DIRECTOR OF ARCHITECTURAL & ENGINEERING SERVICES: Provided system-wide leadership for overall facilities
planning, development, delivery and close-out of major new construction and renovation projects for nine colleges and
universities within the Oklahoma State University System and A&M Colleges, comprising about 36,000 students and 3,000 faculty
members. (System encompassed the Veterinary Health Sciences and Osteopathic Center for He alth Sciences and OSU
Physicians office facilities) Experience also encompasses capital project financing strategies, as well as those funded
through public bond financing methods.
PROJECT ARCHITECT: Coordinated a team of 2-4 professionals/technicians and worked with faculty, fiscal affairs officers,
users and staff, to extract design premise. Prepared project cost estimates and specifications; supervised technical staff an d
participated in planning, preparation and oversight of contract drawings and s pecifications. Directed, reviewed and approved
projects prepared by consultants; closely coordinated design premise with maintenance and building operations staff. Performed
on-site construction observations to ensure project document, code, and safety compliance. Administered construction contracts,
including authorization of payments . Selected as Director based on performance.
Key Contributions:
Multi-Project Management and Leadership: Led, managed and mentored professional and technical staff of 19 members
plus 7-student assistants in project management, design development, construction management, and inspection for up to
80 projects at any given time. Projects ranged from consulting and small projects (
house/consult design and management team; and up to $84M for in-house team management of outside project
development and construction consultants. Annual Department Budget was $1.6M to manage capital projects from $30M-
75M annually. Developed plans, goals, objectives, timelines, policies, and procedures for completion of projects.
Established employee performance and development plans tied to group and unit goals, ensuring appropriate feedback and
evaluation process.
Project Types: Laboratories: (ABSL 2 & 3, research, routine, analytical, teaching, and agricultural grain research) vivariums,
Oklahoma Animal Disease & Diagnostic Laboratory; cleanrooms; classrooms; offices; recreation centers' athletic facilities;
student unions, university facilities and petrochemical fac ilities (research, refinery, and chemical plants, including rDNA,
Pheromones, and atomic fusion experimental facilities). Scope further included waterway channelization, flood plain
management and flood recovery, urban and regional design projects, neighbo rhood landscape planning, historical
restoration/repurposing (Old Central - 1894, Campus Fire Station -1932 and NEO Commons Hall -936 WPA), and agricultural
research station work.
Construction Project Management: Significant number of years of experience in project management, both from office
and on-site. Managed and monitored the quadruple constraints of project scope, time, cost and quality for construction
projects up to $40M by exercising overall coordination of construction planning, scheduling and on -site coordination. with
contractors and representatives of the University, including change management; evaluated time extensions and claims;
approved contractors' construction schedules and quality control procedures; interpreted intent of drawings and
specifications; make constructability reviews of construction documents; determining whether methods and materials
employed met the requirements of contract specifications ; reviewed contract payment applications and negotiated change
orders by applying Value Added Analysis; participated in the contractor evaluation / selection process. As Director, I
