Kelly McCullar is an experienced executive with the ability to manage financial, physical and human
resources. He is a high energy, performance oriented professional with the knowledge and perspective
required for executive decisions. He has demonstrated a skill for grasping the major elements of a
situation and developing cost-effective solutions that promote the delivery of high quality services.
A team player and capable proponent of leadership by example, Mr. McCullar began his career in the
service of his country as a combat crew pilot flying KC-135 aircraft for the USAF. His career in financial
management began after his honorable discharge from the Air Force in 1980. Since then he has
served in various positions as a financial and operational manager in both government and private
enterprise. These positions have included serving as Controller, Treasurer and CFO in municipal
government as well as the energy, insurance and real estate industries
Professional Experience
Associate Vice President-Finance, Controller & Treasury, Texas Woman s University Since 2003
Direct staff of 30 conducting all accounting and financial reporting operations for this medium sized
doctoral/research university. Coordinate with Directors of other University Departments as well as with
other entities in order to assure the success of financial programs and initiatives.
Manager, Accounting & Finance, Dallas Water Utilities 2000-2002
Direct staff of 24 producing all accounting entries, budgets and financial reporting activity for this large
municipal utility serving over 1 million customers. Annual revenues ~ $350 Million. Manag e debt
service for $1 Billion Revenue Bond indebtedness. Lead production of audited annual financial report
in accordance with Governmental Accounting Standards.
Asst. Director, Post-Award Administration, UT Southwestern Medical Center 1998-2000
Direct staff of 22 providing all financial reporting and cost compliance audits for the biomedical research
operations of this leading institution with over $100M in annual revenue from federal grants.
Prior to 1998 I held various positions as a financial and operational manager in both government and private
enterprise. These positions included serving as Controller, Treasurer and CFO in municipal government as well
as the energy, insurance and real estate industries.
