& mid-tier federal services contractors. Currently providing support to multiple small businesses in our core

support areas of pipeline development, BD training & support, capture support, and proposal development. Also

offering support in merger integration operations.

Vice President & General Manager, Federal Operations

Windward IT Solutions, Herndon, Virginia 2009 - 2010

Recruited by the CEO to implement a completely new business model. Integrated Federal operations, sales &

marketing and contracting effort for a commercial consulting firm focused on niche capabilities in enterprise

network management, IT Service Management, and ITIL consulting. As part of the founder s vision for re-

inventing this primarily commercial firm (with declining revenues) established multiple federal cost pools,

successfully bid for IDIQ prime contract vehicles, implemented new sales and business development processes,

engaged system integrator partners for strategic opportunities, fine-tuned delivery procedures to enhance customer

satisfaction, and implemented training in federal contracts procedures. Stabilized revenue within the first six

months, built a $ 1.2 B pipeline, and instituted past performance tracking procedures.

Senior Vice President, Corporate Business Development

STG, Incorporated, Reston, Virginia 2003-2009

Recruited by the COO and the SVP Operations to revive a failing business unit that had been the flagship account

of the company. As Vice President and General Manager, increased annual revenues 36% within 2 years with

total bookings in excess of $ 225 M while increasing customer satisfaction and recompet e win rates. Revamped

processes by acquiring and implementing a business operations database to improve accountability, invoicing and

task order management while interfacing with the accounting system as a stop-gap measure prior to Costpoint

purchase and deployment. Instituted regular customer interaction process for all program managers, and

instituted growth goals for subordinates.

Promoted to Deputy General Manager for an $ 80 M business line with 500 employees. Primary responsibilities

included P&L management, program control, customer relationship management, and developing new business

opportunities where in 2007 we achieved bookings of $145M (135% of goal) while under-spending budget by

5%. Instituted a Shipley-model business development organization which became the corporate standard process

for business development and capture management across all three sectors.

Promoted to Senior Vice President to create and lead a consolidated Business Development organization in

execution of over 125 pursuits. Responsible for achieving new business booking goals, maintaining a healthy

pipeline, strategy formulation, budget management and customer relationship management. Took over a

decentralized $ 2.8 B pipeline of questionable standards and grew that to $ 4.5 B in 9 months, while maintaining

quality levels and supporting growth targets in excess of 15%.

Built a high quality $4.5 B pipeline for this $200+ M company as Senior Vice President, BD, and met all

bookings goals. Achieved 135% of annual bookings goal as Deputy General Manager

Senior management responsibility in a $ 30 M business unit focused on traditional core clients within DoD.

Responsible for business management, budget development, strategic planning, bid & proposal development,

qualification of leads, and closing sales. Grew from a newly-hired program manager thru Operations Director to

VP, Operations and finally General Manager.
