I am an environmental specialist with technical degrees in environmental studies. My area of expertise
is regulatory compliance; however, I have a comprehensive set of skills and experience ranging over
many areas including Oil Discharge Prevention and Contingency Plan development; implementing,
auditing, and maintaining compliance-focused environmental management systems; preparing human
health and ecological risk assessments; community relations; statistical analysis; database
management; and technical report preparation and administration. I have worked in environmental
consulting in Alaska since 1994 and currently hold the position of Oil Spill Response Compliance
Authority with BP Exploration (Alaska), Inc. (BPXA).
Selected Project Experience
Regulatory Compliance and Permitting
Maintain Oil Discharge Prevention and Contingency Plans (ODPCPs) for BPXA s North Slope oil
production facilities.
Maintain the Prince William Sound (PWS) Tanker ODPCP (share administrator duties).
Managed ODPCP renewals for BPXA s North Slope facilities.
Assisted in the management of the PWS Tanker ODPCP renewal for a contingent of oil shipping
companies working in PWS.
Prepared reports required by the Environmental Protection Agency (EPA) for BPXA Solid Waste
Management Units (SWMUs).
Assisted BPXA s CACI Group in the development of waste management guidelines for North
Slope operators.
Prepared Spill Prevention Control and Countermeasures (SPCC) plans for clients in Alaska,
Wyoming and North Dakota.
Tracked environmental regulatory changes for the following states: Alaska, Colorado, Wyoming,
North Dakota and Montana.
Prepared storm water Notices of Intent (NOIs) for coverage under the state general storm water
permits for clients in Alaska and the Rockies. Drafted Storm Water Pollution Prevention Plans
(SWPPPs) for clients in the Rockies.
Assisted clients in obtaining the necessary permits for compliance with solid and hazardous waste
regulations in Wyoming and North Dakota.
Environmental Management System
Assisted several companies with the development and implementation of their compliance-
focused environmental management systems. Clients included: OASIS Environmental, First
Energy Service Company, MI Drilling, Quadco, Inc., Cameron, Sourdough, Inc., ASCI, Doyon
Universal, and Alaska Interstate Construction (AIC).
Assisted BPXA with the maintenance of their EMS. Worked on maintaining BPXA s permit
tracking system and identifying new permit requirements for BPXA s environmental compliance
matrix.
As a Lead Auditor, conducted EMS and compliance audits for clients in Alaska and the Rockies. I
have knowledge of federal and state (Alaska, Wyoming, Montana, North Dakota, and Colorado)
environmental regulations in the following areas: storm water, waste water, drinking water, solid
waste, hazardous waste, universal waste, used oil, spill prevention and response, Emergency
Planning and Community Right To Know Act (EPCRA), Toxic Substance Control Act (TSCA), and
Underground Injection Control (UIC).

Developed and conducted several EMS awareness and environmental compliance training
courses for clients. Class size ranged from 5 to 25 students.
Human Health and Ecological Risk Assessment
Provided risk assessment services and support for human health and ecological risk assessments
throughout Alaska using Alaska Department of Environmental Conservation (ADEC) Method 4
methodology. Clients include EarthTech (611th CES/CEVR), ADEC, Alyeska Pipeline Services
Company (Alyeska), BPXA, Unocal Oil & Gas (Unocal), the United States Air Force (USAF), and
PaugVik Development Corporation (PaugVik).
Community Relations
Provided administrative support and community-relations expertise for restoration advisory board
(RAB) meetings to the U.S. Navy Engineering Field Activity Northwest, the U.S. Air Force, the
U.S. Army, and Defense Energy Support Center.
Environmental Assessment
Project Manager for several Phase I environmental site assessments (ESA) on commercial
properties throughout Alaska.
Field manager for several Alyeska projects including a pipeline-wide buried-valve soil gas survey,
multiple contaminated site assessments, and field sampling activities in support of establishing
risk-based cleanup levels at several construction-era facilities.
Field manager for post-closure environmental monitoring activities at the North and South Barrel
Bluff sites at the King Salmon Airport, Alaska.
Conducted ground-water monitoring activities to fulfill permitting requirements for the Matanuska-
Susitna Borough landfill system.
Conducted several NEPA-required environmental assessments in support of the Village Water
and Sewer Project for the North Slope Borough.
Prepared several final Records of Decision (RODs) for sites throughout Alaska for the Department
of Defense (DoD).
Researched and summarized state-of-the-art pipeline leak detection systems for the ADEC.
Evaluated environmental and hydrogeologic conditions at several sites in Alaska for which the
Federal Aviation Administration has responsibility.
