Amtrak s Southwest Chief at Flagstaff and stops in the

Phoenix area. Developed concept for service, selected stops and equipment, planned

schedules, hired and trained personnel, and established maintenance and safety procedures.

Established interline ticketing agreements with Amtrak and Trailways, as well as agreement

with City of Phoenix for operation on Airport property.

RAILROAD PLANNING AND MANAGEMENT EXPERIENCE AT LIMA &

ASSOCIATES

San Luis & Rio Grande Ridership Demand Study, Colorado. Project Manager and

planner for this development of ridership demand estimates for the 2010, 2015, 2020, and

2030 horizon years for a proposed rural passenger rail service in South-Central Colorado.

Obtained traffic data from the Colorado Department of Transportation for the highways

paralleling the rail route and socioeconomic data from the state demographer. Developed

ridership estimates based on a reasonable modal split between rail and highway for

different populations. Employed the Transit Cooperative Research Project s rural transit

demand estimating procedure. Oversaw the creation of GIS map exhibits illustrating the

findings and recommendations of the study.

Arizona Eastern Ridership Demand Study, Arizona. Project Manager and planner for

Yuma West Commuter Rail Development Plan, Arizona. Leading Lima & Associates

tasks for this study of the feasibility of implementing commuter rail service along a rail

corridor connecting downtown Tempe and Phoenix with southwest suburbs. Participated in

an inventory of the existing UP rail line, the development of a conceptual commuter rail

operating plan, and identification of infrastructure improvements necessary for the

implementation of commuter rail service. Overseeing the development of GIS map exhibits

illustrating the findings and recommendations of the plan.

High Speed Passenger Rail Strategic Plan 2007, Arizona. Led Lima & Associates tasks

in the validation and reassessment of the Phoenix-Tucson High Speed Rail Passenger Study

that had been conducted for the Arizona Department of Transportation in 1998. The

elements of the 1998 Study that were reevaluated included the options for routing,

schedules, and station locations. The methodology used to develop ridership estimates in

1998 was assessed, together with intervening changes in Phoenix-Tucson corridor traffic.

CATRail Transit Feasibility Study, Las Vegas, Nevada. As a member of the

performance review project team, participated in a review of the ridership estimation

methodology for a proposed high capacity transit corridor in the Las Vegas area.

Compared the size of station buffer zones or catchment areas in different parts of the

corridor with those used in analogous studies in peer areas. Assessed the choice of existing

CAT bus routes used to anticipate the modal split in the proposed corridor.

OTHER RAILROAD PLANNING AND MANAGEMENT EXPERIENCE

Kyle Railways, Inc., San Francisco, California, and Scottsdale, Arizona Prior to,

during, and subsequent to employment as general manager of the San Pedro &

Southwestern Railway in Benson, acted as a consultant/planner for Kyle Railways, Inc., the

parent company of the San Pedro & Southwestern Railway. Co-authored and-or edited

several feasibility studies and performed other tasks for Kyle including

Lease or Acquisition of Magma Arizona Railroad Company, Superior, Arizona.

Developed and prepared an acquisition and operating pro-forma for an excursion rail

operation over this dormant short line in Central Arizona. Conducted a field view of

potential terminal areas in Superior and Florence Junction. Participated in a field view

of the rail line with Kyle and Magma personnel. Participated in the development of

scenarios for operations, right-of-way-maintenance, mechanical maintenance, and

administration. Prepared maps and graphics, and prepared and edited the Final Report.

Acquisition of Certain BNSF Branch Lines in Nebraska. Participated in the

development of scenarios for operations, right-of-way-maintenance, mechanical

maintenance, and administration. Edited the Final Report.

Lease, acquisition, or management of the Algoma Central Railway, Ontario, Canada .

Participated in the development of operations, right-of-way-maintenance, mechanical

maintenance, and administrative scenarios. Prepared and edited the Final Report.

Lease and/or Acquisition of Rail Branches in the San Joaquin Valley, California.

Participated in the development of operations, right-of-way-maintenance, mechanical

maintenance, and administrative scenarios. Prepared maps and graphics, and edited the

Final Report. Kyle successfully completed the proposed lease and acquisition and

operated the lines as the San Joaquin Valley Railway until their sale as part of a

corporate merger process.

