Senior Manager / Chief Technology Office

Provided program management support to critical must win proposal efforts for programs valued

volumes, development of WBS and MIPS, process development, project and risk management for

Responsible for program management activities within the Central Region, including P&L

responsibilities for the Dallas area office for commercial telecommunications contracts ensuring

projects met schedule, cost, and quality objectives. Managed proposal development, bid

responses, and provided ongoing management of Opport unity Reviews, Bid Boards, Formal

Management Reviews, and Performance Reviews of all customer programs in the Central Region.

Performed as program manager for telecommunication clients for critical network infrastructure

Telecommunications Points of Presences (PoPs). Had oversight of $60M budget for IT

expenditures for systems implementations and $150M budget for capital deployments.

requirements effort in support of $125M legacy system replacement.

Established and managed several Program Office organizations responsible for major system

rollouts, complete with Program Office Operations Manual, standard Program Metrics, standard

schedule reporting requirements, and EVMS reporting. In this capacity, successfully managed

system integration program with three software vendors over 1 year timeframe with $23M budget,

meeting all schedule, cost, and quality objectives.

Held various positions of increasing responsibility within multiple organizations in GTEDS in support

responsibilities included development of and compliance monitoring to system development quality

standards. Performed as Project Manager of User Acceptance Testing of large systems
