Provided guidance/support in the acquisition/procurement and accountability of

all financial requirements for all major contracts relating to support of

Immigration and Naturalization Service, Headquarters Radio Systems Section for

FY 1995-FY 2000.in excess of 100 Million dollars. Responsible for all

acquisition/procurement, accountability, and funding required by HQRSS.

Provided invaluable contract support for the sole source Motorola contract,

annual renewal and oversight for the Motorola contract from FY 1996 - FY 2000.

Worked extensively with vendors for infrastructure equipment for communication

systems and government procurement offices. Tasked by INS with the review and

coordination of the contract, including the building and development of system

configuration, which is utilized by other justice agencies. Worked closely with

Headquarters Procurement, ensuring that all option year requirements were met

Audit Review Manager

:

Inventory accountability and audit of all radio equipment, sole responsibility,

while providing in depth knowledge of all government asset control. Appointed

by Engineering Department to oversee completion of all Encrypted Voice Radio

Programs (EVRP) projects that required accountability from various vendors.

Responsible for all internal audits of government customer and contract support

services inventory from FY 95-FY2000, which was in excess of 100 Million

dollars. Supervised multiple employees in all aspects of research. Provided

comprehensive guidelines to conduct internal audit and operating procedures for

inventory management to ensure that 100 % accountability was recorded. This

included research of all shipping documents, invoices, packing slips, and other

pertinent information related to individual purchase orders. Reviewed all

entries to ensure validity of information recorded for procurement and

Provided spectrum management to the INS, on site customer and HQRSS, for EVRP

Programs and JWN for San Diego Justice Wide System. Provided services for

specific and non-specific duties over a 5-year time frame performing frequency

management duties for new EVRP spectrum frequency assignments. Responsible for

frequency management studies ensuring requests were researched, coordinated

with other agencies, and were performed in accordance the NTIA regulations.

Specific duties included required intermod studies and analyses to determine

whether proposed frequencies would cause interference with other frequencies in

use in the area of operation. Reviewed technical and operational requirements

from the field for compliance with regulations set forth by the National

Telecommunications and Information Administration (NTIA), and the Department of

Justice (DOJ). Prepared requests for radio frequency assignments proposals for

RFA's, which include selecting frequencies, creating (or updating existing)

systems drawings, and writing justifications for frequency usage.

Responsibilities included:

- EVRP frequency requirements for the San Diego Border Patrol Sector.

This project encompassed full spectrum utilization requirements from 1998-2001.
