In this role, I coordinated, managed, the activities of all subordinate support personnel. Provides leadership, organization, and synchronization of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and enabler Field Support Representative / Field Software Engineer-provided support training. Ensures installation and unit commanders are supported with Army digital training management systems. As a functional proponent for the Army Digital Training Management System, associated subsystems, and next generation variants, ensures seamless integration and troubleshooting of digital systems used to manage unit training programs. Ensures digital integration of units from company, battalion, Unit of Action, through Unit of Engagement levels. Provides digital systems tailored to the requirements of commanders to plan and execute training program IAW FM 7-1 (Battle Focus Training). Supports commanders in their transition from a training managing system using stand alone software products to training managing system using interactive, web-based, digital system of systems interface capability. Provides digital training for systems that enable commanders to quickly collect, analyze and manage critical training data and capability to manage training and education programs and training resources more efficiently. Deployed as required to support training contingency, and operational requirements of selected operational and tactical units.

Training Analysis. Applies advanced methods, theories, research, and training techniques to the solution of advanced networking, configuration, software, and hardware problems. Reviews unit structures, missions, training guidance, and available training data of supported units. Identifies commander requirements to manage training data, activities, and resources. Reviews services and products provided by training providers. Identifies core products, effectiveness of products, and efficiency in product delivery. Identifies discrepancies in expectations between training consumers and training providers. Identifies trends that may impact future requirements. Applies a working knowledge of Army and TRADOC training policies and procedures in assessing operations and administration of unit training programs and command training resources. Applies a comprehensive knowledge of command goals, objectives, and training programs in assessing unit requirements. Assesses local training capacity and installation training demand. Collects, organizes, analyzes, and transmits training data and analysis to training stakeholders as appropriate. Digital Systems Administration and Troubleshooting, Based on analysis and discussions with leaders and commanders on training management requirements, develops seamless process for digital systems integration. Ensures digital systems enable commanders to more effectively and efficiently create training calendars, schedules, battle rosters, and After Action Reports; develop Mission Essential Tasks Lists and reporting formats; track individual and collective training activities/events; track warrior skills and status of special certification and qualification skill sets; task organizational elements, units, personnel, and equipment. Serve as a single point interface between the supported units and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) in order to provide the commander and staff a single point of contact to access all resources available for Battle Command (BC) systems and enablers. Ensure system users know how to request technical assistance to support training and to use the application mechanisms to report system software, hardware, and networking issues using the Single Interface to the Field/Incident Reporting Module. Ensures commanders, leaders, and operators are kept abreast of the latest developments in digital training management and battle command systems. Makes on-site visits with users to assist in automating training, troubleshooting and USF functions.

Digital Systems Security, Assures system integrity. Conducts ongoing IAVA compliancy audits and reviews procedures of organizational users to ensure system access is not being compromised. Advises leaders of any requirements to comply with system integrity guidelines such as physical configuration to secure Privacy Act data and authorization for system access. Schedules, monitors, and verifies the integrity of system backup systems. Identifies and corrects security vulnerabilities and is responsible for assisting with user access and access control safeguards. Ensures unit digital systems are operating in compliance with Army automation security requirements.

Digital Systems Instruction, Technical Support and Field Support. Serves as the primary representative throughout all Army formations (BCT/SBCT through corps) and institutions for all things pertaining to digital (BC) Battle Command systems and enablers during all BC/USF Battle Command, Unit Set Fielding phases to support combat commanders in continuous, full spectrum expeditionary operations. Advises the commander and trains leaders and Soldiers on the capabilities, integration, and employment of the BC SoS and supporting enablers. Assists or conducts instruction on all variations of digital training management systems to operators, leaders, and training resource providers. Serves as a gunner of digital Techniques, Tactics and Procedures (TTP) in support of BC as a weapon system. Develops training material and schedules training classes. Training includes the use of training management tools such as database development, data reporting formats, data tracking systems, and tools used for training analysis. Assists in the development or reviews operator manuals, system function descriptions, and troubleshooting instructions. Provides technical assistance to systems users. Monitors and troubleshoots system applications. Recovers data in the event of hardware or software failure. Ensures customers receive current versions of supported software as they become available. Installs software upgrades when requested. Configures, upgrades, and troubleshoots any hardware and software components. Conducting critical digital program testing and walkthroughs. Tests software on operator workstations when requested. Ensures complete resolution of any digital training help call and documents actions taken.

Supervisory Controls.

I supervised subordinate digital systems engineers and participate in their performance objectives development and reviews. Within the framework of priorities, funding and overall training program objectives, set mutually acceptable projects, develop deadlines and set scope of work to be done. Independently plans and carries out assignments; resolved any conflicts; interprets policy in terms of established objectives and informed manager of potentially controversial findings, issues, or problems with widespread impact, provides oversight and direction to other C4ISR support personnel as appropriate. Independently contacts other commands, U.S. Army staff representatives, Army training institutions, major commands and other installation headquarters to obtain and verify information. Insured the completion of projects, analyses, studies, evaluations, reports or recommendations are reviewed for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives. Insured completed work was also reviewed by other military training stakeholders whose programs and employees would be affected by implementation of recommendations.

Guidelines.

Guidelines include operating instructions, manuals, agency or command policies and regulations and sources on future technologies. Within the context of regulatory guidelines, I selected, interpreted, and refined or develop more specific guidelines such as implementing methods for the measurement and of effectiveness and productivity in the administration and operation of C4ISR digital system programs. Developed and tailors specific procedures based on uniqueness and strategy required for digital systems training. Using considerable judgment in interpreting the application of the general guidelines and the adaptation of, or development of, new digital systems.

Complexity.

Assignments involve providing management and continuity for the design and development of present and future training and support technologies. Studies and analyzes methods to improve the accuracy and timeliness of digital training technologies, C4ISR support, and develops instructions for using those technologies. Consider information needs and level of detail needed to satisfy a variety of user requirements. Assignments are seldom clear-cut and require varying degrees of initiative which I used to identify deviations. Issues involved routinely include policy questions in which there are differing views, and in which there exist little or no prior experience on which to base decisions. Evaluates and uses untried approaches and techniques. Devise approaches and mechanisms for coordinating efforts of diverse groups to provide improved training programs.
