Over 25 years extensive hands-on experience in Technical Data Package (TDP) QA and Configuration / Data Management for US Army, US Navy, US Air Force, USMC, and NASA programs.

Special Skills

Have a special skill when working with Engineering drawings / TDP. This skill comes from a high mental recall ability thereby enabling me to quickly recognize errors in and between as-built and. as-drawn hardware, support documentation (i.e., specifications, standards, manuals,), and contract requirements. Very comfortable working with all types of drawings (mechanical, electrical / electronic, diagrams, schematics, wire run lists, parts lists, BOM, pneumatic, and hydraulic components, assemblies, systems, and so on) and any other related documentation. Very detail oriented.

US Navy MK-105 MOD 4 Underwater Mine Detection System

Title: CM / DM Analyst and TDP Expert

- Using ASME Y14.100 and associated ANSI/ASME Y14 specifications (i.e., Y14.5 GD&T, Y14.24 Dwg Types, Y14.34M Lists, Y14.35M Revisions, etc.), and related DOD / Industrial specifications, reviewed all change proposals and associated drawings to ensure they provided complete, clear and concise technical data. Documents that did not meet those requirements were investigated further.

- As a result of the review process recommended drawing corrections such as;

o Vendor Item / Source Control drawings that did not meet the requirements of ASME Y14.24,

o out of date and/or replaced standards or specifications,

o missing, incorrect or obsolete military part numbers,

o missing or incorrect dimensions,

o missing interface data (i.e., fitting sizes or electrical connector size / arrangement data),

o missing or incorrect schematics or diagrams,

o incorrect ASME Y14.5 callouts including too many Datums or too many dimensions,

o vendors who were no longer in business or vendor part numbers that were no longer valid,

o not enough parts in the bill of material (BOM or Parts List) or parts listed that were not used,

o confirmed drawing changes were correctly documented on the Notice of Revision (NOR).

- Worked with PM, QA, Manufacturing and the customer to resolve drawing/NOR issues.

- Our CM Tool was CMPro and CMITT (an internal CMPro based CM tool).

5/2006 to 5/2011 -- DRS Technologies Madison Heights, Michigan

US Army Family of Medium Tactical Vehicles (FMTV) and Armored Security Vehicle (ASV)

Title: Configuration, Data, and Design Manager

- Used MIL-HDBK-61A, MIL-STD-973, MIL-STD-31000, and MIL-STD-881 as guides to ensure all deliverables remained within contract compliance.

- Attended bi-weekly customer, DRS, and OEM CCB meetings and at customer request attended separate customer / OEM CCB meetings.

- Managed the preparation of all NORs for Class 1 and Class 2 Engineering Change Proposals (ECP) and Specification Change Notices (SCN).

o Reviewed all Class 1 ECPs to ensure any proposed form, fit, or function changes met or exceeded the requirements of the contract.

- Oversaw and reported on the PCA of over 100 cables and wiring harnesses for 2 trailers and all 2.5 and 5 ton FMTV trucks with our customer, PM-MTV / TACOM / US Army.

- At customer request:

o Performed regular independent QA checks of the IETM (Interactive Electronic Technical Manual) Vs. TDP.

o Managed Reverse Engineering efforts of undocumented US Army trailers, custom vendor electronic devices, and various mechanical components.

o Attended all customer and/or DRS Engineering meetings.

- Using ASME Y14.100 standards and other DOD / Industrial specifications performed reviews of all CDRL documents to ensure they provided the data disclosure content needed per the contract.

- In addition to my CM/DM duties, I was also the Design Manager for a 23 member design team who created over ten thousand (10,000) 2D drawings and 3D models of as-built components, assemblies, and systems for the FMTV program.

o Grew the design/CM effort from 17,000 to 65,000 man-hours in less than one year.

- Prepared and updated configuration management plans (CMP).

- Researched and collect all related documentation needed to enable engineering analysis of DOD trailer components. Then through physical demonstrations proved there were current COTS (commercial off the shelf) parts that could be used to replace non-standard components throughout the Army s aging fleet of trailers.

- Lead Power Management S/W Test Engineer. Performed both manual and automated tests on vehicles and on the bench (SIL).

- Managed the Stryker Combat Vehicle IBOMs and EBOMs (over 5500 components per vehicle).

- Performed regular QA checks to verify continued accuracy of the EBOM and TDP.

US Army M1114 Up-Armored HMMWV

Title: Configuration Control and Requirements Manager

- Managed a PCA of the current production M1114 Up-Armored HMMWV to define the Baseline and to document any differences in the TDP Vs the as-built hardware.

o Using DOD-D-1000, DOD-STD-00100D, and ASME Y14 standards directed the conversion of the Level 1 prototype manual TDP to a full Level 3 ProE production TDP.

o Chaired weekly in process reviews (IPR# to ensure all departures between the Baseline and the TDP were captured.

o Encouraged the use of commercial-off-the-shelf #COTS# parts.

- Investigated and resolved Production / TDP issues with Engineering and the customer.

- Prepared and monitored the use of an Engineering Standardization Guide #ESG#. The use of the ESG maximized the use of standard parts thereby cutting costs and it restricted the use of non- custom parts. Components included fasteners, fittings, and electrical connectors.

US Army Phase I, Family of Medium Tactical Vehicles #FMTV# Truck FMTV 2.5 and 5 Ton trucks

Title: Configuration, Data, and TDP Manager

- Solely responsible for format and technical content of all Technical Data Packages #TDP# per the contract / CDRL and ensured the same requirements were passed down to the sub-contractors #SDRL#.

- Held regular meetings with all subcontractors to ensure continued compliance with their SDRL data requirements.

o The Prototype TDP deliverables included 7 trucks, 2 Trailers, and 9 major Kits. The combined delivered TDPs consisted of over 8000 production #Level 3# and limited production #Level 2# drawings.

o Every TDP met the full requirements of DOD-D-1000 and DOD-STD-00100D.

- Managed a full PCA of the first FMTV prototype truck which took four of us 2-3 months to complete.

07/1984 to 12/1987 -- General Dynamics Land Systems #GDLS#, Centerline and Sterling Heights, MI

US Army -- M1 and M60 Main Battle Tanks

Title: Requirements Data Manager and Sr. Electrical/Mechanical Engineer

- Trained entry-level Engineers in how to interpret Engineering drawings.

Primary Task -- increase competition and/or reduce component costs on the M1 Abrams Main Battle Tank. This was accomplished by:

* Reviewing all mechanical and electrical component drawings.

* Suggesting stated requirements if they exceeded system requirements.

* Converted Source / Specification Control drawings to non-sourced detail drawings for hose and electrical harness assemblies.

* Converted Source Control to Specification Control drawings if the component did not meet the requirements for a Source Control drawing #i.e., a standard SAE fitting#.

* After successful qualification testing, added additional sources to single sourced components.

* Replaced custom hardware and electrical components with COTS components.

Secondary Task -- investigate, analyze, and resolve production problems.
