SELECTED ADDITIONAL PROFESSIONAL ACTIVITIES

(RECENT YEARS)

2004: Chairperson, United Way committee to explore affordable housing in the city. Brought together bankers, agency heads, government officials, landlords, newspaper representatives, etc. to discuss vital issues and road blocks to providing affordable housing, and offer suggestions for meeting the needs of lower-income families.

2001: Research Vendor: The Missouri Department of Transportation has instituted a Cooperative Marketing Program for Missouri cities, involving the receipt of grant money to promote tourism. I am the resource person for Region One. My role is to assist applicants with their Project Research Plans.

Consultant: Retained by the Downtown Partnership to analyze and critique a large study by one of the largest hotel-consulting firms in the country, Horwath Hospitality Consulting. Their study, entitled "Economic Feasibility Study, Proposed Conference Center, St. Joseph,. I was asked to review this document and comment on any potential flaws in methodology, errors, and omissions. After I interviewed local participants and consulted with experts on convention location theory, I found flaws in both mathematics and methodology. My conclusions were that the study was fundamentally flawed and could not be used to support locating a convention center on the city's East Side. My report was later used to guide plans to develop such a center downtown.

1999-2001: Chairman, United Way Asset Mapping Committee. Asset mapping is an

attempt to catalog all of a neighborhood's human assets, talents, and abilities

for the common good. Led in development of survey instrument, prepared a how-to

video and presented and explained asset mapping at several community meetings.

Each surveyed resident provided information on his or her individual work

experiences, hobbies, talents, and abilities. The raw data was then turned over

to volunteers at Heartland Health System who will create a large skills and

abilities matrix of the individuals in the Lindbergh district. This capacity

inventory will be used to mobilize the talents and abilities of the members of

that community to help themselves solve their own neighborhood problems, as well

as provide vital human resources to Lindbergh School.

1999: Conducted second community policing survey: As the former Evaluator of the Regional Community Policing Institute, I had a contractual arrangement to guide development, implementation, and assessment of community policing surveys, which were instrumental in initiating community/police interaction while serving as a catalyst leading to projects that increased the quality of life in Missouri communities.

The charge from the Department of Justice was to implement community policing so as to improve the quality of life in our neighborhoods throughout the nation. The initial survey could only tell us how members of the community felt at the time. I conducted a second survey of the same area one-year after the implementation of community policing and neighborhood projects. This data, in conjunction with the first survey results, will be used by the St. Joseph Police Department to assess their efforts in implementing community policing.

Member: United Way Long-Range Planning Committee.

1997-98: Evaluator, Regional Community Policing Institute. Contractual

arrangement with the Regional Community Policing Institute to guide development,

implementation, and assessment of community policing surveys, which will be

instrumental in initiating community/police interaction while serving as a

catalyst leading to projects that will increase the quality of life in Missouri

communities. Evaluated completed program, submitted report to COPS offices,

Department of Justice, Washington, D.C.

1997- : Member, Buchanan County Development Council. Selected by County

Commissioners to serve on Council responsible for making economic development

recommendations to County Commissioners on use of 1/4 cent sales tax revenues

for economic development projects.

1997: Demographic Analyst, area transportation survey. Designed survey

instrument, conducted telephone surveys, analyzed and presented results to the

St. Joseph Long-Range Transportation Planning Committee, which consisted of

members from the City's Department of Public Works, and the Missouri Department

of Transportation. The survey is part of a study to discern traffic patterns,

the public's views on various modes of transportation, and suggested methods of

financing road and highway repair and construction.

1996: Consultant. Authored, "The Economic Impact of the Heartland Health

System East Campus Construction Project. Calculated the net economic impact of

HHS's 5 year, $51,486,627 construction project.

1995: Demographic Analyst, flood recovery survey. Surveyed flood victims in

multiple counties concerning the extent and quality of services provided by the

Flood Recovery Project of the Family Guidance Center, and the University of

Missouri Extension Center. Designed instrument, conducted telephone surveys,

analyzed and presented results.

1994: Demographic Analyst. Developed for the Job Corps in the St. Joseph

area, an array of jobs most likely to increase the demand for labor in the

future, including training needs and salary projections. Recommendations to be

used to redesign their job programs beginning in 1994.

Consultant. Prepared evaluation of St. Joseph Junior League regarding

survival and economic viability. Developed long-range plan to refocus mission

plan, enhance finances, increase membership, and rejuvenate organization.

