Health Promotion and Population Health
Work with individuals, special interest groups, community agencies and different
levels of government in assessing needs and developing 18 month to 3 year
community-driven projects to meet these needs. Using a population health
approach, assess and monitor up to 150 different projects per year with annual
budgets ranging from $5,000 to $750,000. Skills required: budgeting, extensive
group animation, facilitation, writing, public speaking a keen appreciation of
group dynamics and cross-cultural sensitivity.

Management Commission Program Coordinator
Worked with inner city, fixed income families to develop small-scale resident
managed food/flower gardens. Program aimed at production of food but focus
was socialization and esteem building of subsidized housing residents through a
resident gardening program. Program sponsored over 20 separate community
garden initiatives throughout B.C., a major garden competition, regular resident
workshops and the production of a monthly newsletter. Skills required: cross

Health Promotion and Population Health
Trained professional human services staff in evaluation of complex human
service projects using the Logic Model. Developed and delivered training
modules for staff working with different types of human service projects.
Reviewed and provided feedback, written and oral to project representatives and
their professional evaluators on their evaluation plans.
Developed an overall evaluation strategy with government, funded partners,

On an acting assignment, managed the B.C. Regional Office responsible for

to three part and full time support staff and five full time program consultants.
Coordinated consultations with provincial counterparts, other federal counterparts
and assumed a leadership role in work planning, hiring, needs identification,
community input to review and other consultation processes. Represented the
Regional Director of Health Promotion and Social Development, regional staff

On secondment from B.C. Regional Office to Seniors Secretariat, Ottawa,
working as a member of a special committee to the Minister of State for Seniors,
developing guidelines and policy toward a national strategy on aging. Skills
required: creativity, initiative, negotiation and writing.
Contract Experience
Principle Evaluator for the Community Food Action Initiative (CFAI)
responsible to work in collaboration with the Provincial Health Services Authority,
the Ministry of Health and five regional health authorities to develop an
evaluation framework, design measurement tools to assess five CFAI outcomes.
The CFAI is delivered by multiple lines of authority (five health authorities) and
has funded over 150 community-based projects each undertaking different
activities related to food security. Current/Ongoing
Facilitator, advisor and evaluation/planning consultant to Aboriginal Health
- Currently of the BC Ministry of Health. Responsible for developing an outcome-
based evaluation and data collection system linked to each Health Authority
Aboriginal Health Plan using a web-based outcome monitoring system. Includes
completing strategic outcome-based planning directly with the BC Aboriginal
Health Network and the Aboriginal Health Leads of each Health Authority,
working with Aboriginal Health, health authority staff and in partnership with
Performance Management and Improvement Division (PMID).
Evaluation Consultant and Facilitator for the Ministry of Healthy Living
and Sport Aboriginal Health for the 29 actions identified in The
Transformative Change Accord: First Nations Health Plan (TCA:FNHP)1 to
improve the health and well being of First Nations, to close the gaps in health
status between First Nations people and other British Columbians, and to
ensure First Nations are fully involved in decision-making regarding the health
of their peoples.

Aboriginal Health and the main Aboriginal political and service organizations

Evaluator/Facilitator for the Integrated Mentor Program in Addictions
Research Training (IMPART), 2003-05- a program funded by Canadian
Institutes of Health Research (CIHR)
EarthSave Strategic Planning 2006 (volunteer) Developed Program Logic
Model in one day work shop with participants.
Coordinating Consultant on Reproductive Health Screening Evaluation
2005/06. Responsible for overseeing the rewrite of a major 3 year process
evaluation; amending the evaluation with evidence-based recommendations; a
comprehensive literature review and an economic analysis, (business case).
Responsible for co-facilitating a multi-level, diverse team responsible for guiding
the project. Produced two reports; (one summary for mass distribution) reporting

UBC Family Nurse Practitioner Evaluation. 2005 Responsible for completing
an evaluation within a very short time frame to evaluate the first two years of new
program that had many challenges in its developmental phase. Contract
required a high degree of sensitivity.
Evaluation consultant and facilitator for PHSA - Women's Health Research
Institute 2002-2004 which includes outcome based strategic planning linking
women s' health programs to research through a web based outcome monitoring
system.

Multi-level group of women academics from UBC, UVic, SFU, BC Women s, BC
Centre of Excellence for Women s Health and UNBC required mediation to reach
consensus on a complex formula to share network funding and develop an

Principal evaluator for the BC Aboriginal Tobacco Strategy 2003.
Comprehensive, participatory evaluation including working with Aboriginal
reference group, (Tobacco Steering Committee) to develop an evaluation
framework including a program logic model, outcomes, success indicators and
measurement tools. Completed pre/post evaluation on short and medium term
outcomes including measuring increase in awareness and knowledge around
tobacco misuse and abuse with 4 target groups: new trainees, trainees in

A CUSO Volunteer position as a teacher in a small agricultural high school in the
Southern Highlands of PNG. Major responsibilities included teaching all subjects

profitable unit.

As a returned CUSO Cooperant, lectured U.N. course "Rural Life Skills",
Extension Methods, Road/Bridge Building and Surveying. Directed operation of
extensive on-site demonstration farm. This activity included: organizing work
teams, setting schedules and coordinating all aspects of tea/coffee plantings, a
market garden and several acres of semi-mechanized sweet potato production.
