Proposal Manager/DBE Specialist - New York, NY. Matthew managed the proposal process for the New York State certified Disadvantaged Business Enterprise (DBE) throughout the lifecycle of each opportunity. He was also solely responsible for attaining certifications in other states, including Rhode Island, California, Virginia, Utah, Connecticut and Massachusetts.
THE Tunnel (ARC), NJ Transit - Newark, NJ. As part of the project controls team, Matthew was solely responsible for the design and generation of the following reports on a monthly basis: CMC Progress Report, ARC monthly progress report, risk reports, monthly security status report, and the CMC monthly construction status report. Creation of these reports required Matthew to coordinate a team of fifteen engineers to produce raw data pertaining to project status. He additionally served as Senior Technical Writer, creating and editing official memoranda and other deliverables for the project director and team members. At the termination of the project, Matthew was serving as assistant administrator of the Skire Unifier electronic document management system, creating workflows, search scripts and databases for the design and construction teams.
Hunts Point Clean Truck Program, NYC Transit - New York, NY. Matthew provided technical writing and community outreach services for the federally-funded NYCT program. He created and managed the distribution of promotional content including web design, brochures, posters and an email campaign. The program is working to reduce diesel pollution and improve air quality in the Hunts Point and Port Morris areas of the Bronx by replacing 500 Class 3 to Class 8 trucks with cleaner options including exhaust retrofit, Compressed Natural Gas (CNG) and Diesel to Battery Electric Vehicle (BEV) technologies.
Expert Radio Frequency (RF) Court Testimony for the Town of Hempstead and United States Attorney's Office for the Eastern District of New York - Nassau County, NY. Matthew served as senior technical writer and researcher by assisting ISR RF engineers and client attorneys in preparing reports for court testimony. The primary activity is the generation of reports to identify delinquent cell sites through detailed site surveys and town records searches. The testimony deals with the design and performance of cell phone towers for different cell phone technologies, including iDEN, CDMA, UMTS, and OFDM. This testimony serves to identify and rectify serious delinquencies in unpermitted cellular installations.

As Contracts Administrator, Matthew worked directly under the Director of CCM in the preparation of the monthly Joint Venture Invoice, encompassing five companies and over 120 employees. As Manager of Methods and Procedures, Matthew created 171 construction policies and procedures for the MTACC Quality Department for use on all NYC-area construction projects using existing source material, current NYC codes and specifications. He managed the efforts and input of more than 20 engineers in the timely production of the final product.
World Trade Center PATH Terminal/Vehicle Security Center PMOC - New York, NY. Matthew served the Contracts Administrative Manager for the PMOC, creating monthly monitoring reports for delivery to the U.S. DOT and FTA under a staff of eight engineers. He drafted, edited and published more than 1,800 deliverables including Risk Reports, Task II reports, Meeting Notes, Quarterly Reports to the OIG, etc. Matthew liaised directly with both PANYNJ and FTA in creating and managing the shared project ProLog website. He developed and managed all document control activities, including tracking, editing, retrieval, archival storage and destruction. Matthew managed four administrative staff at the PMO project office in downtown Manhattan. Other responsibilities included project closeout, and contract budget management.

Matthew worked for four years as an in-house writer for eight television series and numerous advertisement spots for National Lampoon Network and its online counterpart, TOGATV. Content included host wraps, celebrity interviews and commercial copy.
NIA Solutions - Melville, NY. 1998-2000
Matthew was the Site Manager, Senior Technical Writer and Community Liaison for a pilot Federal Drug Prevention Research Project. While managing three research assistants, Matthew ran the main site for a $2M federal grant project to test the efficacy of drug prevention programs on children aged 10-13. He was responsible for implementing a multi-discipline drug-awareness program at three middle schools, creating promotional material, and liaising with school administration, parents and students. During his tenure, Matthew created a high volume of promotional/educational print material with the purpose of enrolling volunteers into the onsite program. He compiled both aggregate and individual data on each of 982 individuals on more than 50 fields of information; generated weekly and monthly reports that tracked progress, budget and findings, as well as giving weekly and monthly presentations to management; organized and orchestrated district-wide surveys for nearly 1000 students with individualized test materials, while adhering to federal guidelines.

As a secondary English teacher, Matthew created curriculum that exceeded NY state standards; managed 165 students; prepared students for the eighth grade State Assessment Tests (students had highest percentage of passing grade district-wide); compiled and maintained detailed records of each student's progress. Matthew published three articles on "team-teaching" theory, and seven cross-curriculum unit plans that are still in use in the New York State educational system. Matthew currently holds a New York State Certification in English Secondary Education.
