Echo Enterprises, Inc.
Programming and Technical Services
January 2001 - December 2011 CSE Insurance Group - Walnut Creek, CA
January 1995 - December 2000 Civil Service Employees Insurance Company - San Francisco, CA
Solely responsible for and successfully completed in 21 months a data conversion of all master file's required fields from the Policy Management System (PMS) to the Wheatley Insurance System (WINS) including policy, premiums, claims, reinsurance and accounts receivable data. The significance of the 21-month completion is that the WINS conversion experts initially estimated a minimum completion time of 3 years with an additional 1-2 years cleanup.
Solely responsible for the creation of several data extract (Datamart) files containing product-specific policy data such as Personal Auto, Dwelling Fire and Homeowners as well as common data across all products such as premiums, claims and accounts receivable. These data extract (Datamart) files served as the company's Data Warehousing for user â ease of accessâ to the data.
Solely responsible for the analysis, design, program coding, and testing of a "conversion program" proto-type for the conversion of WINS Master/Transaction Files data fields to a predefined XML-Script for data conversion load to the new ISCS SurePower Innovation Policy Administration Suite platform.
Solely responsible for and successfully completed Live Conversions over 11 weekends in a 2-year
period consisting of the initial setup, the building of the XML-Script conversion files on the AS/400, the file transfer (FTP) of the conversion files from the AS/400 to the ISCS Server, and then running ISCS's Batch Data Conversion Load program. Assisted in the validation of specific reports across both systems and the final decision as to whether the Live Conversion was successful.

Hobeco, Inc.
Programming and Technical Services
August 1992 - December 1994 Civil Service Employees Insurance Company - San Francisco, CA
Solely responsible for the analysis and program modifications to the Policy Management System (PMS) Monthly "Reinsurance" Batch process resulting in a reduction from nearly 3 days (65-70 hours) runtime to less than 1 day (18-20 hours) runtime each month.
Solely responsible for the creation of a generic "Archival/Backup/Recovery" utility program process for the Computer Operations Department resulting in an overall 40% reduction in disk space utilization.
Solely responsible for the development and implementation of standards for the IT programmers during creation of any new batch and online processes. These standards helped ensure efficient file access with optimum use of hardware and software resources in order to yield the best possible run/response times, as well as providing intermediate check points for "long-running" jobs for recovery/restart.

Pfc - Professionals for Computing, Inc.
Information Technology Staffing and Professional Services
March 1991 - July 1992 Pacific Bell - San Ramon, CA
Provided programming and technical services, specializing in maintaining existing programs and writing new programs utilizing the CMS EXEC2 and REXX programming languages.
Successfully accessed "protected system areas" within the VM/SP Operating System, as requested by
the project manager and the Systems Programming group, which subsequently caused Pacific Bell's large mainframe computer system to crash. The significance of this request was it showed the VM environment not to be secure and allowed the Pacific Bell project manager to revisit the launching of a new project where non-Pacific Bell customers would be allowed to access their computer system.
IT Manager, Non-Banking (Commercial) Accounts
Bancology, Inc.
PNG Banking Service Bureau
October 1987 - March 1991 Pan National Group - El Paso, Texas
Supervised IBM Mainframe commercial applications "maintenance" programmers as well as provided programming and technical support to the Systems and Programming staff.
Solely responsible for the development of standards, procedures and VM/CMS programs, utilizing the
CMS EXEC2 and REXX languages, for building "on-the-fly" DOS/VSE JCL before the actual job submission to DOS/VSE from a VM/CMS User completed.
Solely responsible for the creation of a VSAM Catalog Management Reporting program, replacing the IBM-supplied IDCAMS LISTCAT utility program. This replacement program was called VSAMLIST and specifically written in Basic Assembly language to reduce the actual runtime over IDCAMS LISTCAT by efficiently decoding required fields found in the VSAM User Catalog records. The end result was a 70% reduction in runtime to produce the necessary information to manage the VSAM space.
Solely responsible for the development, program specifications, coding, testing and implementation of a â change control source management" system, running in a VM/VSE environment and written utilizing the CMS EXEC2 and REXX languages, replacing the IBM-supplied DOS/VSE Librarian functions.
