methodology. This methodology emphasizes close cooperation between the
business and IT in the definition of current and future business
models and supporting data, applications and technology architectures.
The plan and architectures will enable Tower to migrate from its
mainframe legacy environment to strategic, flexible platforms, ideally
employing object-oriented technology. The Strategic Plan was presented
to and accepted by the Board of Directors.
Along with the General Manager - Life, defined the selection process
for an IT Strategic Partner for Tower and negotiated the terms of the
Heads of Agreement and subsequent Master Agreement with EDS, the
chosen Strategic Partner. Negotiated a new Processing Services
Outsourcing contract with EDS and managed the delivery of services
under negotiated Service Level Agreements.
Defined and participated in a detailed process for the evaluation of
all IT functions to determine if they should be outsourced.
Directed various restructurings of the ISD Division.
Directed the development and installation of an Intranet pilot. This
project was contracted to EDS.
Directed a Data Warehousing Readiness Assessment project, contracted
to EDS.
Directed a team of business and IT managers and external consultants
in the preparation of a Management Plan to introduce Enterprise-wide

Position Director - Information Technology Reporting to Deputy
Commissioner - Revenue
Responsible for all Information Technology services to IRD. The
Directorate consisted of in-house staff of approximately 400 and 80-90
contractors. Principal functions included IT Strategic Planning,
Application Systems development and maintenance, Product Delivery
(Operations), Quality Management, Technology Research and
Communications, Financial Control and Reporting and Corporate
Services.
IT services were provided to approximately 5,200 IRD staff located in
35 offices throughout New Zealand. IRD's operations are heavily
computerized through the world wide acclaimed FIRST system which
consists of integrated core taxation systems delivered via On-Line and
batch processing services. Daily On- Line transactions exceed 2
million per day with an average response time of under 2 seconds.
FIRST is supplemented by state-of-the-art client/server applications,
which support Taxpayer Audit, Taxpayer Services and Revenue Assessment
activities. Telecommunications applications were being piloted which
will deliver imaging, integrated voice/data and electronic filing
solutions.
IRD/IT has been recognized by Computerworld USA as one of the top IT
sites, world wide ("Global 100" - May 1995) and recognized as "best
practice" in a 1994 Australasia benchmarking study. Tax authorities
throughout the world are continuing to visit IRD for a first-hand look
at the FIRST system and to learn from a large- scale, model business
and systems reengineering project (which is still in progress through
IRD's present Organizational Review).
Information Technology platforms included Unisys mainframes, IBM
mainframes, a variety of open systems hardware platforms, COBOL, LINC,
DMS II database, PROGRESS, ORACLE and a variety of other software
platforms. Formal project management systems were in use throughout IT
and a wide range of productivity tools and quality management
practices were adopted. Collectively, IT's quality initiatives were
known as "Simply the Best" Masterplan. This included an ISO
Accreditation Plan.
IRD had adopted a highly customized version of Andersen Consulting's
Method/1 (known as IRD/Method) as its Systems Development Life Cycle
Methodology. This methodology featured business-driven IT solutions
and business ownership of systems and is constantly reviewed for
potential improvements through IRD's Quality Management practices and
principles.
Director
- IT had relationships with all IRD senior management,
vendor/supplier senior management, public sector management, public
and private sector organizations and the media, both in New Zealand
and overseas. Within IRD, Director - IT sat on the Executive Systems
Committee and various other committees as chairperson or member.
Given its importance and size, IRD/IT is featured regularly in IT
industry publications in New Zealand and overseas (primarily Australia
and the USA).
Effective in February 1994, all systems development activities were
transferred from Andersen Consulting to IRD/IT in-house staff,
supported by various external contractors on an as-needed basis. This
was part of a planned skills transfer and transition.
NOTE: As part of the IRD re-organization (1995-1996), the position of

As project manager (ICMS - Integrated Customer Management System) for
Telecom Wellington, the role involved implementation of new business
processes and systems supporting approximately 800 On- Line users.
Project reporting was to the ICMS Review Committee, consisting of
Telecom Board members. The Telecom Wellington Ltd. project team worked
with the Telecom National project team and the prime contractor (IBM
NZ), to ensure that project deliverables were of acceptable quality
for live production. These project deliverables included software,
user and system documentation, business procedures and training.
Following successful implementation of ICMS in Telecom Wellington
Ltd., assumed the role of Manager - Quality Assurance for the national
project and then the roles of deputy and national project manager for
ICMS.
In 1991, was appointed by the Telecom NZ Board to oversee all computer
aspects of the IPO (Initial Public Offering). This share float was the
largest public offering in New Zealand, and required coordination with
several organizations, including the share registry companies and
investment bankers.
In late 1991, ICMS version 1 became fully operational and the system
was transferred to TNO for on-going support. (ICMS is still one of
Telecom's core systems and is being successfully marketed by IBM NZ to
Telcos throughout the world).
National project management roles for TNO included the installment of
the Telecom Corporate Business Information System based on TOPIC text
retrieval software and analysis of capital budgeting and
enterprise-wide project management systems.

agreement. The responsibilities of the position included coordination
of the effective delivery of contracted services to FCL. Services were
provided by DATACOM staff, including this position, on-site at FCL
offices and by all other DATACOM staff. The mandate of the FCL
Department required that those products and services that best
satisfied FCL's requirements were to be recommended. The major project
involved an Office Automation solution for FCL corporate executives
and staff. An effective, integrated Office Automation solution was
presented, accepted and implemented for the FCL corporate office.
