Responsible for development, implementation and management of a Plant-wide Commissioning Program for the 370 mgd Blue Plains Advanced Wastewater Treatment Plant in Washington D.C. Program components include asset management, equipment and system testing & training, integration & coordination of fifteen (15) construction contracts, and maintenance of ongoing plant O&M activities without interruption.
EXPERIENCE:
Successfully managed operations and maintenance services contracts at more than 20 wastewater treatment facilities during the past 30 years, with cumulative budgets valued at over $180M
Coordinated equipment startup, system testing, training, troubleshooting and process control activities at numerous major water, wastewater and municipal sludge composting facilities in and between Boston, New York, Philadelphia, Baltimore and Washington, D.C.
Conducted plant and collection system process evaluations at facilities located throughout Puerto Rico and Mexico
Retrofitted plants with state-of-the-art instrumentation & control technologies, biological nutrient removal, centrate treatment and UV disinfection
Initiated centrifugal dewatering strategies for optimizing sludge cake dryness while minimizing chemical & polymer consumption
Developed and delivered numerous technical manuals and reports including budget provisions, staffing analyses, vulnerability assessments, emergency response & evacuation protocol and project certifications
Served as liaison between resident engineers, contractors and plant representatives during upgrades at various domestic and international water pollution control projects, including pilot and full-scale research & development facilities
Managed development, field verification and delivery of Standard Operating Procedures (SOPs) at numerous water and wastewater treatment facilities
