FRANKLIN (TOM) TOMPKINS

SUMMARY OF QUALIFICATIONS

Years of experience in the pursuit and capture of new business through the development of winning strategies and proposals; tailored application of industry-recognized processes and procedures; comprehensive procurement requirements analysis leading to compliant responses based on extensive knowledge and experience gained through participation on a wide variety of procurements.

10 years of successful proposal development management and support to major aerospace corporations, while working for SM&A, a well-known proposal consulting

company;

Experience included acquisitions totaling more than $27 Billion, with wins totaling $21Billion, as well as small acquisitions in the range of millions of dollars;

Subsequent successes providing this acquired knowledge and experience to meet the needs of smaller companies.

NOTE:

All of my experience developing proposals is directly applicable to proposal/technical writing knowledge and skill.

I was directly responsible for the development (writing) of various proposal volumes; e.g. technical, management, past performance, Logistics, and executive summaries

As proposal/volume manager and consultant I was responsible for editing or rewriting proposal inputs from the proposal team

I have also authored proposal ancillary documents such as plans, designs, schedules, and program architectures

Producing documentation for proposals is the most demanding because:

Documentation Quality: Writing for proposals must produce documentation (including graphics) that is grammatically correct, easily understood, and compelling

Documentation Compliance and Scope: There are many occasions where missing information must be gleaned from Subject Mater Experts (SMEs) and/or various forms of documentation

Documentation Production: Typically proposal team authors must be instructed and mentored to produce acceptable proposal inputs within the demanding proposal delivery schedule

I critiqued interim proposal products; compliance reviews; and final proposals. I provided management of the corporate proposal support organization and production of final proposals.

December 2006 - April 2007, Black Ram Engineering Services, LLC, Bethpage, NY; Consulting, short term:

Volume Manager: Supported Northrop Grumman`s successful bid for the Navy`s Broad Area Marine Surveillance (BAMS) unmanned aircraft program, in the areas of past performance, technical compliance, and Navy aircraft safety and capability verification.

March 1996 - December 2006, Steven Myers & Associates, Inc. Newport Beach, CA; Fulltime employment:

As an associate to one of the premier proposal development houses in the industry, I led and supported Boeing, Lockheed Martin, Northrop Grumman, BAE, Raytheon, and other large aerospace & defense industry clients` winning proposal teams on procurements worth billions of dollars. I accomplished the formation, integration, training, and management of proposal teams; I was involved in all aspects of the proposal process, and I authored major portions of proposals; mentored proposal team authors, and editing their material.
