Professional Experience Summary:
Mr. Croswell is the President and lead consultant for Croswell-Schulte Information Technology Consultants. In this role, he
provides IT and GIS assessment, planning, and implementation support services for utility organizations, public sector clients, and
private companies. Prior to his formation of Croswell-Schulte, he spent over 25 years as an IT consultant and GIS manager in the
public sector. Mr. Croswell has managed or been a major participant in more than 150 GIS and IT planning, design, and
implementation projects for federal agencies, state and local governments, regional organizations, utility companies, and private
firms in North America, Europe, China, and the Middle East.
Peter is an expert in GIS and IT technology with particular experience in enterprise technology planning and design for large-scale
projects. He has specific experience in database design and application development using many of the mainstream industry
software products. His technical skills are complemented by his experience with technology management and governance with
broad work experience in such areas as business process analysis, IT program funding, organizational structures, inter-
organizational agreements, staff development, and legal/policy analysis. He has actively participated in research and educational
endeavors on national and international GIS and IT standards and integration. This includes his work with the URISA Standards
Committee, the Federal Geographic Data Committee, and the NAS Mapping Sciences Committee, ARMA International, and other
organizations.
From 1979 to 1985, Mr. Croswell participated in the development and then served as manager of the Kentucky Natural Resources
Information System (KNRIS) with the state of Kentucky Natural Resources and Environmental Protection Cabinet (KNREPC) and
was the Administrator of the Cabinet s Lands Unsuitable for Mining Program one part of the States surface mining permitting and
regulatory program. In this role, he worked closely with federal agencies (USGS, USEPA, NRCS, USFWS, USFS, OSM, NASA,
and others in developing a statewide GIS database). He served as a company officer and consultant with PlanGraphics, Inc. for
over 20 years. He also served as a Cartographer for the New York State Sea Grant Institute and with the Western Illinois
University Cartographic Laboratory.
Mr. Croswell is active in professional associations and participates through paper presentations and educational symposia
sponsored by URISA, ASPRS, NSGIC, GITA and other organizations. He has served on the Board of Directors of URISA, chaired
its Standards Committee, and served as URISA President for the 1996-99 term and is a recipient of URISA s Horwood Best Paper
Award (1990), Leadership Award (2000), and Distinguished Service Award (2006). He is a recipient of ASPRS s President s
Award for Practical Papers (1990). Mr. Croswell is co-author of: Geographic Information Systems: A Guide to the Technology, a

State of Wisconsin Business Planning for Aerial (2012): In a team led by GeoPlanning Services LLC, Mr. Croswell is participating in
an assessment of needs and preparation of a detailed business plan for statewide aerial imagery and use by a wide range of
stakeholder groups. Work includes a long-term approach for aerial imagery reflights and for financing an on-going program.
Project Management Training, City of Rio Rancho NM (2012): Provided training on Microsoft Project software and project
management practices for City management personnel.
District of Columbia WIC EBT System Planning and procurement Support (2012): Carrying out business and technology
assessment and planning for information system development for the District s USDA-supported Women, Infant, Children (WIC)
Program (food assistance program). Work is focused on implementation of a new EBT system (card-based transactions) to replace
current paper-based check issuance. Work includes a needs assessment, preparation of technical specifications, formal implementation
planning, cost-benefit analysis, and support in system procurement and implementation.
Idaho University Cyberinfrastructure Strategic Planning (2011-2012): Providing support to a team of research professionals from
Idaho state universities Idaho state universities (U of I, ISU, Boise State Univ.) to provide facilitation and consulting services for the
preparation of a strategic implementation plan for Cyberinfrastructure development. This is a National Science Foundation sponsored
effort to enhance information technology systems and tools and their application for research purposes.
City of Rio Rancho NM GIS Needs Assessment and Planning (2011-2012): Conducting needs assessment and business program
evaluation for a Citywide GIS. Work includes evaluation of current operations, enterprise GIS design, strategic planning, and preparation
of a detailed implementation plan.
ID-MT Geodetic Reference Center Business Planning (2011-2012): Consulting support to a work team (members from Idaho and
Montana) for preparation of a business plan for development and operation of a multi-state "geodetic reference center" to provide
services for a GNSS real-time network and provision of geodetic control information for users. Part of a research and planning project
supported by a Federal Geographic Data Committee (FGDC) Category 4 CAP Grant being administered by the Idaho State University
GIS Center.
NV GEBE GIS and SCADA Planning, Procurement Assistance (2011): Providing support in GIS and SCADA needs assessment,
planning, and system procurement for GEBE, the utility organization for the southern part of the Caribbean island of St. Maarten. Work
included preparation of technical specifications and RFQ for SCADA system suppliers and support in system procurement and GIS

