Employment history and general information

Ir. Prof. Raymond WONG served the Immigration Department of the Hong Kong

Special Administrative Region (HKSAR), China over 35 years. He joined the

Department in May 1972 and was the Assistant Director of the Immigration

Department in charge of development and management of information systems and

related matters from 2002 till October 2007 when he retired from the Department.

Since 1982, Raymond had been responsible for the implementation of a number of

important IT projects of the Department. These included the Identity Card

Information System in the 1980 s; the Information Systems Strategic Study in 1991; the

Corporate Database project in 1994; the Travel Document Information System

supporting the issuance of the HKSAR passport in 1997; the Information Systems

Strategy Review in 1999. He was the mastermind and the lead engineer for the

implementation of the Updated Information Systems Strategy of the Department from

2000 till 2007. The implementation of the Strategy involved the launching of 32

projects including a number of innovative and high-profile projects like the Smart

Identity Card Information System in 2003, the Control Point System in 2004, the

Automated Passenger/Vehicle Clearance Systems (the e-channels) from late 2004 till

mid 2006, the Face Recognition System in late 2004, the e-Passport System and the

Easy Application and Investigation System, Electronic Records Programme in early

2007.

Raymond was the brain and heart of these projects (with a total non-recurrent

investment of over one billion US dollars) involving deeply in the whole project cycle,

including feasibility study, funding, vote-control, tendering, implementation and

maintenance. In view of his leadership and contributions in the project, Raymond has

been nick-named the father of e-channels and father of e-passport in Hong Kong.

After his retirement from the Hong Kong civil service, Raymond has been serving the

border control and biometrics industries as an international independent consultant.

He has served the IOM, Colombo, Sri Lanka on projects relating to the enrollment of

the biometric information from passport applicants since 2009. He has also served

the Directorate General on Immigration and Emigration of Rwanda for the

implementation of the Automated Passenger Clearance system at the airport and the

land border of the country from 2010. He also did a short term consultancy for the

IOM in Moscow in October 2010 for border management. He was commissioned by

IOM, Armenia to conduct a compliance study on the upcoming eID and ePassport

project of the country from late March 2012 to end May 2012.

Ir. Prof. Wong also served the community with passion. He was the Chairman of the IT

Division of the Hong Kong Institution of Engineers, 2006/07 session. He has been

member of the Accreditation Committee for Diploma Courses of the Hong Kong

Institution of Engineers since the 2007/08 session. He was the advisor of the Project

Management Institute, Hong Kong Chapter from 2007 to 2009 and is also advisor to a

number of universities in Hong Kong and China.

He received two Bachelor degrees of Laws in China and UK respectively and has been

awarded five Master degrees in Comparative Law, Chinese Laws, Management,

Information Systems and Business Administration from universities in U.K., Hong

Kong and China. He also holds a Doctor s degree in Business Administration,

University of Newcastle, Australia.

Awards

Raymond was awarded the Immigration Service Medal for Meritorious Service in

2001.

He was selected the top CIO of CIO 100, Asia, by CIO magazine, Singapore in 2006.

He was also awarded the ID People Awards (Honorable Mention) in the ID World

International Congress, Milan in November 2006.

He was selected the Hong Kong Computer Society Outstanding IT Achiever Awards

2008: IT Leadership Award in early 2009.

Lecturing and Training Experience

Raymond has been the part-time lecturer at the Chinese University of Hong Kong since

1998 and the Visiting Professor of the Jiaotung University in Shanghai, China (the top

fourth university in China) since March, 2007. He was appointed by the Hong Kong

Polytechnic University as Adjunct Professor of the Department of Computing and

Part-time Professor of the Biometrics Centre of the University in February 2010. He

is also an Adjunct lecturer of the Charles Sturt University in Australia.

He lectures on a wide range of subjects including design and development of IT

application systems, project management, principles of management, organizational

behaviour, EQ and stress management, disciplinary forces administration etc.

Expertise

Top executive and administrative responsibilities

Raymond had worked in senior posts of the Hong Kong Government over two

decades. He was the top executive of the Hong Kong Immigration Department in

charge of the IS Branch for five years. Being the CIO and CTO of the department,

he had to manage a force of over 300 professionals (100 immigration service officers

and 200+ IT experts), control a vote of over 8 billion Hong Kong dollars on IT/IS

installations, and provide efficient and effective IT/IS services to the whole

department serving 7 million residents in Hong Kong and millions of visitors. He

has wide experience and impressive track records in lobbying legislations for funding

of projects, tendering, strategy formulation, risk management and problem solving.

Document security specialist

Raymond is a world-renowned specialist in identification documents. He has

profound knowledge and experience in document design, on both artwork and

security features, as well as the planner and implementer of the supporting issuance

system. He has released articles in world famous journals on secure documents (e.g.

the Keesing Journal of Documents & Identity) and has proposed several important

concepts on document security like life cycle management and holistic approach.

He was responsible for the design and implementation of the e -passport in Hong

Kong and has been nicknamed as the father of the e-passport .

In recognition of his achievements and contribution to this field, Raymond was

appointed since 2009 a member to the Board of Editors of the Keesing Journal of

Documents, a world renowned specialist journal on document security including

biometrics. He is the only Asian accorded this honour.

Innovative application of technology and biometrics

He is also the inventor of the modern self-service immigration clearance auto-gates in

Hong Kong and has been named the father of the e-channels . The e-channels in

Hong Kong have been rated the most innovative design causing revolutionary

changes in immigration control both in the region and the world. He has excellent

knowledge and experience in the application of biometrics, including fingerprints,

face recognition and iris. This is well evidenced by the wide application of

biometrics technology in the Hong Kong Immigration Department. Raymond is the

designer of the mobile face-recognition station of the Department.

Expert in border security system and IT leader

With his 35 years service in immigration control and over 25 years involvement and

leadership of IT/IS applications in the area, Raymond has unrivaled experience in

designing IT/IS systems at immigration check points enabling the Department to

provide expeditious customer services to genuine visitors while protecting the nation

from security attack. The IT/IS systems implemented under his leadership were

award-winning systems. His leadership in and contribution to the IT/IS industry in

Hong Kong were recognised by being selected for the IT Leadership award by the

Hong Kong Computer Society in 2009.

Project management

He is a first class project manager with impressive interpersonal skill and managerial

expertise. This accounts for the all-success record of the Immigration Department in

implementing the multi-billion dollars (US) projects in the past twenty years. His

shrewd judgement, full commitment, passion, and skilful managerial technique have

accounted for this impressive result.

Public speech and training skill

Raymond is world famous for his vivid and professional presentation on various

subjects, including biometrics, identity management, IT applications, border control

systems, document securities, etc. He has been delivering public speeches

worldwide and has been recognized as the top level expert and presenter in these

subjects. His presentation skill, simple yet comprehensive concept and attractive

pictures can easily put forward the message to audience who are always well attracted

and benefited by the show . His wide experience in lecturing and training of course

accounts in part for his achievement in this aspect.

Consulting

After his retirement from the Hong Kong Immigration Service in November 2007, he

has been doing consultancy on ID card and passport matters in several countries.

Publications

Raymond has published articles on Hong Kong identification documents in the

Keesing Security Document journal and on the future border control in the MRTD

(Machine Readable Travel Document) report of the ICAO (International Civil

Aviation Organisation). He is the joint editor of the special edition on e-passport of

Kessing Journal of Documents for 2009 and the special edition on identity and

documents of Keesing Journal of Documents for 2010-11.
