Andrew B. Einhorn has over 9 years of experience in the fields of environmental management,
public health, and communications. He currently serves as a faculty member at Georgetown
University where he contributes to a number of technical publications and authoritative research

at ICF International and John Snow Inc., Mr. Einhorn provided technical assistance and strategic

Serve as Managing Editor and technical author for authoritative textbook on
conducting real world health outcomes research and electronic health records
put out by the International Society for Pharmacoeconomics and Outcomes
Research.
Drafted comprehensive educational resource on issues affecting rural veterans for
the Dept. of Veterans Affairs Office of Rural Health. The resource provides a
baseline understanding for practitioners and researchers interested in working
with rural veterans. This initiative supports the development of a textbook on
veterans rural health issues, to be edited with input by the VA ORH.
Provided systems design and social media consulting services for Department of
Veterans Affairs web development project.

Mr. Einhorn led the effort to implement an overarching environmental, safety, and
occupational health (ESOH) management system (ESOHMS). In that role, he supported
all aspects of the ESOHMS and a multitude of other ESOH division tasks, including but
not limited to:
Worked with programmers and software companies to create and manage an
ESOHMS website and informational database.
Drafted and edited all Agency ESOH written materials, including policies,
instructions, procedures, and news articles.
Drafted and reviewed all Environmental Assessments, Environmental Impact
Statements, and Records of Decision.
Established metrics and methods to measure ESOH programmatic successes.
Created and presented ESOH training programs.
Provided strategic direction to ESOH Office Chief.
Created implementation plans including milestones, goals, and objectives for
ESOHMS development.
Worked with senior leaders to identify programmatic resource requirements and
ensure proper resource allocation.
Fielded, trained, and managed a multi-disciplined implementation team of 25
federal employees.

FEDERAL AVIATION ADMINISTRATION (FAA), OFFICE OF COMMERCIAL SPACE

Evaluated the environmental and public health impacts potentially associated with
the horizontal launch and atmospheric reentry of commercial space transportation
vehicles from commercial and government launch sites.
Responsible for preparing and reviewing the Programmatic Environmental Impact
Statement (PEIS), which included analyzing mission-specific and cumulative
impacts of launches associated with orbital debris, accidents or catastrophes,
public health and safety, and hazardous materials and waste.
DEPARTMENT OF THE NAVY, MISSILE DEFENSE AGENCY, 2004
Worked alongside administrators and scientists at the Naval Surface Warfare
Center, Missile Defense Agency Headquarters, and ICF scientists to draft an

associated with restrained solid rocket motor lethality experiments using a
continuous-wave laser.
Policy Analysis
DEFENSE THREAT REDUCTION AGENCY, 2005-present
Drafted ESOH policies, directives, instructions, standard operating procedures,
and memoranda. Highlights include drafting the Agency s first ESOH Policy,
creating and promulgating a comprehensive ESOH Program Directive, crafting
safety and energy policies and memoranda, and promulgating policy to implement
an ESOH management system.
U.S. NUCLEAR REGULATORY COMMISSION (NRC), 2004
Conducted a regulatory analysis (cost-benefit analysis) of a proposed regulation
that would allow nuclear plant operators to risk-inform plant procedures related to
large break, loss of coolant accidents (LOCAs).
Responsible for assessing and summarizing the impacts of the proposed new rule
to industry and to NRC; working with NRC staff and select nuclear industry
groups; attending public meetings on the proposed rule; and reviewing and
documenting public comments.
FEDERAL AVIATION ADMINISTRATION (FAA), 2004
Drafted a white paper for FAA that discussed the EPA s rationale for regulating
launch vehicle engine tests as a special class of mobile emission sources
designated nonroad vehicle engines.
Toxicology
ENVIRONMENTAL PROTECTION AGENCY, 2004
Reported on the contributions of Science to Achieve Results (STAR)-funded
research to the Environmental Protection Agency s goals to reducing pesticide
exposure in children.
Evaluated the health effects of the pesticide, S-Ethyl-dipropylthiocarbamate
(EPTC) to aid EPA in determining how to regulate its use.

Served as Assistant Project Director for a Mercury Health Assessment in Mobile
Bay, AL that examined the prevalence of methylmercury in the population and
sought to identify likely pathways for mercury contamination through
epidemiological investigation. Collaborated with professors from the Boston
University School of Public Health and JSI consultants to design the study,
statistically analyze the results, and draft the report.
Investigated environmental health effects attributable to land polluted with PCB s
by General Electric in Pittsfield, MA through analysis of health survey data
compiled over the last decade.
Created a number of documents and fact sheets to communicate public health
advice and initiatives for disadvantaged communities.