Kyle Railways marketing maps and logo creation, Scottsdale, Arizona . Created a new

corporate logo for Kyle Railways, Inc. Edited corporate newsletter. Also created

logos and marketing collateral maps for subsidiary companies including the Kyle

Railroad in Kansas, the Alabama and Gulf Coast Railway, and the Eastern Alabama

Railway.

San Pedro & Southwestern Railroad, Benson, Arizona. Managed start-up short-line

railroad operation. Developed and prepared acquisition and operating pro -formas.

Designed a computerized rail freight car accounting database, including routines for the

monthly calculation of switch settlements, car hire, reclaim, demurrage, and storage.

Developed record-keeping system praised by local Federal Railroad Administration (FRA)

officials. Developed rapport with connecting Class I railroad, rail freight customers, and

commitment to service resulting in sustained growth in freight traffic over three year

period. Helped conceive and implement a successful excursion train operation and created

promotional materials and marketing strategies for the train.

Governor's Phoenix-Tucson High Speed Rail Task Force, Arizona. As an independent

subconsultant to Kimley-Horn and Associates, created and edited the Executive Summary

of the Final Report and designed the Report cover.

Grand Canyon Railway, Williams, Arizona. Participated in the conceptualization of a

special excursion train operated in conjunction with the Phoenix Union Station Days

event hosted by the Arizona Rail Passenger Association in 1991. Created a promotional

brochure for the Hassayampa Special excursion.

May 2000 Talgo Train Demonstration, Phoenix, Arizona. Participated in the

conceptualization of this special excursion sponsored by Amtrak, the Arizona Department

of Transportation, the Arizona Rail Passenger Association, and other stakeholders.

Developed and created the official brochure/map that was distributed to all who rode the

train. Acted as a train host; assisted with on board tours as well as passenger services

while underway.

OTHER PROJECTS CONTAINING RAIL ELEMENTS (LIMA & ASSOCIATES)

SR 77/Oracle Road Multimodal Corridor Profile Study, Arizona. Transit planner for

this study. Tasks included evaluating the transit systems of peer jurisdictions together with

existing plans and studies related to transit in the greater Tucson area. Current and future

corridor demographics were analyzed to determine appropriate levels of corridor transit

service. Assisted in conducting two transit workshops to obtain input from area

stakeholders, including the preparation of handouts and briefing materials. Drafted transit

elements of project working papers and the final report.

City of Maricopa Small Area Transportation Study, Arizona. Transit planner for the

assessment of the transportation needs of this rapidly growing community in Pinal County,

Arizona. Documented existing intercity bus, Amtrak, and special needs transit services in

the Area. Researched and documented policies and issues regarding the future construction

of new highway rail crossings.

Specialized Transit Planning Services for the 2030 Regional Transportation Plan

Update, Arizona. Led the effort to provide GIS-based mapping services for this

transportation plan update for the Pima Association of Governments. Maps included

details such as the location of bus stops, shelters, bus bays, park-and-ride lots, transit

centers, and community activity centers. Tucson-area rail lines, fixed-route transit system

routes and the extents of special needs transit service areas were also shown. Documented

information regarding the existing rail infrastructure and intercity rail passenger service in

the Tucson area.

Arizona s Transportation Infrastructure. Assisted in the revision and editing of this

document for the Arizona Department of Commerce. Drafted revised language for the

multimodal portions of the document, including sections concerning aviation, rail, and

transit services.

Queen Creek General Plan, Arizona. Participated in drafting the multimodal

transportation circulation element of the General Plan Update, including documentation of

area rail history and assessment of existing rail facilities.

Comprehensive Plan for La Paz County, AZ. Drafted rail, transit, and multimodal

components for the circulation element of the La Paz County General Plan Update.

I-40 Multimodal Corridor Profile Study, Arizona. Participated in the editing and

drafting of additional language for the Final Report and the Executive Summary.

Participated in the editing of the Business Route Inventory. Designed and created a

brochure promoting the need for improvements to the corridor. Assisted in the preparation

and facilitation of a series of three Open Houses held to obtain public comment on the

results of the Study, including display board concept and design, site location and set -up,

and event promotion.
