Vessel Traffic Center Berwick Bay; Department Head
Led innovative re-building of vessel traffic control center through $2 million dollar renovations that made it state of the art for dual purpose of controlling vessel traffic and managing oil spill response. Center was used extensively by NOAA officials for spill response to BP Deepwater Horizon in Gulf of Mexico.
Hurricane Katrina/Rita disaster response
Planning Section Chief. Opened incident command center. Worked alongside NOAA Scientific Support Coordinator to provide accurate briefings to Incident Commander. Prioritized dispatch of helicopters during first 72 hours of hurricane response. Coordinated recovery of maritime infrastructure with various federal stakeholders. Facilitated restoration of marine commerce to southern Louisiana.

Waterways Management Department Chief, oversaw realignment of Vessel Traffic Service Berwick Bay under new Marine Safety Unit construct. Merger of Marine Safety and Vessel Traffic missions dramatically increased both situational and maritime domain awareness for the command. The $2 million dollar renovations catapulted Vessel Traffic Service Berwick Bay to the forefront of VTS' nationwide. A feat that was captured in a 2007 article in the US Coast Guard's "Proceedings" magazine. Frequently served as the primary linkage between the maritime industry & federal agencies such as the Army Corps of Engineers and NOAA.
In addition, responded to Bayou Perot Oil Spill 20,000bbl crude oil spill as result of towboat alliding with oil wellhead christmas tree. Crude oil spewed from broken wellhead and forced closure of Gulf Intracoastal Waterway for 3 days trapping 60-70 towboats per day. Innovative use of portable Automatic vessel tracking system to establish temporary Vessel Traffic Service at spill site to clear vessels trapped in Gulf Intracoastal Waterway.

Chief Pollution Response; as a Federal On-Scene Coordinator representative and pollution investigator responded to numerous oil pollution and chemical spill response operations in New Orleans, Baton Rouge, Morgan City and offshore in Gulf of Mexico that included 13,000bbl response to MV WESTCHESTER spill in Empire, LA.in-situ burns south of Houma, LA and MV Red Seagull response that utilized chemical dispersants. Supervised 40 coast guard enlisted and various pollution response civilian cleanup organizations.