Consultant. Designed, calculated, interpreted, and presented findings, East

Side Human Resources Center Needs Assessment Survey. Data used to measure view

of services offered. Report used to renew United Way funding.

1993-95: Consultant. Authored four economic impact studies which were

submitted to the Missouri Gaming Commission as required for consideration of

receipt of riverboat gaming licenses. These studies presented the net economic

impacts of the riverboat operations on the cities and counties surrounding the

proposed gaming sites. The studies included the application of appropriate

multipliers to organizational spending and employment figures for each area.

1993: Demographic Analyst, St. Joseph Cablevision surveys for city of St.

Joseph. Designed instruments, conducted telephone surveys, analyzed and

presented results.

Demographic Analyst, Youth Alliance Violence in Schools survey. Aided in

design of instrument, calculated, analyzed, and presented results.

1991: Chairperson, Allied Arts Allocations Process '91 Ad Hoc Review

Committee.

Member, Area Economic Development Council and several other Chamber

committees.

1990-91: Authored and researched, "The Economic Impact of the Arts and

Cultural Attractions." This study calculated the net economic impact of St.

Joseph's eight funded arts organizations, the Allied Arts Council, the cultural

contribution of Missouri Western State College, and the city's eight museums.

Based upon the information provided by four surveys, the study applied

multipliers to organizational spending and employment figures, and factored in

the net contribution of out-of-town visitors. The study was commissioned by the

Allied Arts Council and funded by a Missouri Arts Council grant.

1990: Chairperson, Allied Arts Allocations Ad Hoc Committee.

1989- : Member, St. Joseph Industrial Development Authority. Appointed by

Mayor Kelly. Reappointed in 1990 by Mayor Stobbs. This is the city's organization, which provides a funding source for industrial development in St. Joseph. The IDA approved the issue of over $200,000,000 in municipal bonds during 2001.

1990- 1989: Demographic Analyst, Mayor's 1/4 Cent Sales Tax Task Force. Led

in researching, designing and conducting both input and output telephone

surveys. The former established a data base of citizen's perceptions concerning

the sales tax, and the latter utilized this information to persuade citizens to

vote for the tax. The tax received a majority vote in every precinct.

Member, #353 Task Force. Appointed by mayor to help formulate St. Joseph's

Urban Redevelopment Ordinance, which established the legal framework for the

city's use of imminent domain.

1987-89: Member, Chamber of Commerce Area Economic Development Committee.

1987: Administrator, 1987 Wage & Salary Survey, St. Joseph Metropolitan

Area, under the auspices of the St., Joseph Chamber of Commerce, and for

Associated Industries of Missouri. Responsible for organizing, training, and

overseeing pollsters, collecting all data, and acting as resource person for

participating businesses.

Demographic Analyst. Conducted telephone survey for major newspaper. The

survey was a 600-response demographic readership study of Buchanan County,

Northwest Missouri, and Northeast Kansas. Responsible for selecting and training

15-person survey team, deciding how many and which respondents to contact on a

county-by county basis, overseeing the data, and interpreting the results for

management.

1986: Member, Community Support for Public Institutions Advisory Committee.

Part of Leadership '86 project to develop effective community leaders. Led in

discussion and analysis of community tax base and its relationship to meeting

community needs.

1985-86: Demographic Analyst, St. Joseph United Way Needs Assessment Survey

Committee. Provided leadership in designing mail-out survey instrument for

random survey of St. Joseph citizens, administering survey, analyzing

statistical results, and presenting findings (1985-86). Assisted in designing

Needs Assessment survey of service providers, administering instrument,

collecting and analyzing data, writing final report.

1985: Demographic Analyst, Inter-Serv Community Needs Survey Committee.

Inter-Serv is an interdenominational umbrella organization which houses a

variety of community service programs and centers. Provided leadership in

designing instrument, organized pollsters, constructed census tract-based family

income/poverty matrix, and analyzed results aided by a SPSS cross-tabulation

statistical program.

Demographic Analyst, St. Joseph Image Task Force. Chamber citizens.

Participated in design of instrument, organized and conducted telephone

pollsters, compiled 350 valid responses, helped analyze results and make

recommendations.

1984: Demographic Analyst, St. Joseph Area Wage and Fringe Benefits Survey

Committee. Contributed to design of survey instrument, organized 50-60

pollsters, and oversaw collection and tabulation of data from the 150 major

corporations and businesses in the St. Joseph SMSA.
