IT Acquisition: Project Management
- Designed and implemented a new tracking system for commercial contracts using off-the-shelf software and excess hardware, saving over $200,000.
- Managed acquisition of mobile ground terminal for Search and Rescue Satellite Aided Tracking (SARSAT) system to help rescue forces in the DESERT SHIELD/STORM area. Learned and used new Rapid Response Process to speed procurement in just such contingencies. Completed documentation, approval, contracting, delivery, installation, test, and acceptance in 2 months - shortest acquisition in corporate memory. Just in time: shooting started 3 days later.
- In first assigned project, saved $15,000 by using excess equipment rather than buying it new (which was the recommended solution).
- Developed an acquisition strategy which resulted in fielding an automated aircraft maintenance system contract one year sooner than thought possible. The system resulted in faster aircraft fix time. Increased transport capability was equivalent to having 5.5 more aircraft for the one year of early availability, worth $6.5 million.
Judgment and Organizational Skills:
- Executive Secretary of working group tasked to allocate funds and manpower among competing projects. Reconciled directors' views on importance of diverse projects. Compared estimated project costs to benefits, prioritized project list, and submitted to working group. List accepted, redirecting $200 million where it would do most good.
Management Analysis:
- Identified lack of training as source of work overload in my division. Requested vacant training manager job. Created training program. Result: project managers trained in 3 months, less mistakes, and better cost/benefit ratios.

U.S. Air Force - Bolling AFB, DC-06/1982 - 07/1985-Management Analyst and System Manager
Provided managerial and technical support for testbed system used to investigate concepts of office automation and automated document creation, formatting/publishing, and management. Designed, created, tested, debugged, and maintained software tools to support this effort. Participated in establishing and updating policy to reflect new methods and lessons learned. Assisted in specifying requirements for automated policy distribution system. All efforts applied to entire Air Force.
IT System Analysis and Management:
- Consistently solved elusive technical problems with UNIX-based network. Problems included performance loss due to network line faults and incompatible client equipment.
- Upgraded existing software and wrote dozens of new applications and utilities.
Management Analysis:
- Eliminated "air gap" in automated publishing process, saving 30 man-hours per month, reducing transfer time from 3 days to 1 hour, and avoiding human errors in misidentified magnetic tape. Used existing facilities at no additional cost.
IT System Management:
- Managed transition of automated policy-distribution system from in-house prototype at 4 sites to system specifications used at 176 sites worldwide. Worked with users, policy-making officials, and consultants to define a system with the following characteristics:

Designed, created, tested, debugged, executed, and maintained software to perform mathematical modeling and analysis. Helped users create specifications for new requirements. Researched and introduced new methods that cut manpower requirements and program execution times.
Environment: FORTRAN and COBOL applications, some with special graphics system, on IBM and DEC mainframes. On the latter, used System-1022, one of the earliest commercial RDBMSs; and created custom DBMS for main development project.
Leadership:
- Chosen by Center Manager to demonstrate our primary analytical program during VIP visits. Developed automated briefing to aid in demonstration.

- Single-handedly rehosted our Center's entire computer graphics system.
- Developed special-purpose real-time DBMS, including packet-handling routines. Eliminated time-consuming and error-prone manual data re-entry ("air gap").
- Revised program's methodology to boost efficiency. Cut run time from 5 minutes to 15 seconds, reduced memory requirements by 60%, and saved $500,000 over system life.
- Implemented streamlined job-submission procedures, reducing both the time and technical knowledge required. Saved over $1400 per year.