the Idaho Spatial Data Infrastructure (ISDI) to prepare business plans for the development and operation of Regional GIS Resource
Centers (RRC) that will support GIS users in different regions of the state. Project managed by the Idaho State University GIS Center.
State of Michigan Statewide GIS Business Planning (2010): Croswell-Schulte was selected, in a team led by GeoPlanning Services,
LLC, by the State of Michigan Department of Technology, Management, and Budget, to provide GIS consulting services supporting work
under federal NSDI CAP grants. The work includes development of a statewide GIS Business Plan and a marketing strategy supporting
use and stewardship of the Michigan Geographic Framework (MGF) database
State of Idaho Spatial Data Infrastructure Program Data Stewardship Planning (2010): Consulting support for the planning and
implementation of stewardship practices for the Public Safety Framework data theme. This work is one part Idaho's development of the
statewide spatial data infrastructure program (ISDI) managed by the Idaho Geospatial Office.
Ottawa County, OH Sanitary Engineering Dept GIS Implementation Support (2009-2010): As subcontractor for the firm Meyer Hill
Lynch, providing support for GIS implementation. Work includes preparation of an implementation plan and GIS management policies,
utility (water and sewer) data conversion specifications and RFP, oversight of the data conversion process, and support in the set-up of
hardware, software, and GIS applications.
American Water, Standard GIS Data Conversion RFP (2009): Working with representatives from multiple state operations of the
American Water Services Company to prepare a template RFP for procurement of GIS data conversion services for water and
wastewater GIS databases for use by each American Water state organizations.
West Virginia Statewide GIS Strategic Planning (2009-2010): Consulting support to the WV State GIS Coordinators Office and GIS
Steering committee in the preparation of a statewide GIS strategic plan that will be the foundation for future GIS development and
expansion.
Custom Data Processing (CDP), Public Health System Development (2009-2010): Following previous work in the planning and set-

preparation of strategic and business plans for long-term development of a statewide spatial data infrastructure for supporting the needs

quality assurance evaluation and testing in support of CDP s software development and maintenance of systems supporting public

needs and prepared a functional and database design for an automated system, with GIS capability, to support identification and

URISA GIS Program Management Workshop, Lead Author and Instructor (2004-Present): Responsible for designing and creating
instructional materials for workshop that addresses all aspects of enterprise GIS programs including business process evaluation,

City of Rochester Hills, MI, Citywide Business Process Evaluation and Record Management Program Design (2006-2008):
Project manager directing an evaluation of city business processes, document management system requirements, and formal records

City of San Francisco JUSTIS I-HUB Design (2007): Database design work as part of a larger system design and development project
for a distributed database access and update application for justice and law enforcement information. Work included the design and
preparation of specifications for distributed update of source database records and the transmittal, logging, and tracking of updates to a
central Hub using XML-based message protocols.
City of Columbus OH, Dept. of Public Utilities, Business Process and System Improvement Analysis (2005-2008): Evaluated
current business processes for the City of Columbus Department of Public Utilities and fully documented workflows and resources
associated with engineering, planning, and information technology programs. Work included an evaluation of resource requirements and
information technology use and culminated in a set of recommendations for business process, IT, and GIS improvements.
City of Raleigh, NC, Design of a Web-based GIS Application for Emergency Management (2006-2007): Project manager in charge
of an application needs assessment and design for a Web-based custom GIS application (ArcIMS) to support City Public Works and
utility department) staff in responses to major emergency events. Includes map-based tools for identifying and tracking incidents,
allocation of resources, and post-event assessment.
City of Winnipeg Dept. of Water and Waste Database Support (2003-2007): Multiple tasks, including specifications and oversight for
service line data conversion, evaluation and recommendations on GIS data quality improvements, and recommendations on GIS

organizational structure and funding mechanisms for LOJIC and developed alternatives for the future. Work included evaluation of

design for a GIS-based application to support in-office and field-based access and update historic site information to support planning for

this large electric utility in north-central Spain. Prepared technical specifications for GIS software and provided support in solicitation and
review of proposals and software selection. Also prepared technical specifications for integration of SCADA system with GIS.

plan, database conversion specifications, hardware/software design, and management of technical support in the county-wide expansion

Northern Kentucky Area Planning Commission, GIS Hardware/Software and Mapping Specifications (1986-1988): Helped

evaluated GIS requirements and carried out a preliminary design for an automated mapping and GIS for multiple agencies in the county.

photography, mapping, and automated system requirements for countywide property reappraisal.
Nashville/Davidson County Metro Government, GIS Design Study (1985-1986): Key member of a project team that analyzed GIS
needs and potential applications among multiple organizations in Metro Government, the Nashville Electric Service, and the Nashville
Gas Company. Prepared conceptual GIS configurations under several alternative approaches and prepared cost estimates for system
acquisition. Investigated issues in data communications and file transfer between the GIS and the existing IBM mainframe DL/1
database and suggested approaches for data transfer. Developed system procurement specifications and assisted in system
implementation and acquisition.
