J. David Armstrong, Jr., is the Interim Chancellor of the Florida Community College System. The system has an
annual operating budget of more than $1.2 billion, and a annual capital outlay budget of approximately $200 million
annually.
Mr. Armstrong s vision for the system is summarized in the system s logo: Putting Minds To Work . He has
developed partnerships with education entities and business and industry organizations to develop and deliver programs
to train workers and to provide more opportunities for students in higher education, as well as with public and private
universities to assure further education opportunities for community college students.
He is active in several statewide organizations including the Council of 100, Workforce Florida Inc., the Board of
Governor s for the Florida Chamber of Commerce, is an alumni of the Leadership Florida Class of 1999-2000, and was
appointed by Governor Jeb Bush to the board for IT Florida as chair of its workforce committee. He was recently
selected to participate in Harvard University s Kennedy School of Government leadership institute for state and local
government senior executives. Nationally, he serves in several capacities including Chair-Elect of the National
Association of Community College State Directors, as an advisory member of the Education Commission of the States
Center for Community College Policy, and as a national Board Member for the Community College Survey of Student
Engagement.
His primary strategic initiatives for the system include providing access to lifelong careers through quality training
programs, providing business and industry with qualified workers, and assuring that all students have an opportunity to
further their education through access to bachelor s degree programs. The use of technology in the delivery of programs
and the support of students has also been a focus in recent years.
PROFESSIONAL EXPERIENCE
Interim Chancellor, Florida Community College System: July 2001 present.
Serve at the pleasure of Secretary of Education Jim Horne as the head of the community college system within
the Secretary of Education s K-20 administration. Member of the Secretary s cabinet, and was appointed by
the Secretary to provide leadership on the reorganization of the Department of Education. Primary advocate for
Community College System within new K-20 organization.
Executive Director, Florida Community College System: May 1998 July 2001.
Chief Executive Officer of the Florida Community College System and previously as secretary to the State
Board of Community Colleges. Managed and directed the Division of Community Colleges including
appointment and termination of staff; and administered the provisions of Florida Statutes, rules established
under the Florida Statutes, and all other applicable laws of the State relating to the system.

Acting Executive Director, Florida Community College System: January 1998 - May 1998.

Assistant Executive Director, Florida Community College System: June 1992 - December 1997.
Worked directly with the State Board of Community Colleges and the Council of Presidents to develop the
system's $850 million annual budget request, capital facilities, and other significant legislative and policy
initiatives for the system.
Managed the budget of more than $4 million for the State Board of Community Colleges and the Division of
Community Colleges, including capital outlay, expenses, and consulting services.
Chief liaison to the members of the State Board of Community Colleges and the Foundation for Florida's
Community Colleges, local boards of trustees, the community college presidents, and various other State
Board of Community Colleges' councils.
Deputy Assistant Executive Director, Division of Community Colleges: October 1991 - June 1992.
Many of the same responsibilities of the job described above developed while in this position, especially those
related to working with the Executive Director in a liaison role with various groups.
Educational Policy Director, Division of Community Colleges: 1988 - October 1991.
Developed and coordinated the legislative program for the Florida Community College System, including
drafting and analyzing legislation.
Maintained the system's master plan, and other planning activities such as the Agency Functional Plan.
Developed policy papers, speeches and responses to the Legislature and other policy groups on behalf of the
Executive Director and the State Board of Community Colleges.
Assistant to the President for Public and Governmental Affairs, Pensacola Junior College: 1984 - 1988.
College's liaison with the State Board of Community Colleges, the state legislature, and local governmental
agencies.
The president's assistant representing the college and the president with community organizations such as the
Chamber of Commerce, and with committees and groups within the college such as the Faculty Senate.
EDUCATION AND PROFESSIONAL DEVELOPMENT
Harvard University, John F. Kennedy School of Government - Participated in a three-week program for
Senior Executives in State and Local Government, June 2002.
Leadership Florida Selected to the Class of 2000, and participated in a year-long leadership development
program in a class of 50 leaders from business, industry, and non-profit sectors from across Florida.
American Association of Community Colleges Selected to participate in the Presidents Academy of
Community Colleges, a week-long leadership development program for 50 top national CEOs in community
colleges, July 1999.
