OSD/NII - IT Trans & Strategy, Enterprise Architecture: Mr. Turner developed DoD s Systems
Engineering (SE) policy for the Global Information Grid, enabling OSD to combine Net -
Centricity and the Net-Ready Key Performance Parameter concepts with the tenants of SE,
guiding DoD enterprise evolution.
US Army, USMC, US Special Operations Command Program Management: Mr. Turner
helped both the Army s Night Vision PM and R&D arms to exploit SE to optimize project (UAS
payload) and portfolio (EO/IR Sensors) management. He helped the USMC develop their
Unmanned Systems Tier concept ushering in USMC unmanned aerial systems. He also helped
US Special Operations Command transform myriad disparate robotic programs into a
comprehensive and complimentary portfolio of unmanned capabilities.

US Joint Forces Command (USJFCOM/J8) Enterprise Architecture, IT Trans & Strategy,
Technology: As a Senior Analyst for Unmanned Systems and C4ISR, Mr. Turner developed a
concept to resolve a gap in joint integration for UAS payload dissemination, secured
DEPSECDEF approval, and then served as the USAF PM for the development program. He
led C4ISR & UAS architecture analysis for HQ USAF/XI that led to more integrated capability
and over $40M in savings. Mr. Turner demonstrated expertise with JCIDS when he led the DoD
development of the Deployable Joint Command & Control (DJC2) Concept of Operations
(CONOPS), Quadrennial Defense Review (QDR) Joint C2 Execution Roadmap
US Army - IT Trans & Strategy: Mr. Turner served as the SME for the Army s development of
the Capability Production Document (CPD) for the Non -Intrusive Inspection System being used
to identify and locate Improvised Explosive Devices (IEDs) in Iraq and Afghanistan.
Mr. Turner s expertise across all areas of the defense acquisitions and capability development
life cycle supports a wide range of DoD, Joint and Service clients.
United States Air Force
As an active duty officer, Mr. Turner made long range impacts in future capabilities through
assignments specializing in Engineering, C4ISR, UASs, Leadership/Management, Military
Requirements & Acquisition, and Joint/Coalition Operations.
HQ US Air Forces in Europe - IT Trans & Strategy, Program Management: Mr. Turner served
as the Chief of Strategic Planning & Basing for the Director of Communications & Information.
He led the establishment of US European Command s communications infrastructure required
to support the U2 and Global Hawk UAS and served as USEUCOM s C4ISR SME to ramp up
for the Global War on Terrorism. There he also served as the US communications liaison to
NATO, including the effort to prepare Bulgaria for NATO membership.
HQ Air Combat Command Program Management: Mr. Turner served as Chief of
Communications for the Unmanned Aerial Vehicle Special Management Office, AF Command &
Control, Intelligence, Surveillance and Reconnaissance Center and HQ Air Combat Command,
Directorate of Requirements. He developed, approved and coordinated all AF UAS comm.
requirements, served as the comm. functional expert for full range of AF ISR platforms and
Managed communications support for the operational use of UASs in the Balkans
621st Air Mobility Communications Squadron Program Management: Mr. Turner served
as the Director of Operations. He led, trained and equipped over 120 persons to provide
communications support for USAF Global Reach mission in Western hemisphere. In this role,
he was the Program manager for operational testing of USAF s newest deployable
communications system, the Theater Deployable Communications (TDC) System.
395th Communications Squadron Multi-Agency, Program Management: Mr. Turner served as
the Plans & Implementation Flight Commander. He led 7 IT PMs implementing over $35M in IT
upgrades in 18 mo. on McGuire AFB, effectively modernizing the base infrastructure. He led
federal intra-departmental coordination to streamline local federal IT coordination processes.
US European Command - Multi-Agency, Program Management: Mr. Turner served as the
Deputy Director for Communications in Operations Provide Comfort and Northern Watch. In
this role, he was responsible for directing all communications support for coalition forces in
